Book excerpt: The second half of the twentieth century has witnessed several waves of democratization in Europe, the Americas, and in other regions of the world, such as South East Asia. Although for the most part these democratic regimes are no longer haunted by the prospect of a return to authoritarianism, severe economic and social problems have posed serious challenges, creating a situation where change is often achieved through alternating periods of consolidation and crisis. Drawing on a systematic, empirical analysis of four key Southern European countries, Portugal, Spain, Greece, and Italy, Morlino identifies several key aspects of democratic consolidation: consensus and legitimation, party system and party organization, and the ways in which organized and non-organized interests are related to parties and the institutions of state. The resulting models of consolidation are analysed and the mechanisms and patterns of their unfolding crises identified, taking care to disentangle the pragmatic reactions against the regime, often related to corruption, from more ideological ones grounded in differences in values. Finally, the author addresses the question of the `quality' of democracy, examining how this is related to the outcome of processes of consolidation and crisis. This insightful study offers the first extensive, comparative analysis of consolidation and crisis in these countries, and features a wealth of up-to-date information on party organizations, interest associations, the media, and public opinion. Although clearly focusing on Southern Europe, the author's findings are extremely relevant for understanding the politics of several other regions, including Eastern Europe, Latin America, and South East Asia.

They also assess the role of elites in the longer-established democratic regimes in Columbia, Costa Rica, Italy, Mexico and Venezuela. The authors conclude that in independent states with long records of political instability and authoritarian rule, democratic consolidation requires the achievement of elite 'consensual unity' - that is, agreement among all politically important elites on the worth of existing democratic institutions and respect for democratic rules-of-the-game, coupled with increased 'structural integration' among those elites. Two processes by which consensual unity can be established are explored - elite settlement, the negotiating of compromises on basic disagreements, and elite convergence, a more subtle series of tactical decisions by rival elites which have cumulative effect, over perhaps a generation.

This was an age of crises where representative democracy, itself a relatively recent political invention, seemed unable to cope with the challenges that confronted it. Against the backdrop of the economic crisis that began in 2008 and the rise of populist parties, a new body of scholarship - frequently invoked by the media - has used interwar political developments to warn that even long-established Western democracies are fragile. Democratic Stability in an Age of Crisis challenges this 'interwar analogy' based on the fact that a relatively large number of interwar democracies were able to survive the recurrent crises of the 1920s and 1930s. The main aim of this book is to understand the striking resilience of these democracies, and how they differed from the many democracies that broke down in the same period. The authors advance an explanation that emphasizes the importance of democratic legacies and the strength of the associational landscape (i.e., organized civil society and institutionalized political parties). Moreover, they underline that these factors were themselves associated with a set of deeper structural conditions, which on the eve of the interwar period had brought about different political pathways. The authors' empirical strategy consists of a combination of comparative analyses of all interwar democratic spells and illustrative case studies. The book's main takeaway point is that the interwar period shows how resilient democracy is once it has had time to consolidate. On this basis, recent warnings about the fragility of contemporary democracies in Western Europe and North America seem exaggerated - or, at least, that they cannot be sustained by interwar evidence. Focusing primarily on recent South American cases, Issues in Democratic Consolidation examines some of the difficulties of constructing consolidated democracies and provides a critical examination of the major issues involved. A prominent theme running through this collection is that the transitions from authoritative rule to civilian government may be arrested by political, economic, and social constraints. The articles contain analyses of the varied modalities and complex processes related to the transitions. The first transition begins with the initial stirrings of crisis under authoritarian rule that generate some form of political opening and greater respect for basic civil rights, and ends with the establishment of a government elected in an open, competitive contest. The volume's primary focus, however, is on the second transition, which begins with the inauguration of a democratic government and ends-if all goes well-with the establishment of a consolidated democratic regime.
