It explores how the history of burgeoning shantytowns in Santo Domingo--the capital of a rural country that had endured a century of intense U.S. intervention and was in the throes of a fitful modernization--evolved in an uneven dialogue with the culture and politics of New York's Dominican ethnic enclaves, and vice versa. In doing so it offers a new window on the lopsided history of U.S.-Latin American relations. For early modern people on both sides of the Atlantic, writing was also the province of notaries, men trained to cast other people’s words in official forms and make them legally true. Thus the first thing Columbus did on American shores in October 1492 was have a notary record his claim of territorial possession. It was the written, notarial word—backed by all the power of Castilian enforcement—that first constituted Spanish American empire. Even so, the Spaniards who invaded America in 1492 were not fond of their notaries, who had a dismal reputation for falsehood and greed. Yet Spaniards could not do without these men. Contemporary scholars also rely on the vast paper trail left by notaries to make sense of the Latin American past. How then to approach the question of notarial truth? Kathryn Burns argues that the archive itself must be historicized. Using the case of colonial Cuzco, she examines the practices that shaped document-making. Notaries were businessmen, selling clients a product that conformed to local “custom” as well as Spanish templates. Clients, for their part, were knowledgeable consumers, with strategies of their own for getting what they wanted. In this inside story of the early modern archive, Burns offers a wealth of possibilities for seeing sources in fresh perspective.

Using a combination of traditionally dichotomous musicological and ethnographic approaches, Rice tells the story of how individual musicians learned their tradition, how they lived it during the pre-Communist era of family farming, how the tradition changed with industrialization brought under Communism, and finally, how it flourished and evolved in the recent, unstable political climate. As often as not, however, R2P has failed to translate into decisive action. Why does this gap persist between the world’s normative pledges to R2P and its ability to make it a daily lived reality? In this new book, leading global authorities on humanitarian protection Alex Bellamy and Edward Luck offer a probing and in-depth response to this fundamental question, calling for a more comprehensive approach to the practice of R2P – one that moves beyond states and the UN to include the full range of actors that play a role in protecting vulnerable populations. Drawing on cases from the Middle East to sub-Saharan Africa and Southeast Asia, they examine the forces and conditions that produce atrocity crimes and the challenge of responding to them quickly and effectively. Ultimately, they advocate both for emergency policies to temporarily stop carnage and for policies leading to sustainable change within societies and governments. Only by introducing these additional elements to the R2P toolkit will the failures associated with humanitarian crises like Syria and Libya become a thing of the past.

Levenson examines transformations in the Guatemalan gangs called Maras from their emergence in the 1980s to the early 2000s. A historical study, Adiós Niño describes how fragile spaces of friendship and exploration turned into rigid and violent ones in which youth, and especially young men, came to employ death as a natural way of living for the short period that they expected to survive. Levenson relates the stark changes in the Maras to global, national, and urban deterioration; transregional gangs that intersect with the drug trade; and the Guatemalan military's obliteration of radical popular movements and of social imaginaries of solidarity. Part of Guatemala City's reconfigured social, political, and cultural milieu, with their members often trapped in Guatemala's growing prison system, the gangs are used to justify remilitarization in Guatemala's contemporary postwar, post-peace era. Portraying the Maras as microcosms of broader tragedies, and pointing out the difficulties faced by those youth who seek to escape the gangs, Levenson poses important questions about the relationship between trauma, memory, and historical agency.
