Book excerpt: Excerpt from Democracy and Nationalism in Education: Syllabus and Readings for a Course in History of Education From the French Revolution to the Present Time The earliest stage of political development occurred with the fixing of tribal groups in a definite habitat. The earliest form of this was the city state with its environing dependencies. These g early states looked upon all other groups as hostile and unworthy of existence, except as they became subordinated. This incor poration was usually accomplished by force, which process tended to destroy the distinctive cultural features of the minor; groups. In other words, the groups expanding by military power led by dynastic ability and ambition looked upon political organ ization as all-inclusive. With the Roman Empire this tendency became substantially a reality. With the Christianization of the Roman Empire the ecclesiastical ideal and pretention paral leled the political one and both became coterminous with civilization. This belief in the universal scope of political organization constituted in form the world's political theory long after the actual conditions were changed. The Holy Roman Empire which expressed this theory in the early modern period was only destroyed by Napoleon in 1804. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

The educator who would wisely plan the activities and the management of the schools, must pay attention to the major conditions of life outside the schools, and must be able to evaluate educational procedure in terms of far-reaching and broadly inclusive social purpose. No less must the statesman who would build a just, efficient, prosperous, and patriotic nation, enlist the schools in his efforts and utilize them to effect his aims. Up to the outbreak of the World War, the pre-eminent importance of education as a phase of public policy had not been so clearly recognized in the United States as in some other great nations of the world. We had believed in the schools and had been generous in supporting them, but as a nation we had not concerned ourselves very actively with educational policies. The war has considerably changed this attitude, and we suddenly find citizens and legislatures making all kinds of demands upon the school system. Since many of the proposals that are being made among us have been exemplified in the school systems of other nations, it might be well for us, before undertaking any radical reorganization of the spirit and method of American public education, to find out what has resulted from the application of similar policies in other countries. Furthermore, a study of the administrative systems which those other nations have built up will aid in guiding our heightened desire for greater educational efficiency.
