Book excerpt: In this first in a proposed series of workshops on regulatory issues in animal care and use, the Institute for Laboratory Animal Research (ILAR) has addressed the existing and proposed requirements for reporting pain and distress in laboratory animals. The Animal Welfare Act, administered by the Animal and Plant Health Inspection Service of the United States Department of Agriculture (USDA), mandates that pain and distress in laboratory animals be minimized. USDA is considering two policy changes with regard to this specific mandate. Firstly, since there has been no functional definition of "distress," USDA has prepared such a definition and requested feedback from the scientific community on its usefulness for regulatory and reporting requirements. The second issue concerns the pain and distress categorization scheme for reporting to USDA. Various groups and individuals have questioned the efficacy of the current categories, and specific changes have been proposed by the Humane Society of the United States. USDA is considering these and other potential changes to the existing scheme. Thus, given these potential changes to animal welfare policy, the aim of the ILAR/NIH joint workshop was to provide feedback to the USDA. The speakers were asked to address these two issues as well as to comment upon whether the information contained in the 1992 ILAR report Recognition and Alleviation of Pain and Distress in Laboratory Animals is still useful to investigators in assisting them to comply with regulations. The speakers provided perspectives based on their individual expertise in the areas of science of pain and distress, animal welfare policy, protocol review, and/or as representatives of relevant organizations or institutions. The following proceedings are an edited transcript of their presentations.

During the week of their graduation from training, 560 Naval aviation trainees were administered an anonymous questionnaire that, among other things, asked them to give their own definition of morale. They were then instructed to note the morale of their own group in advanced training on a ten-point scale with their own definition as a frame of reference. A content analysis of the definitions was made, and three definition areas were identified. These can be described briefly as task oriented, group oriented, and feeling oriented. Mean morale rates were obtained for the subjects falling in each of the definition categories. Significant differences among this array of means were demonstrated. The task oriented group yielded the highest mean, with group oriented and feeling oriented following in that order. Hypotheses for further study were developed. (Author)

They were then instructed to rate their own morale on a ten-point scale using their definition as a frame of reference. A content analysis of the definitions identified the following categories: task oriented, group oriented, and self oriented. Mean morale rates were obtained for the subjects falling in each of the definitional categories and stages of training. The results showed that morale increased as trainees progressed from pre-flight to basic flight training, that morale level varied as a function of the definition expressed, and that the definition expressed was a function of the stage of training experienced. As part of a multi-organizational team, NASA Langley Research Center's role in this propose experiment was to lead Structural Characterization of the solar array during the flight experiment. In support of this role, NASA LaRC participated in the CDS to define an experiment for static, dynamic, and deployment characterization of the array. In this study, NASA LaRC traded state-of-the-art measurement approaches appropriate fix an in-space, STS-based flight experiment, provided initial analysis and testing of the lightweight solar array and lens elements, performed a lighting and photogrammetric simulation in conjunction with JSC, and produced an experiment concept definition to meet structural characterization requirements.
