La competitividad es una necesidad indiscutible para las empresas, porque competir es ofrecer al cliente bienes y servicios con atención, calidad, oportunidad y precio que representen un valor superior a loque le proporcionaría la competencia, (Guajardo 2000). Las organizaciones ahora deben anticiparse y adaptarse a los cambios tomando en cuenta que la competitividad se encuentra cada vez más relacionada con la capacidad que éstas tengan para valorar, desarrollar y optimizar su capital humano con el fin de asegurar el cumplimiento exitoso de sus planes y metas. Lo anterior ha traído por consecuencia que las organizaciones hayan tenido la necesidad de realizar esfuerzos dirigidos hacia la productividad y la obtención de la calidad total, como una forma de poder sobrevivir y competir en un ambiente global. La calidad según Guajardo, (2000) es la realización de una actividad con eficacia y eficiencia simultáneas. La eficacia es hacer las cosas lo más rápido posible. La eficiencia es hacer las cosas con el mayor aprovechamiento de los recursos disponibles. Tanto calidad como productividad buscan hacer óptimos los recursos, eliminando costos innecesarios para crecer, (Garza 1996). La propuesta de esta investigación parte de aprovechar al máximo el recurso humano con el que cuenta una organización global, ya que es precisamente mediante la optimización del capital humano como se puede lograr que los procesos se lleven a cabo de manera eficiente, a través de un marco de referencia para la administración y desarrollo del personal dentro de las organizaciones, es decir, mediante una gestión de recursos humanos basado en competencias laborales. Para esto, se llevará a cabo la identificación de las competencias organizacionales requeridas por personal actual y futuro de una empresa global, con la finalidad de aumentar la probabilidad de seleccionar a las personas que tengan mejor correspondencia con la estrategia de la organización. Las competencias identificadas dentro de este estudio podrán ser utilizadas posteriormente por la empresa como base para evaluar al personal actual y además generar planes de formación para sus empleados.

The first is a risk assessment problem. The second relates to risk management. This book provides background on the risks relevant in water systems planning, the different approaches to scenario definition in water system planning, and an introduction to the decision-scaling methodology upon which the decision tree is based. The decision tree is described as a scientifically defensible, repeatable, direct and clear method for demonstrating the robustness of a project to climate change. While applicable to all water resources projects, it allocates effort to projects in a way that is consistent with their potential sensitivity to climate risk. The process was designed to be hierarchical, with different stages or phases of analysis triggered based on the findings of the previous phase. An application example is provided followed by a descriptions of some of the tools available for decision making under uncertainty and methods available for climate risk management. The tool was designed for the World Bank but can be applicable in other scenarios where similar challenges arise.
