A framework with examples is provided to develop and analyze algorithms to detect click fraud.

Over the last fifteen years the Department of Defense has been moving from a few large-footprint bases to smaller and much more numerous bases across the globe. This so-called lily-pad strategy, designed to allow high-speed reactions to military emergencies anywhere in the world, has provoked significant debate in military circles and sometimes-fierce contention within the polity of the host countries. In Base Politics, Alexander Cooley examines how domestic politics in different host countries, especially in periods of democratic transition, affect the status of U.S. bases and the degree to which the U.S. military has become a part of their local and national landscapes. Drawing on exhaustive field research in different host nations across East Asia and Southern Europe, as well as the new postcommunist base hosts in the Black Sea and Central Asia, Cooley offers an original and provocative account of how and why politicians in host countries contest or accept the presence of the U.S. military on their territory. Overseas bases, Cooley shows, are not merely installations that serve a military purpose. For host governments and citizens, U.S. bases are also concrete institutions and embodiments of U.S. power, identity, and diplomacy. Book excerpt: According to a widely shared notion, foreign affairs are exempted from democratic politics, i.e. party-political divisions are overcome-and should be overcome-for the sake of a common national interest. This book shows that this is not the case. Examining votes in the US Congress and several European parliaments, the book demonstrates that contestation over foreign affairs is barely different from contestation over domestic politics. Analyses of a new collection of deployment votes, of party manifestos, and of expert survey data show that political parties differ systematically over foreign policy and military interventions in particular. The left/right divide is the best guide to the pattern of party-political contestation: support is weakest at the far left of the spectrum and increases as one moves along the left/right axis to green, social democratic, liberal and conservative parties; amongst parties of the far right, support is again weaker than amongst parties of the centre. An analysis of parliamentary debates in Canada, Germany, and the United Kingdom about the interventions in Afghanistan and against Daesh in Iraq and Syria shows that political parties also differ systematically in how they frame the use of force abroad. For example, parties on the right tend to frame their country's participation in the US-led missions in terms of national security and national interests whereas parties on the left tend to engage in 'spiral model thinking', i.e. they critically reflect on the unintended consequences of the use of force in fuelling the conflicts with the Taliban and Daesh.

From jokes on late-night TV talk shows to radio show rants and from public opinion polls to ubiquitous conventional wisdom-politicians are among the most despised professional class in modern society. Drawing on seminal work in political science, Stephen K. Medvic convincingly argues to the masses that this blanket condemnation of politicians is both unfair and unwarranted. While some individual politicians certainly deserve scorn for misjudgments, moral failings, or even criminal acts, the assumption that all of them should be cast in a similar light is unjustified. More importantly, that deeply cynical assumption is dangerous to the legitimacy of a democratic system of government. Politicians, as a class, deserve respect, not out of blind obedience to authority but because democratic deliberation requires it. Medvic explains how cognitive biases in the way people reason often lead us to draw unjustified conclusions of politicians in general based on the malfeasance of some. Scandals involving politicians are likely to be remembered and to serve as "evidence" of the belief that "they all do it." Most politicians, in fact, care deeply about their cities, states, and nation. But they face a trap of unrealistic and contradictory expectations from the public about how politicians should behave. Medvic, in turn, demonstrates the necessity of ambition, the utility of politics for resolving conflicts peacefully, and the value of ideology in framing political choices. In the end, citizens must learn to tolerate the inherent messiness of politics as the only viable alternative to violent conflict. In the process, we must embrace our role in the political system as well.

Book excerpt: Since the end of the Cold War almost all European countries have reformed their armed forces, focusing on downsizing, internationalization and professionalization. This paper examines how these changes in security sector governance have affected the normative model underlying the military’s relationship to democracy, using the image of the “democratic soldier”. Drawing on a comparative analysis of 12 post-socialist, traditional and consolidated democracies in Europe, the different dimensions of the national conception of soldiering are analysed based on the official norms that define a country’s military and the ways in which individual members of the armed forces see their role. Cases converge around the new idea of professional soldiering as a merging of civilian skills with military virtues in the context of the military’s new post-Cold War missions. Yet despite this convergence, research also shows that specific aspects of national traditions and context continue to influence the actual practice of soldiering in each case. The contradictions that result between these old and new visions of the role of the military and the soldier illustrate the tensions that exist between political goals and defence reform dynamics.
