Furthermore, due to the still ongoing civil war in Syria and the immediate threat of the so-called Islamic State, the country is facing a wave of more than one million registered Syrian refugees as well as a direct involvement in the conflict by the Islamist militant group and political party Hezbollah. The case of the Palestinian refugees permanently living in Lebanon for decades is a still long-lasting issue for the Lebanese society and is in need of setting a new concept for a successful integration of the Palestinians into the political framework of the country. The object of this paper is to work out the theoretical background of Lebanon’s “partly free” political system, giving a review on the country’s history from the period of the Ottoman Empire until now in the second part, then analyzing in the main part the various factors, which play an important role in the democratization process as well as apply the previously specified theories and approaches to the actual challenges the country is still facing in its political life. In addition to that, several reformation proposals will be critically described and interpreted in order to work out the quintessence of the challenges Lebanon has to cope with in its near future.

A recurrent proposition advanced in this book is that Lebanese sectarian consociationalism has been both a cure and a curse in the formulation of political settlements and institution building. On the one hand, and in contrast to many surrounding Arab regimes, consociational arrangements have provided the country with a relative democratic political life. A limited government with a strong confessional division of power and a built-in checks and balance mechanism prevented the emergence of dictatorship or monarchy. On the other hand, a chronic weak state has complicated efforts for nation building in favour of sectarian fragmentation, external interventions, and strong polarization that periodically brought the country to the verge of total collapse and civil war. It is very ancient and it is located in such a way that once was called “the gate of the Middle East” . During centuries numerous conquerors invaded Lebanon to gain strategic leverage in regional dominance. There are three major religious groups - Maronites, Druzes, and Shiites – living in the country, of which Maronites are part of a Christian mainstream and Druzes and Shiites are of a Muslim one. Granting independence to Lebanon, the French wanted to secure the position of the Christians and not let it “be absorbed into a Syrian Muslim state.” Lebanon traditionally considered itself the only Christian country in the Arab world and was always backed up by France. The history of Lebanon was filled with religious and violent conflicts, which were inflamed by surrounding nations and often resolved by major powers. The antipathy among Maronites, Druzes, and Shiites was so strong that the solution had to be found urgently. To avoid conflicts among the different subcultures the French established the consociational democracy. Lebanon didn’t completely meet all the core principles of the consociational democracy and it consequently led to the civil war of 1975, to sectarian unrest and struggles for political and economic power. However, the results of the consociational democracy were the peace in Lebanon for thirty years, and the economic prosperity.

Book excerpt: In Lebanon, there is a common understanding and belief among many politicians and citizens, in equal measure, that Lebanon is a democratic country. This belief is not only restricted to those inside Lebanon, but also to be found in neighbouring Arab countries and among their people. In other words, Lebanon is believed to be a country that enjoys a relatively democratic political system, rule of law, and a vibrant civil society, compared to the rest of the region. However, this is for the most part a misunderstanding, and originates from most Lebanese people's view that a modest level of freedom should be considered democracy, and that a relatively unconstrained civil society means an effective civil society. The main purpose of this thesis is to analyse Lebanon's political system and establish a clearer picture about whether the democratic claim is real or just an illusion. In order to build this picture, I have concentrated on the internal and external obstacles that have impeded the evolution of the Lebanese political system. The first part of the thesis discusses whether or not the Lebanese political system shares any of the features of functioning democratic political systems and whether or not it is running in a modus which reflects democratic values. In later chapters, the thesis moves on to examine the internal and external factors that have hindered the state from becoming a sovereign, authoritative state and thus without the necessary foundations for becoming a democratic state. The study will demonstrate that Lebanon suffers from the domination of a militant organisation within its borders which violates the country's sovereignty and disrupts the government and its institutions from functioning properly and being authoritative. Moreover, it will reveal that most citizens - a key element in any democracy - continue to feel subjugated, unable to make their voices heard, and without a say in the decision making process. Moreover, it will be demonstrated that Lebanon suffers from several problems. Firstly and most importantly, it suffers from the lack of an effective state that imposes the rule of law on all of Lebanon's territory. Secondly and equally important, Lebanon suffers from missing a major component that constitutes an essential pillar for the state, and that is sovereignty. Thirdly, election results are not taken into consideration as the public's electoral choices are not respected, while instead powerful elite continues to rule the country illegally. These impediments and many others lead the study to conclude that the Lebanese political system currently remains far from being considered a democracy.

Book excerpt: Following the end of the war in 1990 and the adoption of the Taif Agreement, Leb anon entered its Second Republic; a new phase in its democratic experience. At the heart of every democratic system is the legislature, and Lebanon is no excep tion. Legislatures in the Arab world and in Lebanon have received scant attenti on in the literature, which is why this thesis aimed to fill that gap by investi gating and surveying parliament's role as an institution in the postwar politica l system. The thesis attempted to answer the following question: is parliament functioning appropriately as a representational body that shapes politics within the system? A structural-functional approach was used to address the aim of th is study by exploring the interactions between three variables: the external env ironment of parliament, its internal characteristics, and policy outcomes, deter mining the capacity of parliament to exercise an independent influence on policy making. The benchmark for the assessment of the Lebanese legislature was not the compari son of its role and electoral process to legislatures in democratic regimes or t o symbolic legislatures and elections in authoritarian regimes. Rather parliame nt in postwar Lebanon needed to be assessed in comparison to its role in the pre war political system because of Lebanon's long experience with representational politics. After tracing parliament's role as a body in the prewar system, the th esis explored the dynamics and mechanisms that facilitated or weakened its insti tutional functions by examining the new reforms implemented after Taif Agreement , the three postwar parliamentary elections, and the power centers of postwar pa rliament. The thesis found that the Lebanese parliament in the postwar political system is a weak institution, mimicking rubber-stamp institutions in authoritar ian regimes. Its policy-making activities although active, lack a genuine func tion and political tone. Its representational activities are marred by non-comp etitive elections that have produced homogeneous parliaments free of political o pposition. The only activity that parliament seems to be perfecting is its syste m-maintenance activities through conflict management and the preservation of the status quo that has emerged following the end of the war.
