Book excerpt: Pope Paul VI’s notion of “integral human development,” which was endorsed by his successors including Pope Francis, broke with the modern project of purely economic and technological development, resulting in an original understanding of development. Like a conventional notion of development, this theoretical construct favors economic growth, technological innovation, and the implementation of social programs. However, development is not just a socioeconomic and political issue, let alone a technical one; it raises, fundamentally, theological questions and points to important ethical challenges. Hence, integral human development is a vocation at which all personal, social, and political activity must be directed. As such, it is not a social but an anthropological program. Far from being a secular development theory, the notion of “integral human development” emphasizes the religious goal of reconciling humanity and God through the creation of a human family over and above material social and economic issues. Sustained by global principle and shaped by different cultural views, this book brings forth the uniqueness of this approach to development, examines its contribution to human welfare, and anticipates the resistances it may face.

Book excerpt: Despite the large amounts of human and financial resources invested to foster democratic governance in developing countries, statistics show that the majority of these countries have not yet achieved significant improvements in living standards. While some regions make strides towards improving the living conditions of their citizens, Sub-Saharan Africa, for instance, is still trapped in poverty with more than 40% of its 600 million people living below the internationally recognized absolute poverty line of one US dollar per day. Poor governance and corruption should be highlighted as the most important systemic factors contributing to poverty in developing countries. As a result the institutional foundations of these countries are weakened, public funds are misappropriated, and policies and programs aimed at reducing poverty and fostering sustainable economic growth are undermined. It is therefore not surprising that a 2008 Transparency International report found a direct link between corruption and the failure of the societal institutions designed to achieve the Millennium Development Goals in the majority of developing countries. This book investigates the problems of democratic governance, particularly as they relate to corruption, and also whether democracy should be based on universal principles or local context and historical factors. It also analyses the rule of law, in promoting democratic governance and curbing corruption and if governmental, non-governmental organizations, and civil societies are effective in promoting democratic governance and curbing corruption. This book will go beyond identifying the challenges and offer plausible solutions that could be adapted to various developing countries. The economic development policies of the last two decades, and the theory which gave rise to them, have been discredited. The rich are disillusioned, apprehensive or uninterested, while the poor are embittered and without hope, the victims and agents of ignorance, instability and environmental degradation. The need for radical rethinking is urgent: this book makes an important contribution towards that end. John Friedmann argues that poverty should be seen not merely in material terms, but as social, political and psychological powerlessness. He presents the case for an alternative development committed to empowering the poor in their own communities, and to mobilizing them for political participation on a wider scale. In contrast to centralized development policies devised and implemented at the national and international level, alternative development restores the initiative to those in need, on the grounds that unless people have an active role in directing their own destinies long-term progress will not be achieved. The author takes the household as the strategic starting-point - stressing its moral, political and economic potential - as a source of continuity and as a location for production. The book shows how community development can be enhanced if people are enabled to make accountable choices and expand their alternatives. International development efforts will not be sustainable if we continue to build schools without quality teachers; health clinics without enhancing logistical and psychological access and improving quality of care; and laws that are not enforced. Institutions will only flourish if their leaders and bureaucrats enhance their personal capabilities. The central premise of the book is that enhancing skills, knowledge and reducing psychological and contextual barriers to change are central (and often neglected) aspects of sustainable development. IMIFAP was founded in 1984. Through its health promotion and poverty reduction work it has reached over 19 million people in 14 countries through over 40 different programs and over 280 educational materials with support from over 300 funding agencies and government and private institutions. Its mission is to enable society's poor and vulnerable to take charge of their lives through helping them develop their potential. We have found that through the IMIFAP "I want to, I can" programs people take the control of their lives in their own hands. Examples of these results are presented including numerous testimonies.
