This omission can be due neither to any intrinsic unimportance of Italy in Europe, nor to the absence of parallel similarities and differ ences - the prerequisites of comparative explanation - between the Italian and other Western political systems. It may be due to the paucity of case studies of Italian politics, upon which comparisons would have to be based. Professor Bucci's book will contribute toward overcoming this scarcity. Not only is Italy under-represented in comparative studies of post war European politics, but there is also a shortage of monographs dealing with particular aspects of Italian politics since the founding of the Republic, especially in English. I hope that Dr. Bucci's work, which is based exclusively upon original Italian sources, signals the beginning of exploration, more systematic than hitherto, of the goldmine for case studies which post-war Italian politics presents to political scientists.

The latter group is primarily based on the variety of sacred cultural elements emanating from the different religious traditions of the peoples of Europe, which are deemed worthy of protection and preservation due to their outstanding value, in terms of their social, cultural and religious significance. In view of this, the study provides evidence of the European States’ active involvement with their sacred/cultural treasures, on the basis of the political and legal foundations of neutrality and pluralism. Furthermore, the book analyzes all relevant international legislative instruments (i.e. the plethora of EU, EC and UNESCO norms), as well as all major European legislative patterns, in light of their significance for the aforementioned aspects of pluralism and neutrality. The interdisciplinary references listed at the end of each chapter provide an additional incentive for further reading on the subject matter. The most important finding to emerge from the study is that there is a shared legal ethos in Europe that imposes a duty of appropriate care concerning the vast variety of sacred cultural goods and the religious cultural heritage in general, as an invaluable repository of European cultural capital. It also considers the sui generis nature of this capital: like any other type of asset, it may deteriorate or fade over time, necessitating investment in its preservation or refurbishment; nevertheless, like no other, this particular capital maintains a distinct cultural value, as it contains an additional characteristic of ‘sacredness’ expressed in the form of its ‘religious character,’ the latter being analyzed as a triptych of religious memory, religious aesthetics and religious beliefs.

This book examines the rise of the international language Esperanto, launched in 1887 as a proposed solution to national conflicts and a path to a more tolerant world. The chapters in this volume chart the emergence of Esperanto as an answer to a widespread democratic desire for direct person-to-person international communication regardless of political boundaries. Its early success was limited, mostly because of the Czarist regime's suspicion of direct communication with foreigners, and, later, similar suspicion by dictatorial regimes generally. As speakers of a "dangerous language," its adepts were harassed and persecuted, especially in Germany and the Soviet Union. This book argues that the fate of Esperanto over the 130 years of its existence serves as a barometer to measure the degree to which regimes tolerate spontaneous personal contact with other countries and allow the pursuit of self-education outside prescribed national or ideological constraints. For the time before the emergence of nation-states, however, it is convenient to think in European cases, which indicate instability or cooperation in these zones of contact. Three representative geographic regions have been central to an international conference, which was questioning the specificities of zones of fracture. Poland-Lithuania has been linked with two zones (the Baltic Sea and the Balkans). The Northern Italian States were situated between two tectonic regions (the Balkans and the Rhine valley). The Balkans by themselves were divided into various mini zones, and confronted with the Ottoman Empire. The panels did not only try to look for comparisons, but intended to find out the complexity and the different experiences within zones of frontiers in an European context. The overlapping of various lines, especially in the fields of law, taxes and the Church has been brought into sharper focus.
