Book excerpt: This book explores the connection between strong democracy and neoliberal development schemes based on the concept of ‘social entrepreneurship’ in Thailand and Southern India. With an original approach, this book addresses the intersection between emerging approaches to development; namely microfinance, microenterprise, and social entrepreneurship, and the ability of societies to generate their own public goods without state assistance. Utilizing observation, fieldwork, and practice in Northern Thailand and Southern India, as well as secondary sources from the southern Asia region more generally, the author examines the challenges of democratic governance and generation of public goods where civil society and democracy, as development strategies, have become less meaningful to citizens across the developing world than micro-development. The author argues that these approaches to development have impacts on development and civil society building, but do not necessarily amount to political empowerment, raising important questions for civic participation in the state when the state is no longer viewed as the locus of public goods and democratic governance. Presenting a new theoretical approach to understanding the changing paradigm of development and political participation, Democratic Governance and Social Entrepreneurship will be of interest to students and scholars of development politics, political economy and governance.

Southern realities cannot be only understood through imported categories and outside modeled guidelines. Book excerpt: If the twentieth century was only focused on the complementarity and the opposition of market and state, the twenty-first century has now to deal with the prominence of the third sector, the emergence of social enterprises and other solidarity hybrid forms. The concept of civil society organisations (CSOs) spans this diversity and addresses this new complexity. The first part of the book highlights the organizational dimensions of CSOs and analyses the growing role of management models and their limits. Too often, the study of CSO governance has been centered on the role of the board and has not sufficiently taken into account the different types of accountability environments. Thus, the conversation about CSO governance rises to the level of networks rather than simple organizations per se, and the role of these networks in setting the agenda in a democratic society. In this perspective, the second part emphasizes the institutional dimensions of CSO governance by opening new avenues on democracy. First, the work of Ostrom about governing the commons provides us new insights to think community self-governance. Second, the work of Habermas and Fraser opens the question of deliberative governance and the role of public sphere to enlarge our vision of CSO governance. Third, the concepts of substantive rationality and economy proposed respectively by Ramos and Polanyi reframe the context in which the question can be addressed. Lastly, this book argues for a stronger intercultural approach useful for the renewal of paradigms in CSOs research. This book has for objective to present a unique collective work in bringing together 33 authors coming from 11 countries to share perpectives on civil society governance and will be of interest to an international audience of researchers and policy-makers.

Book excerpt: Conventional wisdom warns that unaccountable political and business agents can enrich a few at the expense of many. But logically extending this wisdom implies that associated principals – voters, consumers, shareholders – will favor themselves over the greater good when ‘rules of the game’ instead create too much accountability. Democratic Governance and Economic Performance rigorously develops this hypothesis, and finds statistical evidence and case study illustrations that democratic institutions at various governance levels (e.g., federal, state, corporation) have facilitated opportunistic gains for electoral, consumer, and shareholder principals. To be sure, this conclusion does not dismiss the potential for democratic governance to productively reduce agency costs. Rather, it suggests that policy makers, lawyers, and managers can improve governance by weighing the agency benefits of increased accountability against the distributional costs of favoring principal stakeholders over more general economic opportunities. Carefully considering the fundamentals that give rise to this tradeoff should interest students and scholars working at the intersection of social science and the law, and can help professionals improve their own performance in policy, legal, and business settings.
