Se hace referencia cierta al dilema confianza-desconfianza como característica peculiar de la crisis que se vive en el entorno institucional latinoamericano producto de un estilo de pensamiento esquizoparanoide desarrollado en muchos adultos por múltiples factores y elementos intrínsecos propios, en su mayoría vinculados con el impulso silencioso de las fuerzas ambientales y el poder de mando en todas sus perspectivas. En el libro se discuten y abarcan, por lo menos, tres grupos temáticos diferenciados y relacionados con la desconfianza: 1) Como en América Latina y el Caribe, las diferencias culturales y de producción de las personas han interactuado con las experiencias de desigualdades sostenidas y desarrolladas permanentemente para crear e impulsar la incredulidad y la desconfianza 2) Como numerosos factores extrínsecos (políticos, económicos, educativos, jurídicos, tecnológicos y otros) han afectado los comportamientos, el rendimiento, y las formas de intercambio de las personas, a través de las transformaciones históricas de la región, influyendo en la desconfianza de la gente, y 3) Como el conocimiento sobre factores humanos intrínsecos puede ayudar a los directivos y gerentes para anticipar, dirigir, y aprovechar de manera institucional programas de medición y transformación con acciones positivas para promover y mejorar el aprendizaje y la confianza. Se trata de un enfoque interpretativo sobre acontecimientos evidentes que busca contribuir con proposiciones sobre como "gerenciar la desconfianza," haciendo reflexiones e invitando a los administradores y directivos, de los sectores público y privado de la economía, para analizar, discutir y evaluar causas y consecuencias categóricas que se generan, delimitan, y propagan en el comportamiento individual y social de los miembros de cualquier organización. Especialmente, cuando los niveles de la desconfianza crecen producto de problemas no resueltos y de actitudes negativas ante respuestas inconsistentes, lo que influye a su vez en la cultura de la desconfianza afectando e infectando a la comunidad y la sociedad. Este tema fue discutido abiertamente durante el 2008, año caracterizado por varias crisis en los niveles global (e.g. la crisis financiera), regional (la crisis andina) y nacional (la crisis electoral en Zimbabwe). Estudios recientes se enfocan en las cualidades de los «buenos» líderes. En contraste, los ensayos de este volumen, resultado de los paneles centrales de la conferencia RISC 2008, traen a los seguidores de vuelta a la escena del análisis social. Cada autor discute la necesidad de crear nuevas formas de gobierno «seguidor-centrista», a través de estudios relacionados con diferentes eventos del 2008: la política electoral y la calidad de la democracia, el impacto de la crisis financiera global en Bélgica, la guerra civil en Colombia, la crisis andina, la «guerra» de México contra la violencia y la política exterior de Sudáfrica. Scholars of leadership have appropriately recognized a paradox which characterizes this concept: we seek effective leadership in moments when leaders are incapable of properly managing events which affect our lives. Confronting this vicious circle implies analyzing leadership as the function of the relationship between leaders and followers. This theme was openly discussed in 2008, a year characterized by various crises at the global (e.g. the financial crisis), regional (e.g. the Andean Crisis), and national (e.g. the electoral crisis in Zimbabwe) levels. Recent studies on leadership have focused on the so-called qualities of «good» leaders. In contrast, the essays in this edited volume, which derive from the keynote panels of the RISC Consortium's 2008 conference, «bring followers back in». All the chapters discuss the need to create new forms of follower-based governance through studies of phenomena related to 2008, including electoral politics and the quality of democracy, the impact of the global financial crisis in Belgium, civil war in Colombia, the 2008 Andean Crisis, Mexico's «War on Violence» and South Africa's foreign policy.

Leonardo Avritzer shows that traditional theories of democratization fall short in explaining this phenomenon. Scholars have long held that the postwar stability of Western Europe reveals that restricted democracy, or "democratic elitism," is the only realistic way to guard against forces such as the mass mobilizations that toppled European democracies after World War I. Avritzer challenges this view. Drawing on the ideas of Jürgen Habermas, he argues that democracy can be far more inclusive and can rely on a sphere of autonomous association and argument by citizens. He makes this argument by showing that democratic collective action has opened up a new "public space" for popular participation in Latin American politics. Unlike many theorists, Avritzer builds his case empirically. He looks at human rights movements in Argentina and Brazil, neighborhood associations in Brazil and Mexico, and election-monitoring initiatives in Mexico. Contending that such participation has not gone far enough, he proposes a way to involve citizens even more directly in policy decisions. For example, he points to experiments in "participatory budgeting" in two Brazilian cities. Ultimately, the concept of such a space beyond the reach of state administration fosters a broader view of democratic possibility, of the cultural transformation that spurred it, and of the tensions that persist, in a region where democracy is both new and different from the Old World models.
