Why do some countries perform much better than others on this front? Democracy in the Woods addresses these question by examining land rights conflicts-and the fate of forest-dependent peasants-in the context of the different forest property regimes in India, Tanzania, and Mexico. These three countries are prominent in the scholarship and policy debates about national forest policies and land conflicts associated with international support for nature conservation. This unique comparative study of national forestland regimes challenges the received wisdom that redistributive policies necessarily undermine the goals of environmental protection. It shows instead that the form that national environmental protection efforts take - either inclusive (as in Mexico) or exclusive (as in Tanzania and, for the most part, in India) - depends on whether dominant political parties are compelled to create structures of political intermediation that channel peasant demands for forest and land rights into the policy process. This book offers three different tests of this theory of political origins of forestland regimes. First, it explains why it took the Indian political elites nearly sixty years to introduce meaningful reforms of the colonial-era forestland regimes. Second, it successfully explains the rather counterintuitive local outcomes of the programs for formalization of land rights in India, Tanzania, and Mexico. Third, it provides a coherent explanation of why each of these three countries proposes a significantly different distribution of the benefits of forest-based climate change mitigation programs being developed under the auspices of the United Nations. In its political analysis of the control over and the use of nature, this book opens up new avenues for reflecting on how legacies of the past and international interventions interject into domestic political processes to produce specific configurations of environmental protection and social justice. Book excerpt: The controversial thesis at the center of this study is that, despite the importance of slavery in Athenian society, the most distinctive characteristic of Athenian democracy was the unprecedented prominence it gave to free labor. Wood argues that the emergence of the peasant as citizen, juridically and politically independent, accounts for much that is remarkable in Athenian political institutions and culture. From a survey of historical writings of the eighteenth and nineteenth centuries, the focus of which distorted later debates, Wood goes on to take issue with influential arguments, such as those of G.E.M. de Ste Croix, about the importance of slavery in agricultural production. The social, political and cultural influence of the peasant-citizen is explored in a way which questions some of the most cherished conventions of Marxist and non-Marxist historiography.

Yet there have been consistent warning signs that a global economy and free trade might not always be advantageous. Where are the pressure points? What could be done about them? Dani Rodrik examines the back-story from its seventeenth-century origins through the milestones of the gold standard, the Bretton Woods Agreement, and the Washington Consensus, to the present day. Although economic globalization has enabled unprecedented levels of prosperity in advanced countries and has been a boon to hundreds of millions of poor workers in China and elsewhere in Asia, it is a concept that rests on shaky pillars, he contends. Its long-term sustainability is not a given. The heart of Rodrik’s argument is a fundamental 'trilemma': that we cannot simultaneously pursue democracy, national self-determination, and economic globalization. Give too much power to governments, and you have protectionism. Give markets too much freedom, and you have an unstable world economy with little social and political support from those it is supposed to help. Rodrik argues for smart globalization, not maximum globalization.

Book excerpt: Our society's institutional infrastructures—our democratic political system, economic structures, legal practices, and educational establishment—were all created as intellectual outgrowths of the Enlightenment. All our cultural institutions are based on the intellectual idea that an enlightened citizenry could govern its affairs with reason and responsibility. In the late 20th century, however, we are witnessing the disintegration of much of our cultural heritage. Wood argues that this is due to our evolution into a ^Upost-intellectual society^R—a society characterized by a loss of critical thinking, the substitution of information for knowledge, mediated reality, increasing illiteracy, loss of privacy, specialization, psychological isolation, hyper-urbanization, moral anarchy, and political debilitation. These post-intellectual realities are all triggered by three underlying determinants: the failure of linear growth and expansion to sustain our economic system; the runaway information overload; and technological determinism. Wood presents a new and innovative social theory, challenging readers to analyze all our post-intellectual cultural malaise in terms of these three fundamental determinants.

The studies collected in Diversity and Democracy show that political scientists, too, must fully recognize the significance of minority-representation studies for our understanding of the electoral process in general. If anything has limited such inquiry in the past, it has been the tendency for researchers to address only a single group or problem, yielding little that can be applied to other contexts. Diversity in Democracy avoids this limitation by examining several aspects of representation, including both Latino and African American perspectives, and a wide range of topics, ranging from the dynamics of partisanship to various groups' perceptions of the political system.
