Book excerpt: This paper presents a method for quantifying and enabling the resiliency of a power distribution system (PDS) using analytical hierarchical process and percolation theory. Using this metric, quantitative analysis can be done to analyze the impact of possible control decisions to pro-actively enable the resilient operation of distribution system with multiple microgrids and other resources. Developed resiliency metric can also be used in short term distribution system planning. The benefits of being able to quantify resiliency can help distribution system planning engineers and operators to justify control actions, compare different reconfiguration algorithms, develop proactive control actions to avert power system outage due to impending catastrophic weather situations or other adverse events. Validation of the proposed method is done using modified CERTS microgrids and a modified industrial distribution system. Furthermore, simulation results show topological and composite metric considering power system characteristics to quantify the resiliency of a distribution system with the proposed methodology, and improvements in resiliency using two-stage reconfiguration algorithm and multiple microgrids.

The alarming rise in the number of incidences of cyber-attacks and severe storms over the last few years have caused prolonged power outages for millions of customers. The financial impact of these events upon the utilities has been several hundred billions of dollars.The objective of this dissertation is to develop a comprehensive framework and algorithms for enabling resiliency of power distribution systems - encompassing time-span from planning to post-event restoration and recovery that would minimize the power outages resulting in less economic losses and public inconveniences.Some of the main challenges of the industry in planning - are the broad range of interpretations of power distribution system resiliency, based on the time available for preparing before an event happens and recovering afterward, and lack of detailed, region-specific distribution models. This dissertation addresses these problems extensively. A mathematical model for studying the propagation of extreme events in the cyber-physical power grid has also been discussed.Enabling resiliency in near-term or during the contingency requires the ability to perform power flow and restoration calculations for the impending or ongoing threat. Thus, an event-driven proactive network reconfiguration strategy has been proposed, to study how the path of propagation can impact the operation and restoration of the power distribution system.In the aftermath of an event, the distribution system infrastructure is characterized by uncertain topology, load demand, power resources, and time until power can be completely restored to all customers. In this work, the resiliency of the electric grid has been studied as a robust optimization problem for the effective allocation of scant resources to meet the demands of critical customers during prolonged periods of power outage.The proposed theory and algorithms in this dissertation have been tested on IEEE test systems as well as validated against actual data available from industry partners.

Enabling distribution system resiliency is a multi-step process that begins with the identification of the potential threats to the system, the quantification of the current resiliency of the system to the identified threats through the development of resiliency metrics, proposing resiliency improvements and finally, the evaluation of the resiliency improvement strategy. This process of enabling resiliency requires system-specific research and complex analysis tools beginning with sophisticated physical and cyber system models, resiliency metrics for quantification, planning methods to upgrade resiliency performance, operational strategies to mitigate the loss of resiliency, and controls of interdependent systems.This dissertation adds to the recent works on resiliency metrics, decision support for resiliency improvements, and presents novel strategies for increasing resiliency for microgrid/distribution grid systems. A multi-dimensional resiliency metric called the anticipate - withstand - recover (AWR) metric is used to evaluate the power distribution system's resiliency to physical and cyber threats. The work studies various planning and operational use cases for better situational awareness and resilient operation of distribution and microgrids. A set of prototypical communication network models is developed to address the lack of standard communication network models for the co-simulation of smart grid application. The algorithms developed in this work increase resiliency of the distribution grid/microgrid using targeted investments in resiliency enabling infrastructure, defense against cyber-attacks, black start restoration, and delay tolerance of communication sensitive microgrid applications.

Microgrid is the new paradigm incorporating high flexibility and reliability in power supply. It allows various distributed energy resources and loads to be integrated and coordinated as an intelligent entity through control and communication infrastructure. Microgrid control technologies have been continuously developed over 20 years. However, there is still a lack of communication architecture that is able to provide fast, reliable and elastic services for multi-level data transmission and adaptable network management. This dissertation solves this intractable problem by integrating programmable networks into microgrid to provide flexible and easy-to-manage communication solutions, thus enabling resilient microgrid operations in face of various cyber and physical disturbances. Both theoretical study and experimental tests have shown that the novel software-defined networking (SDN) based communication architecture can significantly improve the microgrid emergency control performance and expedite the development of microgrid applications. While providing resilience benefits to its local customers, a single microgrid can hardly contribute to the resiliency of the main distribution grid. Recent research shows interconnecting individual microgrids to form a networked microgrids community offers a new, more resilient solution for distribution grid. To support this innovation, this dissertation significantly extends the SDN-based communication architecture to achieve fast power support among microgrids, transforming isolated local microgrids into integrated networked microgrids capable of achieving the desired resiliency, elasticity and efficiency. Further, a novel event-triggered communication scheme is devised to enable distributed power sharing among microgrids in both the transient period and the steady state, a capability previously unattainable using existing technologies. This structure is validated through a cyber-physical Hardware-in-the-Loop (HIL) testbed designed in this dissertation for testing and prototyping networked microgrids technologies. One of the multifaceted benefits of the SDN-based architecture is that it provides a platform with open data access for the development of various advanced microgrid applications. As an instance, a generalized microgrid power flow (GMPF) algorithm is developed as an essential tool for control design and microgrid planning. Power flow analysis for islanded microgrid is a challenging problem due to the lack of means to incorporate the hierarchical control effect. This dissertation bridges the gap by introducing three novel GMPF techniques: 1) it introduces the generalized distributed generator (DG) bus and the adaptive swing bus to model the DGs’ behaviors; 2) the droop based power flow is used to initialize the secondary control adjustment; and 3) three types of secondary control modes are developed within a double loop framework. GMPF has proved to have excellent convergence performance and be able to provide information of power sharing and voltage regulation under different control modes, which makes it a powerful tool for microgrid planning, control design, and energy management, etc.
