Book excerpt: Democratic Left was a small political party which was organised primarily in the Irish Republic but also in Northern Ireland for just short of seven years in the 1990s. Formed out of a split in the Workers' Party in early 1992, Democratic Left was formally disbanded in January 1999 following a merger agreement with the Labour Party. The party - which was led by Proinsais De Rossa, Pat Rabbitte, Eamon Gilmore and Liz McManus - participated in the 1994-97 Rainbow coalition involving Fine Gael and Labour. This book explores the emergence of Democratic Left out of the crisis in communism and the fall of the Berlin Wall as well as continued allegations about their involvement in Official IRA criminality. Issues of ideology and identity, party organisation and political funding are examined in this major study which offers a unique and revealing insight in how politics operates in Ireland today. The book is based on access to internal Democratic Left documentation and papers, and interviews with all leading party members and other figures including Eoghan Harris, Sean Garland, John Bruton and Ruairi Quinn.

Book excerpt: Although inequality in Latin America ranks among the worst in the world, it has notably declined over the last decade, offset by improvements in health care and education, enhanced programs for social assistance, and increases in the minimum wage. In Democracy and the Left, Evelyne Huber and John D. Stephens argue that the resurgence of democracy in Latin America is key to this change. In addition to directly affecting public policy, democratic institutions enable left-leaning political parties to emerge, significantly influencing the allocation of social spending on poverty and inequality. But while democracy is an important determinant of redistributive change, it is by no means the only factor. Drawing on a wealth of data, Huber and Stephens present quantitative analyses of eighteen countries and comparative historical analyses of the five most advanced social policy regimes in Latin America, showing how international power structures have influenced the direction of their social policy. They augment these analyses by comparing them to the development of social policy in democratic Portugal and Spain. The most ambitious examination of the development of social policy in Latin America to date, Democracy and the Left shows that inequality is far from intractable—a finding with crucial policy implications worldwide.

Although the party devolved into what some saw as a cynical patronage machine, it remained a model for third-party power and for New York's influential Conservative and, later, the Working Families parties. With an active period ranging from the successful senatorial career of Jacob Javits to the mayoralties of John Lindsay and Rudy Giuliani, the Liberal Party effectively shaped the politics and policy of New York. Only in the wake of World War II were democratic frameworks secured, and, even then, it was decades before democracy truly blanketed the continent. Neither given nor granted, democracy requires conflict, often violent confrontations, and challenges to the established political order.
