Spragens offers another alternative. He argues that we should recover the multiple and complex aspirations found within the tradition of democratic liberalism and integrate them into a more compelling public philosophy for our time--or what he calls civic liberalism. Civic liberalism, Spragens contends, endorses both liberty and equality although neither can properly be understood as a maximizing principle. Instead, liberty should be seen as the constitutive threshold good of autonomy; and equality should be seen as a moral postulate and instrumental good. Second, it will show that perfectionist approaches to political Confucianism suffer from practical and theoretical difficulties. Instead, an alternative model of democracy inspired by political liberalism will be explored in order to achieve a multivariate structure for citizens to come to terms with democracy in their own ways, to support a neutral state that ensures the establishment and stability of democracy, and to maintain an active public role for Confucianism to prevent it from being banished to the private sphere. This model represents a more promising future for democracy in East Asia.

Elitism thus undermines both democracy and markets and we need to devise ways to limit the power of professional politicians, as well as the asset holdings of the rich so that the goods they hold can re-enter general markets. A broad array of institutions and laws have been enacted in different places and at different times to block economic elitism and protect democratic self-rule. This book presents a number of such cases, historical as well as contemporary, where solutions to the problem of political and economic elitism have successfully been practiced. It then compares these cases systematically, to determine the common factors and hence the necessary conditions for ensuring, and protecting self-rule and equal opportunity. This book encourages the idea that alternatives to representative, capitalist democracy are possible and can be put to practice.
