Book excerpt: Township Line Dam is an earth embankment approximately 530 feet long with a height of 34 feet and crest width of 10 feet. The dam, originally constructed to impound and supply water for the Borough of West Chester, is presently being used for recreation, flood abatement and maintenance of a minimum discharge into the East Branch of Chester Creek. The concrete Ogee spillway has a crest width of 50 feet and is located at the south dam abutment. The spillway, for this 'Intermediate' size, 'High' hazard dam, is capable of discharging 48 percent of the PMF without overtopping of the earth embankment. A review of the hydrologic analysis indicates that the embankment would be overtopped by 0.15 feet for about 2 hours during a flood equal to 50 percent of the PMF. It is considered unlikely that the dam would fail during this event; therefore, the spillway is classified as 'Inadequate', but not 'Seriously Inadequate'. Based upon visual observations, review of the information obtained from the Pennsylvania Department of Environmental Resources, Division of Dam Safety, and conversations with the Owner's representative, Township Line Dam is considered to be in fair condition. However, the detection of potentially unstable conditions at this site was severely restricted due to thick vegetation covering the entire embankment. Certain conditions require further investigations, maintenance, or monitoring.

Book excerpt: Lower Owl Creek Dam is owned by the Borough of Tamaqua, and the reservoir is used for water supply purposes. The original dam was built in 1882 or 1883, and several major renovations have been performed since, the latest being in 1928. The visual inspection disclosed that the emergency spillway has been partially filled in. The embankment is currently in good condition, and the siphon spillway is in fair condition. In accordance with criteria established by Federal (OCE) Guidelines, the recommended spillway design flood for this 'Small' size dam and 'High' hazard classification is one-half to the full Probable Maximum Flood (PMF). The one-half PMF has been selected as the spillway design flood. Hydrologic and hydraulic computations presented in Appendix D indicate that the combined siphon and emergency spillway structures are capable of discharging about 21 percent of the PMF without overtopping the embankment under existing conditions. If the emergency spillway was restored to its original condition, the spillway systems would be capable of discharging about 59 percent of the PMF without overtopping the embankment. As the structure will not pass the spillway design flood under existing conditions and is not assessed to fail during one-half the PMF, the spillway is considered to be 'Inadequate' but not 'Seriously Inadequate'. Book excerpt: Lower Tumbling Run Dam, owned by the Schuylkill Haven Borough, is used as a water supply structure for the town of Schuylkill Haven and surrounding areas. Limited records indicate that the dam was constructed in 1832 and completed in 1833. The dam failed in 1850 and again in 1869. The facility is judged to be in fair condition although the embankment slopes are considered to be steep. Hydrologic and hydraulic calculations indicate that overtopping of the dam will occur at approximately 30% of the probable maximum flood. Therefore, the spillway is considered to be 'Seriously Inadequate.' The dam is classified as an 'Intermediate' structure by virtue of its forty-nine foot height, and as a 'High' hazard dam consistent with a potential at failure for extensive property damage and loss of life at the water treatment plant and further downstream at Mount Carbon, Pennsylvania. There is insufficient engineering and construction data to adequately evaluate the stability of the dam and condition of the outlet works.

Book excerpt: The visual inspection and review of available design and construction information indicate that Lake Quinn Dam is in fair condition. Deficiencies noted during the inspection included the lack of functional drawdown facilities and minor seepage through the masonry near the right abutment. Based on the size and hazard classification of the dam, the recommended Spillway Design Flood (SDF) varies between 1/2 the Probable Maximum Flood (PMF) and the PMF. The 1/2 PMF has been selected as the SDF due to the size of the dam and reservoir, and the downstream conditions. The hydrologic and hydraulic computations indicate that the combination of reservoir storage and spillway discharge capacity will pass only 3 percent of the PMF without overtopping the dam. Overtopping the dam could cause failure, which would lead to a significant increase in downstream loss of life and property damage. Therefore, the spillway for Lake Quinn Dam is considered to be seriously inadequate, and the dam is judged to be unsafe, non-emergency.
