Specifically, this project explains the gap between intent and impact of forest policies, focusing on three African societies facing persistent deforestation today: Madagascar, Tanzania, and Uganda. The central claim of the study is that deforestation persists because conservation policies and projects, which are largely underwritten by foreign donors, consistently ignore the fact that conservation is possible only under limited and specific conditions. To make the case, the author examines how decision-making power is negotiated and exercised where communities make environmental decisions daily (local level) and where environmental policies are negotiated and enacted (national level) across three distinct African political systems.

It explores the Tanzanian REDD+ policy processes and strategies at the national level, identifying barriers, limits and opportunities in national REDD+ arenas to inform future REDD+ design by providing research-based options for achieving efficient, effective and equitable REDD+ (i.e. the 3Es of REDD+). Both direct and indirect drivers of deforestation and forest degradation are at work, including forest conversion to small-scale agriculture, timber extraction driven by demand from national and international markets, fuelwood and charcoal, and population growth. The prospects for REDD+ rest on improving a number of issues: tenure arrangements, forest governance, reliability of long-term funding, benefit-sharing mechanisms, and technical, human and financial capacity. We recommend the continuation of support towards decentralized sustainable forest management and utilization of the participatory forest management model as an entry point for REDD+ initiatives. Participatory land-use planning practices coupled with improved spatial planning and strengthening mechanisms against illegal activities entrenched in driving forest degradation are needed. In addition, for REDD+ to succeed it will need to challenge and overcome the powerful actors invested in and driving the business-as-usual model.

This study looks at the perception and response gap between officials and land users in the diagnosis and remedy of land degradation. It also examines the dynamics of the loss of soil fertility and low productivity at the village level. The study's findings will help shape investment programs to enhance land productivity in Sub-Saharan Africa.

Deforestation rate is more serious in tropical countries where human population growth is high with extreme poverty. Tanzania, one of the tropical countries in Sub-Saharan Africa, is not exempted from these scenarios. This chapter provides some insights on deforestation problem in Tanzania with emphasis on status and trends, major drivers, ecological impacts and current efforts geared towards addressing this problem. Finally, the chapter offers some recommendations to pre-empt further impacts associated with the problem.

Book excerpt: This research is part of the policy component of CIFORs global comparative study on Reducing Emissions from Deforestation and forest Degradation (GCS-REDD+), which is conducting research in 12 countries across Africa, Asia and Latin America. The media analysis investigates how discourse around REDD+ policy is framed in the mainstream Tanzanian press, identifying media frames and the main actors and their positions on REDD+, while looking at a range of variables at different levels. The study found that Tanzania is actively involved in REDD+, both by developing supportive policies and by implementing projects on the ground primarily with support from Norway. The media reflects the general agreement, support for and optimism about REDD+ by various stakeholders. REDD+ is seen as a source of additional income for local communities and as a mechanism to curb deforestation. The main concerns expressed are whether its implementation will be effective and cost efficient, and whether benefits will be shared equitably. Two major actors were found to be shaping the REDD+ discourse in Tanzania: government agencies and nongovernmental organizations (NGOs). The study found that REDD+ discourse in Tanzania revolved around three main meta-topics: ecology, economics and marketing with a strong correlation between REDD+ and economic growth. Deforestation, forest conservation and sustainable forest management received more publicity than any other topic, followed by funding for REDD+ and carbon trading. Most REDD+ articles focused on prognosis (i.e. proposing solutions to the problems of deforestation). Actors were optimistic and skeptical at the same time, viewing REDD+ as a source of income and a means to curb deforestation, but expressing concern about certain issues (i.e. benefit sharing, land tenure and carbon rights) that leave a lot of unanswered questions about how it will unfold.

Thaddeus Sunseri uses the lens of forest history to explore some of the most profound transformations in Tanzania from the nineteenth century to the present. He explores anticolonial rebellions, the world wars, the depression, the Cold War, oil shocks, and nationalism through their intersections with and impacts on Tanzania’s coastal forests and woodlands. In Wielding the Ax, forest history becomes a microcosm of the origins, nature, and demise of colonial rule in East Africa and of the first fitful decades of independence. Wielding the Ax is a story of changing constellations of power over forests, beginning with African chiefs and forest spirits, both known as “ax–wielders,” and ending with international conservation experts who wield scientific knowledge as a means to controlling forest access. Dissertation which highlights the implications of deforestation to the livelihoods of local communities in Kasulu District, Tanzania. It presents spatial and temporal forest cover changes, underlying and immediate causes of deforestation, and impacts of deforestation to socio-economic activities; and evaluate forest conservation measures. Field surveys were conducted using both qualitative and quantitative approaches. Remote sensing and GIS analysis show that Kasulu district has been facing deforestation since 1980s; and there was no uniform forest cover from 1986 to 2009 in the study area. Deforestation has been largely attributed to rapid population growth including large influxes of refugees, and poor implementation of forest conservation and management strategies, agricultural expansion, and poverty. As a result, deforestation has been undermining economic, social and natural resources base. This study recommended awareness creation, promoting aforestation, reforestation and agro-forestry; participatory forest management strategies, and promoting income generating activities to reduce pressure on forest resources.
