Book excerpt: Workers, Neighbors, and Citizens examines the mobilization of workers and the urban poor in Mexico City from the eve of the 1910 revolution through the early 1920s, producing for the first time a nuanced illumination of groups that have long been discounted by historians. John Lear addresses a basic paradox: During one of the great social upheavals of the twentieth century, urban workers and masses had a limited military role, yet they emerged from the revolution with considerable combativeness and a new significance in the power structure. ø Lear identifies a significant and largely underestimated tradition of resistance and independent organization among working people that resulted in part from the changes in the structure of class and community in Mexico City during the last decades of Porfirio Diaz's rule (1876?1910). This tradition of resistance helped to join skilled workers and the urban poor as they embraced organizational opportunities and faced crises in wages and access to food and housing as the revolution escalated. Emblematic of these ties was the role of women in political agitation, street mobilizations, strikes, and riots. Lear suggests that the prominence of labor after the revolution was neither a product of opportunism nor one of revolutionary consciousness, but rather the result of the ongoing organizational efforts and cultural transformations of working people that coincided with the revolution.

Book excerpt: While the Spanish conquistadors have been stereotyped as rapacious treasure seekers, many firstcomers to the New World realized that its greatest wealth lay in the native populations whose labor could be harnessed to build a new Spain. Hence, the early arrivals in Mexico sought encomiendas—"a grant of the Indians of a prescribed indigenous polity, who were to provide the grantee (the encomendero) tribute in the form of commoditiesand service in return for protection and religious instruction." This study profiles the 506 known encomenderos in New Spain (present-day Mexico) during the years 1521-1555, using their life histories to chart the rise, florescence, and decline of the encomienda system. The first part draws general conclusions about the actual workings of the encomienda system. The second part provides concise biographies of the encomenderos themselves.

During the next two decades, nearly four million citizens would move from Spain's traditional pueblos perdidos to overburdened urban metropolises. Along with wooden trunks and baskets of chickens, the immigrants (or paletos, as they were often called) bore on their journey the weight of centuries of ideological meaning tied to the geographic regions they were traversing. To abandon rural Spain had come to signify a rejection of manhood, wealth, Christian values, and even Spanishness itself. Paletos, however innocent they may have appeared, were not ideologically neutral. Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. Complete with a supporting introduction written by Arturo Almandoz, this volume includes the full copy of the original Manual de Urbanismo with an English translation of the synthesis.
