Book excerpt: A common characteristic of water demand in urban areas worldwide is its inexorable rise over many years; continued growth is projected over coming decades. The chief influencing factors are population growth and migration, together with changes in lifestyle, demographic structure and the possible effects of climate change (the detailed implications of climate change are not yet clear, and anyway will depend on global location, but must at least increase the uncertainty in security of supply). This is compounded by rapid development, creeping urbanization and, in some places, rising standards of living. Meeting this increasing demand from existing resources is self-evidently an uphill struggle, particularly in water stressed/scarce regions in the developed and developing world alike. There are typically two potential responses: either "supply-side" (meeting demand with new resources) or "demand-side" (managing consumptive demand itself to postpone or avoid the need to develop new resources). There is considerable pressure from the general public, regulatory agencies, and some governments to minimise the impacts of new supply projects (e.g. building new reservoirs or inter-regional transfer schemes), implying the emphasis should be shifted towards managing water demand by best utilising the water that is already available. Water Demand Management has been prepared by the academic, government and industry network WATERSAVE. The concept of the book is to assemble a comprehensive picture of demand management topics ranging from technical to social and legal aspects, through expert critical literature reviews. Book excerpt: This detailed study of the use of water at different price levels by residential consumers in the Toronto-centred region from Hamilton to Oshawa challenges the basis of our present urban water supply policy. Adoption of the recommendations presented would mean higher prices to householders, but a considerable saving of hundreds of millions of tax dollars over the next three decades. The present policy uses a 'requirement approach' in which future water needs are calculated by extrapolation of past trends and an assumption that demand is inelastic. This leads to excessive levels of water use and over-investment in water supply, sewage collection, and treatment systems. The resultant misallocation of resources can be corrected by adoption of a demand/management approach in which investment policy is guided by consumer demand and alternative pricing arrangements are used as a management tool. Dr. Grima examines several alternative choices for management, such as metering, increasing marginal prices, sewerage charges, seasonal charges, and an increasing price block schedule, and describes the results of each. Book excerpt: In many areas of the world, including large parts of the United States, scarce water supplies are a serious resource and environmental concern. The possibility exists that water is being used at rates that exceed what would be dictated by efficiency criteria, particularly when externalities are taken into account. Because of this, much attention has been paid by policy makers and others to the use of demand management techniques, including requirements for the adoption of specific technologies and restrictions on particular uses. A natural question for economists to ask is whether price would be a more cost-effective instrument to facilitate water demand management. As a first step in such an investigation, this paper draws upon a newly-available set of detailed data to estimate econometrically the demand function for household use of urban water supplies. We analyze cross-sectional time-series data that track 1,082 single-family households served by 16 water utilities in 11 urban areas in the United States and Canada. Because of the diverse multiple-block pricing structures that abound, estimating the effects of price and price structure on residential water demand poses some challenging and interesting problems. We find that the sensitivity of residential water demand to price is quite low, and that the effect of price structure may be more influential than the magnitude of marginal price itself. The household-level data we use allow us to assess the influences on residential water demand of climate, sociodemographic factors, and characteristics of housing stock, including home vintage. Our results indicate substantial heterogeneity in likely household responses to utility demand-management policies.

The book includes basic chapters presenting supply and cost concepts, calculation of demand elasticities, use of marketing concepts, public goods analysis, water markets, industrial water demand and the use of price in water conservation. The authors have included multiple examples of how these concepts can aid in managing urban water supply. The water provider is generally a governmental entity or regulated private utility. Most books on public utilities and their management emphasize gas, electricity, or telephone rather than water. Water is different because of m~or variations in quality by source and the necessity for proper disposal of waste water.
