By comparing the two largest countries of the subcontinent, Brazil and Mexico, Democratizing the State examines social accountability and social control regimes. These regimes are conceived configurations of relationships between actors, organizational structures, norms, and resources, all arranged in a stable and institutionalized manner to exert social control over state actors and functions. The book addresses the contrasting characteristics and different functions through which the citizenry and civil society exert control over state action in both countries. Characterizing these experiences broadly as regimes is novel and enlightening regarding the work of practitioners and scholars on political participation, social accountability, and democracy in the global South and the global North.

Sin embargo, su introducción en el orden jurídico latinoamericano no puede reducirse sólo a consideraciones generales. Por ello, este trabajo propone un análisis profundo de tres casos de estudio: Argentina, Uruguay y Venezuela, los cuales difieren tanto desde el punto de vista histórico, teórico, como del práctico. La Argentina presenta una implantación constitucional y legislativa de mecanismos de democracia directa con una concepción poco eficaz que tiene como corolario la ausencia de práctica, tanto a nivel nacional como regional. Uruguay, por el contrario, se caracteriza, pero sólo a nivel nacional, por un uso efectivo y regular de los mecanismos que figuran en la Constitución. Por último, Venezuela presenta una práctica ciertamente regular durante la última década, pero sometida a los vaivenes de los conflictos existentes entre el partido gobernante y la oposición.
