Some are now suggesting the integration of existing air and space policy, in an effort to maximize limited resources. This paper seeks answers to these questions through analysis of each public policy, offering three effects integrated policy may have on future Air Force operations. Public policy is all about what you can do for citizens. Determining the probable success of policies is not easy, given our political system, and the difficulty in capturing costs and assigning values to perceived benefits. For these reasons, this paper uses political science based administrative and values analysis tools to extrapolate success. The analysis of national air policy found it highly effective. The second analysis, an extrapolation of expected results for space policy, uncovered a lower chance for success. This was based on a comparison of the two case studies, which highlighted resource availability as an important success determinant. This formed the basis of arguments for integrated policy, and all subsequent doctrine recommendations The research supports arguments for adopting an integrated policy, and provides the rationale for three changes to Air Force doctrine, roles and missions; transfer of the responsibility for close air support, reevaluation of space launch support activities, and modification of the requirements for base operability and defense. Divestiture of these functions better focuses the Air Force on its unique core competencies in the future.

The Columbia tragedy in February 2003 rekindled public debate about this question. In November 2003, the Space Studies Board and the Aeronautics and Space Engineering Board organized a workshop to explore aspects of the question, what should be the principal purpose, goals, and priorities of the U.S. civil space program? This report presents a factual summary of that workshop, which identified past lessons learned and guiding principles for the future of the civil space program. Seven broad themes emerged from the workshop, and these themes are highlighted in the report. The report also presents discussions of strategies for the human spaceflight program and guiding principles of and boundary conditions for a 21st century space policy.

It lays out alternative paradigms and frameworks for assessing America's future in space and how different visions would require changes to America's current approach to space development and exploration. Since the end of the Apollo program in the 1970s, the U.S. civil space program has accomplished a great number of things: from deploying orbital observatories that see into deep space and exploring objects around the solar system robotically to studying the earth and building the International Space Station, perhaps the most challenging engineering feat ever achieved by man. Yet, the program frequently finds itself adrift when these missions come to an end. Consequently, space experts have long worried that the sum total of NASA's accomplishments is somehow still less than the total value of its component parts. Policymakers respond by establishing national commissions and expert panels to help lay out a long-term guiding vision for the space program. From the National Commission on Space in the 1980s, through 1990's Advisory Committee on the Future of the U.S. Space Program, the Columbia Accident Investigation Board, to the National Research Council in 2012, panel after panel has bemoaned the lack of a unifying vision for the space program. Unable to sustain such a vision over the course of several Presidential administrations, the White House and Congress have papered over the uncertainty with compromises that sometimes leave NASA working against itself and no one satisfied. In 2013, The Space Foundation, one of the United States' largest space education organizations, insisted "NASA needs to embrace a singular, unambiguous purpose that leverages its core strengths and provides a clear direction for prioritizing tasks and assigning resources." America's Space Futures responds by considering the costs, benefits, and risks of different visions for the American space program. Contributors, who all have years of experience working on space issues from a variety of perspectives--civil, commercial, military, intelligence, academic, and advocacy--offer out-of-the-box thinking and analyses that lays out a space future and sets priorities to achieve a specific national goal. These include space commerce and commercialization, maximizing American soft power through international space cooperation, settling the solar system, and advancing the frontiers of technology. Their goal is to raise new ideas, sharpen differences rather than blur them, and establish better foundations for setting the space program on a path for a brighter future. Essayists include: William B. Adkins, president of Adkins Strategies and an aerospace engineer with experience in the civil and national security space communities; Charles M. Yet when the Wright Brothers inaugurated the air age on December 17, 1903, the sky was an unregulated frontier. As increasing numbers of aircraft threatened public safety in subsequent decades and World War I accentuated national security concerns about aviation, the need for government intervention became increasingly apparent. But where did authority over the airplane reside within America's federalist system? And what should US policy look like for a device that could readily travel over physical barriers and political borders? In Sovereign Skies, Sean Seyer provides a radically new understanding of the origins of American aviation policy in the first decades of the twentieth century. Drawing on the concept of mental models from cognitive science, regime theory from political science, and extensive archival sources, Seyer situates the development, spread, and institutionalization of a distinct American regulatory idea within its proper international context. He illustrates how a relatively small group of bureaucrats, military officers, industry leaders, and engineers drew upon previous regulatory schemes and international principles in their struggle to define government's relationship to the airplane. In so doing, he challenges the current domestic-centered narrative within the literature and delineates the central role of the airplane in the reinterpretation of federal power under the commerce clause. By placing the origins of aviation policy within a broader transnational context, Sovereign Skies highlights the influence of global regimes on US policy and demonstrates the need for continued engagement in world affairs.
