Book excerpt: This book explores why democratization processes in Sub-Saharan Africa have made so little progress despite more than two decades of multi-party politics on the subcontinent. By applying multiple linear regression analyses to a new data set on multi-party elections in Sub-Saharan Africa, the study investigates the relationship between political mobilizations and electoral competitiveness. It finds that the more societal groups engage in political mobilizations, such as protests and strikes, the more competitive elections become. Based on these results, the author argues for a change in the policies of international democracy assistance programs. The study’s findings suggest that efforts to promote democracy would likely be more successful if international donors focused their support on organizations that have active constituencies and are willing to use their mobilization capacity to address ruling elites with political or socio-economic grievances.

Why is room for political opposition in most cases so severely limited? Under what circumstances has the political opposition been able to establish itself in a legitimate role in African politics? To answer these questions this edited volume focuses on the institutional settings, the nature and dynamics within and between political parties, and the relationship between the citizens and political parties. It is found that regional devolution and federalist structures enable political opposition to organize and gain local power, as a supplement to influence at the central level. Generally, however, opposition parties are lacking in organization and institutionalization, as well as in their ability to find support in civil society and promote the issues that voters find most important. Overall, strong executive powers, unchecked by democratic institutions, in combination with deferential values and fear of conflict, undermine legitimate opposition activity. Where one-party systems once stood, multi-parties are now dominant; where heads of state once ruled autocratically, open elections have emerged. In this study, both African and non-African scholars take a critical look at the evolution and contradictions of democratization in seven African nations: Malawi, Cameroon, Nigeria, Ethiopia, Tanzania, Ghana, and Gabon, each at a different stage in the democratization process. Some of these countries historically have not received much attention in North America. For example, little is known about Malawi, and Gabon has escaped notice outside the Francophone world. While other works have focused primarily upon the role that institutions have played in the democratization process, this study looks at individual leaders. Some of the authors were themselves participants in the reform movements in their home countries, and they examine the role that the military and the church played in the process. This volume also includes a discussion of why democratization has stagnated or been reversed in some nations.

Fallon discusses the role of women and women's advocacy groups in furthering the democratic transformation of formerly autocratic states. Using Ghana as a case study, Fallon examines the specific processes women are using to bring about political change. She assesses information gathered from interviews and surveys conducted in Ghana and assays the existing literature to provide a focused look at how women have become involved in the democratization of sub-Saharan nations. The narrative traces the history of democratic institutions in the region—from the imposition of male-dominated mechanisms by western states to latter-day reforms that reflect the active resurgence of women’s political power within many African cultures—to show how women have made significant recent political gains in Ghana and other emerging democracies. Fallon attributes these advances to a combination of forces, including the decline of the authoritarian state and its attendant state-run women's organizations, newly formed constitutions, and newfound access to good-governance funding. She draws the study into the larger debate over gendered networks and democratic reform by exploring how gender roles affect and are affected by the state in Africa, Latin America, and Eastern Europe. In demonstrating how women’s activism is evolving with and shaping democratization across the region, Democracy and the Rise of Women’s Movements in Sub-Saharan Africa reveals how women’s social movements are challenging the barriers created by colonization and dictatorships in Africa and beyond.

Consequently, the inherent socio-cultural, economic and political factors, coupled with the historical antecedents of these countries, have also affected the reform process. Drawing from policy documents, analyses and interviews, Ufuoma Akpojivi argues that the lack of citizens’ active participation in policy processes has led to neo-liberalization and the continued universalization of Western ideologies such as democracy, media freedom and independence. Akpojivi posits that the recognition of socio-cultural, political and economic factors inherent to these emerging democracies, coupled with the communal participation of citizens, will facilitate true media reform processes and development of these countries.

Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens.
