It was very critical view of two concepts (Democracy and Development), and the argument was that while the two elements are organically inter-linked, they may not produce symmetrical results; however, I applied them to the Rwandan context, in urban areas especially in Kigali City, and the study finding was that the independent variable had an impact on the dependent variable. In other words, while an effective democratic process with good governance’s principles may provide a latent basis for development, it cannot grant it. There are many other factors that impinge on development, i.e. well elaborated project(s), ground realities, well implemented project(s) and well evaluated project(s), etc.

Book excerpt: Rwanda and Burundi are strikingly similar countries that underwent democratization in the early 1990s. In both, resistance to democratic reforms led to coups d’état and presidential assassinations. A conundrum arises in terms of what transpires next. In Rwanda, total genocide was perpetrated by extremist Hutu actors, including government officials, upon the country’s Tutsi and politically moderate Hutu populations. In Burundi the coup d’état failed and instead ushered in a lengthy period of civil war. This divergence in outcome is puzzling given the similarity of these two countries, and it is not adequately explained by studies that address collective violence in each. This book utilizes an integrative approach that facilitates the formation of an explanation that more fully accounts for variation in the type of collective violence that occurred in Rwanda and Burundi. Showing that political actors – during periods of major institutional change – do not all respond to or perceive reform in the exact same manner or in a necessarily rational manner, this book makes an important contribution to the literature on ethnic conflict, collective violence and democratization in Africa.

They are relatively similar in size; are landlocked; have a similar topography, population density, ethnic composition, culture, and language; and share a colonial legacy as well as a tragic history of genocide. Despite the similarities shared by these two countries, Rwanda has been more successful in recovering economically from civil war, while Burundi has been in a cycle of civil strife mired with poverty. Why has Rwanda been more successful than Burundi in post-conflict economic growth and development? This study argues that the differences between Rwanda and Burundi's transition from conflict to peace, political elite dynamics, and center-periphery relationships are key in explaining the divergence in their post-conflict economic outcomes. These insights facilitate a better understanding of how politics influence the trajectory of post-conflict economic recovery. Rwanda and Burundi, located in the Great Lakes region of East Africa, are commonly referred to as twins. This study finds that the nature of post-conflict political settlements influence and incentivize political elites to deliver economic growth and development to the societies they serve. These insights facilitate a better understanding of the challenges facing economic recovery in post-conflict countries. Following the introduction chapter, the second chapter analyzes Rwanda transition from conflict to peace, highlighting key aspects of the political elite dynamics and center-periphery dynamics that led to the country's remarkable post-conflict economic trajectory. The third chapter reviews Burundi's long path from conflict to peace, homing-in on the political elite dynamics of the power sharing agreement as well as the center-periphery dynamics that led to the country's dismal post-conflict economic performance. Finally, this study concludes by analyzing the findings from the analysis of the aforementioned hypotheses. This conclusion also seeks to infer the underlying implications of politics on post-conflict economic development.

And why, exactly, is it that it is potentially conflict-prone? This book gives answers to these questions on the basis of what Rwandan and Burundian interviewees expressed as taken for granted and real. In particular, it focuses on different political institutional models, and how they help to overcome an ethnic interpretation of political and social exclusion. Despite the diverging institutional approaches to dealing with ethnic cleavages, the qualitative analysis shows that political and social exclusion, in particular the distribution of power, are interpreted in ethnic terms in both countries. Focusing on notions taken for granted by Rwandan and Burundian interviewees, the book demonstrates, how deeply intertwined ethnicity and politics are in Rwanda and Burundi today.
