The authors argue that the achievement of sustainable transport is still a dream, as an integrated transport policy is a prerequisite for a sustainable transport system. It is only when the two concepts of sustainability and integration operate in the same direction and in a positive way that real progress can be made. In this book, transportation experts from across the world have addressed the questions about what is integration, why is it so important and why is it so hard to achieve? For example, around every three trips made by car are less than 5 miles in length, and it could be argued many such trips could alternatively be cycled, walked or undertaken by public transport. The new Local Sustainable Transport Fund aims to help local authorities to encourage people to travel sustainably. The publication is divided into nine chapters with one annex, and looks at the following areas: local transport - choices and implications; decentralising power - enabling local delivery; enabling sustainable transport choices; active travel; making transport more attractive; managing traffic to reduce carbon and tackle congestion; local transport in society.

It sets out an agenda to empower local authorities to develop local solutions to local transport challenges, for example improving the quality of local bus services, by building on the ideas outlined in the "Putting Passengers First" document. (Available as a pdf on the Department of Transport website, published December 2006, http://www.dft.gov.uk/pgr/regional/buses/secputtingpassengersfirst/pdfputtingpassfirst). There are proposals to reform the way local transport is managed in major urban areas, through review and proposed changes, if necessary, to existing transport governance. Further the Bill proposes that the existing powers and duties of the Passenger Transport Authorities (PTAs) should be updated outside London, to provide for a stronger process for planning transport. The Bill also provides support for the introduction of local road pricing, allowing local authorities to develop their own local road pricing schemes. This Draft Bill invites views from interested parties, the consultation closing on Friday 7 September 2007.
