Book excerpt: This book develops an analysis of ministerial recruitment in the process of government formation, the process of dismissal, and survival of cabinet ministers in Chile and Uruguay. The two cases are countries that, generally, score the highest democracy indexes in Latin America, but also, they are considered as the most stable presidential systems in the Southern Cone of the region, allowing readers to compare within and between cases. The cases analyzed in this book are small countries with a similar history of democratic breakdowns which, in temporal terms, enable comparison. Additionally, given the reasons that triggered those processes, both cases are normally studied together. For pre-coup democracy, the cases include the governments of Chile between 1933 and 1973 and Uruguay between 1943 and 1973. This research does not analyze the military coup regime in either country. Thus, the period is resumed in the democratic transitions for both cases, i.e., 1985 for Uruguay and 1990 for Chile. Although literature on ministerial cabinets survival usually focus on parliamentary regimes from the Global North, this rather new phenomenon in presidential democracies has quickly gained academic notoriety. Research on cabinets and ministers in Latin American presidential systems tends to focus on the periods beginning with the return to democracy after the 1980s. This situation means that there is scant knowledge of the period prior to the coups. By presenting an in-depth study of two presidential systems from the Global South, Survival of Ministers and Configuration of Cabinets in Chile and Uruguay, will be a useful resource for political and social scientists willing to study cabinet formation and ministerial turnover in Latin America, whether is on case-study research or in a comparative perspective.

Book excerpt: Located in north eastern Spain, Catalonia has long displayed the attributes of a nation: distinct language and culture, separate social and political institutions, and a strong collective identity. At the same time, it is one of Spain's centres of economic dynamism and innovation. As such, it is an especially striking instance of what has come to be known as 'minority' or 'internal' nations within a larger political order. Even after the Franco dictatorship's systematic suppression of Catalan language and culture, the idea that the Catalan nation needed to have an independent state of its own remained at the margins of Catalan politics. Yet, in recent years Catalan independence has become: the formal objective of Catalonia's nationalist parties; the focus of a strongly mobilized social movement; and the primary option of as much as half of Catalonia's electorate. This drive to independence even led to a failed unilateral declaration of independence. How can this remarkable transformation best be explained and what does it portend for the future of Catalonia and Spain? This new edition seeks to answer these questions. At the same time, the book analyzes the proposal for an independent Catalan state while also showing how the Catalan question might be resolved within Spain, by creating a multinational federation. It also explains why there is little prospect of either project coming to pass. The book demonstrates the dangers and contradictions of a state nationalism that denies the very existence of internal nations, while also exploring the terms under which such nations can be accommodated within a larger political order. On this basis, it addresses a critical challenge to the political institutions of much of Europe and North America.

The state bears responsibility for the realization of civic needs, providing goods and services to each citizen. Doing so requires the exercise and maintenance of social and political control. It is John Martz's contention that clientelism underlines the fundamental character of Latin American social and political life. As the modernizing bureaucratic state has developed in Latin America, there has been a concurrent shifting away from clientelistic relationships. Yet in one form or another, political clientelism still remains central.Clientelism occurs when large numbers of low-status individuals, such as those in the slums of rural and underdeveloped areas, are protected by a powerful patron who defends their interests in return for deference or material reward. In Colombia the rural patron has become a member of the higher clientelistic system as well; he is dependent on a patron who operates at the national level. This enables urban elites to mobilize low-status clients for such acts as mass demonstrations of political loyalty to the regime. As a result, we assume that the government and institutions of the United States represent the true and right form of democracy, needed by all. This volume challenges this commonplace belief by putting US politics in the context of the Americas more broadly. Seeking to cultivate conversations among and between the hemispheres, this collection examines local political rhetorics across the Americas. The contributors—scholars of communication from both North and South America—recognize democratic ideals as irreducible to a single national perspective and reflect on the ways social minorities in the Western Hemisphere engage in unique political discourses. The essays consider current rhetorics in the United States on American exceptionalism, immigration, citizenship, and land rights alongside current cultural and political events in Latin America, such as corruption in Guatemala, women’s activism in Ciudad Juárez, representation in Venezuela, and media bias in Brazil. While it encourages co-operation, participation and collective construction, at the same time, it has brought about new forms of public demission, oligarchic regimes and less local democracy. The dilemmas accompanying these changes are particularly relevant when observing the cities of Southern Europe, whose socio-cultural specificities very much structure local political and policy materialisations. Bringing together a team of leading scholars from across the social sciences, this volume examines the issues of urban governance in the Southern European context. Illustrated by case studies of several main cities and metropoles on the North Mediterranean coast, it introduces and critically analyses the latest theories and approaches to urban governance. It questions how the 'real' or socio-cultural notion of city seems to have been separated from that of the 'political' city and explores how more integrated socio-political forms might be developed. It looks at current structures, dynamics and cultures of governance in urban development and questions whether they are well adapted to new realities and challenges or whether there are significant imbalances causing limited or fragmented political-administrative visions. By considering both the long Mediterranean history along with the recent but enduring global economic and political developments, this book argues that Southern European cities will have to depend greatly upon its own socio-cultural networks, dynamics and cosmopolitan evolution, making the most of the region's characteristic urban strengths, as trading hubs, with rich hinterlands and large and varied population.
