Los problemas detectados al definir el alcance de trabajo para elaborar el plan es la falta de un proceso, metodología y conocimiento de los elementos para definir completamente el alcance y evitar un largo tiempo de definición o bien una definición incompleta de los elementos generales que se deben planear. El objetivo de la siguiente investigación consiste en crear una Metodología para definir alcances de Planes de Desarrollo Urbano para reducir el tiempo de definición del alcance y que la definición este completa en sus elementos generales de planeación. Dos elementos claves en esta investigación son la definición del Plan de Desarrollo Urbano y del concepto "alcance" (términos de referencia). La Ley de Ordenamiento Territorial de los Asentamientos Humanos y de Desarrollo Urbano del Estado de Nuevo León publicada en el Periódico Oficial del Estado de Nuevo León Num. 27 de fecha 3 de Marzo de 1999 según Decreto Num 159, define Plan de Desarrollo Urbano de acuerdo al Articulo 2.- de la siguiente manera:" Los planes y programas de desarrollo urbano, asentamientos humanos u ordenamiento territorial, tendrán por objeto ordenar los asentamientos humanos y establecer adecuadas provisiones, usos, reservas y destinos de tierra, proyectar y regular asentamientos humanos y preservar el equilibrio ecológico, con el fin de propiciar alternativas generadoras de actividades con función social, y que mediante la mezcla de usos y destinos, se cumpla con el deber de equipar en forma correcta las zonas". Por otro lado, Garold D. Oberlender define alcance como "Definir el trabajo que se deberá llevar a cabo, e identificar la cantidad y calidad de las actividades que se deberán desarrollar"

Drawing on 16 case studies conducted mainly in the Caribbean, Central America, Western and Eastern Africa, and South East Asia it is shown how successful integration of traditional and modern knowledge can enhance disaster risk reduction and adaptation to climate change in the tropics. The case studies encompass both rural and urban settings and cover different scales: rural communities, cities, and regions. In addition, the book looks to the future of planning by addressing topics of major importance, including residual risk integration in local development plans, damage insurance and the potential role of climate vulnerability reduction credits. In many regions of the tropics, climate planning is growing but has still very low quality. This book identifies the weaknesses and proposes effective solutions.

In the case of Tijuana, informal settlements have proliferated through the city’s history as a result of spectacular population growth, a significant share of the population’s lack of economic capacity to acquire housing, a limited supply of land in the real estate market for housing construction, local topographical obstacles, and institutional weaknesses in all three levels of government that prevent the orderly oversight of property rights and urban development. According to the findings of this study, more than half of currently occupied dwelling units in the Tijuana had irregular origins. In the context, the book embodies a systematic approach to the study of land tenure informality in the city. The research findings address the location and dimensions of informal settlements; their implications for housing quality and availability of basic public services and urban infrastructure, as well as implications for local real estate markets; and the limitations of the public institutions charged with housing production and supervision and with the process of land tenure regularization. The research presented here retains its currency and topicality ten years after it was carried out. This English edition is an effort to contribute to debate and analysis about one of the central issues in economic and social progress in every large city in the developing world.

This collection of essays offers an empirical analysis of development in Ciudad Juárez, with an emphasis on the social and spatial contexts in which economic relations occur. The analyses are framed by a general discussion of urbanization, migration, and industrialization, considered in light of the history of Mexico's northern frontier.
