On the one hand constitutions are said to set out the rules of the democratic game, on the other as constraining the power of the demos and their representatives to rule themselves - including by reforming the very processes of democracy itself. Meanwhile, constitutionalists themselves differ on how far any constitution derives its authority from, and should itself be subject to democratic endorsement and interpretation. They also dispute whether constitutions should refer solely to democratic processes, or also define and limit democratic goals. Each of these positions produces a different view of judicial review, the content and advisability of a Bill of Rights and the nature of constitutional politics. These differences are not simply academic positions, but are reflected in the different types of constitutional democracy found in the United States, continental Europe, Britain and many commonwealth countries. The selected essays explore these issues from the perspectives of law, philosophy and political science. A detailed and informative introduction sets them in the context of contemporary debates about constitutionalism.

Many communal educators and rabbis contended that without educational interventions, Judaism as they understood it would disappear altogether. They pinned their hopes on residential summer camps for Jewish youth: institutions that sprang up across the U.S. in the postwar decades as places for children and teenagers to socialize, recreate, and experience Jewish culture. Adults' fears, hopes, and dreams about the Jewish future inflected every element of camp life, from the languages they taught to what was encouraged romantically and permitted sexually. But adult plans did not constitute everything that occurred at camp: children and teenagers also shaped these sleepaway camps to mirror their own desires and interests and decided whether to accept or resist the ideas and ideologies their camp leaders promoted. Five fundamental characteristics combine dynamically in the effective camp experience: participatory, faith-centered, safe space, relational, and unplugged from home. Together, they open the space for participants to consider new understandings of God, to have time for deep self-reflection, and to build intentional Christian community. These camp experiences are essential components in a larger ecology of faith formation, including the home and congregation. The insight and evidence presented in this book demonstrate that the contributions of camping ministry must be taken seriously among scholars, Christian educators, and ministry professionals.

A provocative assessment of the contemporary carceral state for American democracy, Arresting Citizenship argues that the broad reach of the criminal justice system has fundamentally recast the relation between citizen and state, resulting in a sizable—and growing—group of second-class citizens. From police stops to court cases and incarceration, at each stage of the criminal justice system individuals belonging to this disempowered group come to experience a state-within-a-state that reflects few of the country’s core democratic values. Through scores of interviews, along with analyses of survey data, Amy E. Lerman and Vesla M. Weaver show how this contact with police, courts, and prisons decreases faith in the capacity of American political institutions to respond to citizens’ concerns and diminishes the sense of full and equal citizenship—even for those who have not been found guilty of any crime. The effects of this increasingly frequent contact with the criminal justice system are wide-ranging—and pernicious—and Lerman and Weaver go on to offer concrete proposals for reforms to reincorporate this large group of citizens as active participants in American civic and political life.

A prized location for mountaineering since the 1870s, Longs has been a place of astonishing climbing feats—and, unsurprisingly, of significant risk and harm. Careless and unlucky climbers have experienced serious injury and death on the peak, while their activities, equipment, and trash have damaged fragile alpine resources. As a site of outdoor adventure attracting mostly white people, Longs has mirrored the United States’ tenacious racial divides, even into the twenty-first century. In telling the history of Longs Peak and its climbers, Ruth M. Alexander shows how Rocky Mountain National Park, like the National Park Service (NPS), has struggled to contend with three fundamental obligations—to facilitate visitor enjoyment, protect natural resources, and manage the park as a site of democracy. Too often, it has treated these obligations as competing rather than complementary commitments, reflecting national discord over their meaning and value. Yet the history of Longs also shows us how, over time, climbers, the park, and the NPS have attempted to align these obligations in policy and practice. By putting mountain climbers and their relationship to Longs Peak and its rangers at the center of the story of Rocky Mountain National Park, Alexander exposes the significant role outdoor recreationists have had—as both citizens and privileged adventurers—in shaping the peak’s meaning, use, and management. Since 2000, the park has promoted climber enjoyment and safety, helped preserve the environment, facilitated tribal connections to the park, and attracted a more diverse group of visitors and climbers. Yet, Alexander argues, more work needs to be done. Alexander’s nuanced account of Longs Peak reveals the dangers of undermining national parks’ fundamental obligations and presents a powerful appeal to meet them fairly and fully.

This book examines the persistence of authoritarian policing in Latin America to explain why police violence and malfeasance remain pervasive decades after democratization. It also examines the conditions under which reform can occur. Drawing on rich comparative analysis and evidence from Brazil, Argentina, and Colombia, the book opens up the 'black box' of police bureaucracies to show how police forces exert power and cultivate relationships with politicians, as well as how social inequality impedes change. González shows that authoritarian policing persists not in spite of democracy but in part because of democratic processes and public demand. When societal preferences over the distribution of security and coercion are fragmented along existing social cleavages, politicians possess few incentives to enact reform.
