Book excerpt: The White Paper, 'Delivering a sustainable railway' (Cm. 7176, ISBN 9780101717625) published on July 2007 and set the Government's general vision for the railways for the next thirty years. Network Rail's engineering overruns at New Year 2008 caused tremendous inconvenience to passengers across the country and inevitably shaped the Committee's oral evidence sessions. The Committee's investigation, along with analyses from the Office of Rail Regulation (ORR) have led them to believe that the engineering overruns are symptonatic of crucial system flaws which have to be resolved if there is to be any hope of getting a sustainable railway, as promised in the White Paper. This report covers both subjects

Book Priorities for investment in the railways

Download or read book Priorities for investment in the railways written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2010-02-15 with total page 52 pages. Available in PDF, EPUB and Kindle. Book excerpt: The railways in Britain are currently experiencing historically high levels of investment. Network Rail, the monopoly owner and operator of Britain's fixed rail infrastructure, is investing about £35 billion in the railway network between 2009 and 2014. In this inquiry the Transport Committee assess the value of further investment to enhance Britain's railway network and - within the context of likely public spending reductions following the recession - to identify essential rail investment priorities for the future. Investment in rail enhancements can positively benefit the economy through reducing journey times, providing access to employment, contributing to the regeneration of local areas and, in the short-term, providing much-needed construction jobs. Failure to invest now to enhance the network, and to alleviate capacity constraints, will only damage the prosperity of the railways in the long term. The Committee believes the Government should continue to focus on enhancing the network, promoting integration of transport modes and reacting positively to proposals to develop new rail lines, or reopening old ones, serving communities with little or no access to the rail network. The report sets out which needs and schemes the Committee thinks should be considered high priorities in the medium to long-term.

This book was released on 2007-05-21 with total page 228 pages. Available in PDF, EPUB and Kindle. Book excerpt: This White Paper sets out the Government's detailed proposals for the reform of the planning system, in light of the recommendations made by the Barker Review of Land Use Planning (2006, ISBN 9780118404853) and the Eddington Transport Study (2006, ISBN 9780118404877). These proposals are designed to ensure the planning system can meet a number of challenges including: climate change, supporting sustainable economic development, increasing the supply of housing, protecting and enhancing the environment and natural resources, improving local and national infrastructure and maintaining security of energy supply. For the first time, the reforms cover all development consent regimes, including those for major energy, water, transport and waste development, as well as the town and country planning system. The proposals are based on five core principles: i) responsiveness and integration of economic, social and environmental objectives to deliver sustainable development; ii) a planning system which is streamlined efficient and predictable; iii) full and fair opportunities for public consultation and community engagement; iv) transparency and accountability; and v) planning decisions taken at the right level of government, whether national, regional or local.

The Committee has set out 29 recommendations, including: that the Government needs to adopt a more proactive freight strategy, given there are significant economic and transport benefits to be gained; the Department of Transport should produce a national freight plan, setting out aspirations for the reduction in congestion and transport emissions, freight infrastructure and job opportunities and the development of future technologies that maybe beneficial for the freight business; that rail and water freight must be able to compete on a an equal footing with road transport; that the Government could do more to encourage waterborne freight transport; that Network Rail must recognise the importance of freight instead of treating it as the poor relation of passenger services; that the Government needs to engage with European freight schemes to ensure that UK business is not disadvantaged and further, highlight the importance of the UK air freight operators' competiveness with continental operators; the Government needs to discuss a way forward with the UK haulier industry, which the Committee sees as being unfairly treated through subsidising their continental competitors through high levels of taxation on fuel.

Book High speed rail

    Book Details:

  • Publisher : The Stationery Office
  • Release : 2011-11-08
  • ISBN : 9780215038579

Download or read book High speed rail written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2011-11-08 with total page 116 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Transport Committee believes there is a good case for a high speed rail network, linking London and the major cities of the Midlands, the North and Scotland. But the Government must firmly commit to the Y network (to Leeds and Manchester) before seeking parliamentary approval for HS2. If it decides to go ahead with HS2, it should publish a summary of the financial case showing how the project is affordable alongside sustained investment in the classic network. A full assessment of the case for building from north to south should be carried out. The disputed travel time savings should be addressed in an updated economic case. The Committee is concerned that the Government is developing separate strategies for rail and aviation, with HS2 separate from both, and calls again for the publication of a comprehensive transport strategy. The Government should look again at the case for a direct link to Heathrow, and costs and benefits of routing HS2 via Heathrow should be set out more clearly. Better information is needed on: the proposals for London termini and linkages; risk factors of operating 18 trains per hour at 225mph; the location of stations on the Y network; environmental impacts. Claims that HS2 would deliver substantial carbon-reduction benefits do not stand up to scrutiny. The Government should desist from disparaging opponents of high speed rail as NIMBYs. Both sides in the debate should show respect for each other and focus on the facts.

Book The performance of the Department for Transport

Download or read book The performance of the Department for Transport written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2010-03-04 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Transport Committee calls on the Government to implement the vision for transport - including improved traffic flows on motorways, rail electrification and high speed rail, reducing greenhouse gas emissions from transport - that has been established under the current Secretary of State, Lord Adonis. The Department has made progress in a number of important areas, both recently and over the past decade, and has also established a new sense of direction, despite a too-frequent change of ministers. The Committee reviews progress against the Government's integrated transport plan, 'Transport 2010', which was adopted in 2000. Whilst much has been achieved, the ambition to build up to 25 light rail lines has not. It calls on the Government to publish a comprehensive progress report against the targets that it set itself. It also calls for strong action on local bus services which, outside London, are still not integrated with other local transport services. Bus use outside London continues to decline, apart from a slight increase after the introduction of free bus travel for older and disabled people. The Committee calls for full implementation of the Local Transport Act which gives local authorities powers to introduce bus quality partnerships and quality contracts; and for the Traffic Commissioners to be given adequate resources to carry out punctuality monitoring.

Book Transport and Neighbourhoods

Download or read book Transport and Neighbourhoods written by Hank Dittmar and published by Black Dog Architecture. This book was released on 2008 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The need to build more homes and the impact of doing so, along with the difficulty of achieving sustainable transport to serve them in a world where increased travel is a major part of our carbon footprint, are the twin themes of Hank Dittmar's assessment of the thinking informing current and future planning policy. Transport and Neighborhoods questions whether the range of initiatives offered by governments, including sustainable communities, Ecotowns and New Urbanist developments, add up to anything without decent and workable transport systems?"--BOOK JACKET.

Download or read book Transport and the economy written by Great Britain: Parliament: House of Commons: Transport Committee and published by The Stationery Office. This book was released on 2011-03-02 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Transport Committee calls on the Government to publish a White Paper on its transport strategy, explaining in particular how spending on transport will deliver economic growth and development. Such a strategy must set objectives for all transport spending and explain the criteria Ministers will use to decide between different claims on limited financial resources. The report welcomes the commitment to undertake transport investment that will deliver sustainable growth and enterprise, including 'green' industries, balanced across all sectors and in a manner that will reduce regional disparities. Ministers must however ensure that this vision for transport investment is backed up by a pro-active and fully integrated economic development strategy. This is so far absent. The current Government has swept away the regional tier of planning and many institutions that played a key role in the development of strategic priorities for transport spending in support of economic development. This has created a vacuum that has left regions without the institutions and arrangements they need to plan and prioritise sub-national transport schemes and other significant transport infrastructure. The Coalition also needs a much stronger strategy for developing the UK's major ports and airports. The Government must also do more to correct regional disparities in transport investment. The Department for Transport's 'New Approach To Appraisal' process, which plays such a major role in deciding which transport schemes get Government funding, is highly controversial. Small schemes, including sustainable transport projects, may be cut disproportionately under new transport funding arrangements.

Book Towards a sustainable transport system

Download or read book Towards a sustainable transport system written by Great Britain: Department for Transport and published by The Stationery Office. This book was released on 2007-10-30 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: This discussion paper describes the Government's transport policy objectives, in light of the recommendations of the Eddington transport study (2006, ISBN 9780118404877) and the Stern report on the economics of climate change (2007, ISBN 9780102944204). It sets out the Department for Transport's policy and investment plans for the period to 2013-14. It goes on to propose a new approach to longer-term strategic transport planning and development, building on the Eddington model, and explains how it will engage with key stakeholders during its implementation. Four key steps are identified in this approach: clarity about policy goals; identifying transport challenges; generating options to address them; and selecting options that deliver the best value for money in the context of sustainable development. The document highlights five broad goals within the Government's transport agenda: maximising the competitiveness and productivity of the economy; addressing climate change; protecting people's safety, security and health; improving quality of life through a healthy natural environment; and promoting greater equality of opportunity.
