Book excerpt: In November of 2003, a stolen election in the former Soviet republic of Georgia led to protests and the eventual resignation of President Eduard Shevardnadze. Shevardnadze was replaced by a democratically elected government led by President Mikheil Saakashvili, who pledged to rebuild Georgia, orient it toward the West, and develop a European-style democracy. Known as the Rose Revolution, this early twenty-first-century democratic movement was only one of the so-called color revolutions (Orange in Ukraine, Tulip in Kyrgyzstan, and Cedar in Lebanon). What made democratic revolution in Georgia thrive when so many similar movements in the early part of the decade dissolved? Lincoln A. Mitchell witnessed the Rose Revolution firsthand, even playing a role in its manifestation by working closely with key Georgian actors who brought about change. In Uncertain Democracy, Mitchell recounts the events that led to the overthrow of Shevardnadze and analyzes the factors that contributed to the staying power of the new regime. Book excerpt: While other studies explain the Rose Revolution in terms of the contribution of the "power players," Popular Mobilization and Empowerment in Georgia's Rose Revolution, by Kelli Hash-Gonzalez, adds to our understanding of the event by examining it from the perspective of ordinary citizens. Hash-Gonzalez shows how the movement frames targeted people's emotions, as well as their beliefs and values to more effectively mobilize them for action. Using the election fraud as a focal point, movement leaders and activists amplified the emotions and beliefs incorporated in the themes of injustice, dignity, and duty, which supported movement participation. They also appealed to people's emotions and beliefs in an effort to transform the common frame of political powerlessness, which worked against participation. The book also examines the role that emotional energy played in mobilization. The achievement of a critical mass of protestors was surprising, given the hopelessness, cynicism, and alienation in the region's political culture. This level of participation was essential for movement emergence and success. Without the people, none of the other necessary factors--NGOs, civil society, financial resources, foreign support or interference, the media, government vulnerability, political elites, opposition unity--could have achieved a legitimate regime change. Popular Mobilization and Empowerment in Georgia's Rose Revolution is an in-depth examination of a significant political moment from the perspective of the people who lived it.

While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases. Book excerpt: This book reviews the interplay between domestic contexts and democracy promotion efforts in selected countries of the former Soviet Union and the Western Balkans. The idea behind the six case studies is twofold. In the three cases where ‘colour revolutions’ occurred (Serbia, Georgia, Ukraine), the authors explore the extent to which external democracy promoters adapted their strategies to respond to new domestic contexts. In the other three cases (Azerbaijan, Belarus, Russia) the authors investigate how the political leadership has reacted to ‘colour revolutions’ elsewhere and which consequences their reactions have had for democracy promotion. In all cases an assessment of democratization processes in the country is provided as a basis for drawing conclusions about the potential for domestic and foreign actors to promote democratic development. An introduction and conclusion embed the case studies in the existing literature on democracy promotion and generalize the findings across the countries studied. On the practical level, the volume offers suggestions for improving democracy promotion endeavours, proposing in particular a more balanced approach which goes beyond supporting specific individuals and organizations to include addressing the structural level. Book excerpt: From late 2003 through mid-2005, a series of peaceful street protests toppled corrupt and undemocratic regimes in Georgia, Ukraine, and Kyrgyzstan and ushered in the election of new presidents in all three nations. These movements—collectively known as the Color Revolutions—were greeted in the West as democratic breakthroughs that might thoroughly reshape the political terrain of the former Soviet Union. But as Lincoln A. Mitchell explains in The Color Revolutions, it has since become clear that these protests were as much reflections of continuity as they were moments of radical change. Not only did these movements do little to spur democratic change in other post-Soviet states, but their impact on Georgia, Ukraine, and Kyrgyzstan themselves was quite different from what was initially expected. In fact, Mitchell suggests, the Color Revolutions are best understood as phases in each nation's long post-Communist transition: significant events, to be sure, but far short of true revolutions. The Color Revolutions explores the causes and consequences of all three Color Revolutions—the Rose Revolution in Georgia, the Orange Revolution in Ukraine, and the Tulip Revolution in Kyrgyzstan—identifying both common themes and national variations. Mitchell's analysis also addresses the role of American democracy promotion programs, the responses of nondemocratic regimes to the Color Revolutions, the impact of these events on U.S.-Russian relations, and the failed "revolutions" in Azerbaijan and Belarus in 2005 and 2006. The book deals with the legality, legitimacy and effectiveness of military interventions where the international community of states not only felt impelled to engage in military humanitarian or peace-building missions but also in long-term state- and democracy-building. External actors particularly engaged in four modes, namely enforcing democratization by enduring post-war occupation (mode 1); restoring an elected government by military intervention (mode 2); intervening in on-going massacres and civil war with military forces (‘humanitarian intervention’) and thereby curbing the national sovereignty of those countries (mode 3) and forcing democracy on rogue states by ‘democratic intervention’, in other words democracy through war (mode 4). The contributions link juridical and philosophical reflections on just war ad bellum with empirical evidence post bellum in Afghanistan, Georgia, Serbia, Croatia, Cambodia and East Timor. All empirical analyses stress the complexity and difficulties to establish democracy in post-conflict societies driven or monitored by external actors. Such an endeavour implies a comprehensive agenda of political, social, and economic methods of peace-building. However, if external actors withdraw before the roots of democracy are deep enough and before democratic institutions are strong enough to stand alone, then the entire endeavour may fail. The methodology of the survey is derived in large measure from the Universal Declaration of Human Rights, and these standards are applied to all countries and territories, irrespective of geographical location, ethnic or religious composition, or level of economic development.
