The Corporate Political Party promotes the politics of deception, secrecy, and corruption-in short, anti-democratic politics. The CPP has two major objectives. The first is to establish a national one-party system by gaining control over the Republican and Democratic parties, turning them into shell institutions and functioning through them; this would be done, as it is presently occurring, by helping to get Democrats and Republicans elected to office who would be that in name only, while actually being Corporate Political Party candidates and elected officials wearing two labels. The second major objective is to control the national, state, and local governments and their treasuries through the two shell parties, in order to be able to shift large amounts of taxpayers' money on a continuous basis to its constituencies-rich and powerful individuals and financial, industrial, and commercial corporations-thereby seeking to create a large discrepancy of wealth on a continuous basis between its constituencies and the American population. There is an urgent need for the American people to learn about the Corporate Political Party and take action against it for the sake of their own future, wealth, prosperity, and freedom in this country.

It does so with a view to respond to objections raised by legal and political philosophers who are sceptical of judicial review based on the assumption that judicial review is an undemocratic institution. The book builds on earlier literature on the moral justification of the authority of constitutional courts, and on the current attempts to develop a system on “weak judicial review”. Although different in their approach, the chapters all focus on devising institutions, procedures and, in a more abstract way, normative conceptions to democratize constitutional law. These democratizing strategies may vary from a radical objection to the institution of judicial review, to a more modest proposal to justify the authority of constitutional courts in their “deliberative performance” or to create constitutional juries that may be more aware of a community’s constitutional morality than constitutional courts are. The book connects abstract theoretical discussions about the moral justification of constitutionalism with concrete problems, such as the relation between constitutional adjudication and deliberative democracy, the legitimacy of judicial review in international institutions, the need to create new institutions to democratize constitutionalism, the connections between philosophical conceptions and constitutional practices, the judicial review of constitutional amendments, and the criticism on strong judicial review.

Book excerpt: This inclusive study examines the extraordinarily high rates of political nonparticipation in the United States and the political, historical, institutional, and philosophical roots of such widespread apathy. To explain why individuals become committed to political apathy as a political role, Tom DeLuca begins by defining "the two faces of political apathy." The first, rooted in free will, properly places responsibility for nonparticipation in the political process on individuals. Political scientists and journalists, however, too often overlook a second, more insidious face of apathy--a condition created by institutional practices and social and cultural structures that limit participation and political awareness. The public blames our most disenfranchised citizens for their own disenfranchisement. Apathetic citizens blame themselves. DeLuca examines classic and representative explanations of non-participation by political analysts across a range of methodologies and schools of thought. Focusing on their views on the concepts of political power and political participation, he assesses current proposals for reform. He argues that overcoming the second face of apathy requires a strategy of "real political equality," which includes greater equality in the availability of political resources, in setting the political agenda, in clarifying political issues, and in developing a public sphere for more genuine democratic politics. Author note: Tom DeLuca is Assistant Professor of Political Science at Fordham College at Lincoln Center. He has been a long-time activist on local and national issues, especially nuclear arms control, and his op-ed pieces on politics have appeared in The New York Times, New York Newsday, The Nation, and The Progressive.

Instead, Aboriginal identity is framed in terms of cultural and national traits, while self-government is taken to represent an Aboriginal desire to protect those traits. Shifting Boundaries challenges this view, arguing that it fosters a woefully incomplete understanding of the politics of self-government. Taking the position that a relational theory of pluralism offers a more accurate interpretation, Tim Schouls contends that self-government is better understood when an “identification” perspective on Aboriginal identity is adopted instead of a “cultural” or “national” one. He shows that self-government is not about preserving cultural and national differences as goods in and of themselves, but rather is about equalizing current imbalances in power to allow Aboriginal peoples to construct their own identities. Established in the largest administrative overhaul since World War II, the Department of Homeland Security was charged with keeping the United States safe within a wider security community, but confronted the Washington Consensus-based Western Hemisphere free trade movement, beginning with the North American Free Trade Agreement (NAFTA) and extending to the Central American Free Trade Agreement (CAFTA) in 2003, to materialize a Free Trade Area of the Americas (FTAA) compact. Whether 9/11 restrictions impeded these trade-related thrusts or not, embracing neoliberalism permitted Canada and Mexico to pursue their own initiatives, such as proposing free-trade to the US—Canada in 1985, Mexico in 1990, but, as during the Cold War, security imperatives ultimately prevailed. This work investigates Canada's and Mexico's Department of Homeland Security responses through three bilateral studies of policy responses along comparative lines, case studies of security and intelligence apparatuses in each of the three countries, and a post-9/11 trilateral assessment. Ultimately, they raise a broader and more critical North American question: Will regional economic integration continue to be trumped by security considerations, as during the Cold War era, and thereby elevate second-best outcomes, or rise above the constraints to reassert the unquenchable post-Cold War thirst for unfettered markets replete with private enterprises, liberal policies, and full-fledged competitiveness?

The American constitutional system is predicated on an inherent ideational and institutional tension dating back to the foundation of the nation in the eighteenth century, which constrains innovative policy development. Namely, the framers designed a system that simultaneously seeks to protect the rights of the minority out of power and provide for majority rule. These opposing goals are based on the idea that limiting governmental power will guarantee individual liberty. The Path of American Public Policy: Comparative Perspectives asks how this foundational tension might limit the range of options available to American policy makers. What does the resistance to change in Washington teach us about the American system of checks and balances? Why is it so difficult (though not impossible) to make sweeping policy changes in the United States? How could things be different? What would be the implications for policy formation if the United States adopted a British-style parliamentary system? To examine these questions, this book gives an example of when comprehensive change failed (the 1994 Contract with America) and when it succeeded (the 2010 Affordable Care Act). A comparison of the two cases sheds light on how and why Obama’s health care was shepherded to law under Nancy Pelosi, while Newt Gingrich was less successful with the Contract with America. The contrast between the two cases highlights the balance between majority rule and minority rights, and how the foundational tension constrains public-policy formation. While 2010 illustrates an exception to the rule about comprehensive policy change in the United States, the 1994 is an apt example of how our system of checks and balances usually works to stymie expansive, far-reaching legislative initiatives.
