This thesis strives to analyze the nature of the American counterproliferation strategy being executed, to hypothesize the likely outcome of the strategy, and to explore possible alternative options that might better serve the interests of international security. This thesis concludes that the current efforts exerted by the United States to prevent Iranian acquisition of nuclear weapons are inadequate and are in need of reformulation.

Iran's leadership: * Seeks to deter or thwart U.S. or other efforts to invade or intimidate Iran or to bring about a change of regime. * Has sought to take advantage of opportunities of regional conflicts to overturn a power structure in the Middle East that it asserts favors the United States, Israel, Saudi Arabia, and other Sunni Muslim Arab regimes. * Seeks to enhance its international prestige and restore a sense of "greatness" reminiscent of ancient Persian empires. * Advances its foreign policy goals, in part by providing material support to regional allied governments and armed factions. Iranian officials characterize the support as helping the region's "oppressed" and assert that Saudi Arabia, in particular, is instigating sectarian tensions and trying to exclude Iran from regional affairs. * Sometimes disagrees on tactics and strategies. Supreme Leader Ali Khamene'i and key hardline institutions, such as the Islamic Revolutionary Guard Corps (IRGC), oppose any compromises of Iran's national security core goals. The Trump Administration insists that an end to Iran's malign activities is a requirement of any revised JCPOA and normalization of relations with the United States. The Trump Administration has articulated a strategy to counter Iran's "malign activities" based on * Applying "maximum pressure" on Iran's economy and regime through sanctions. President Trump withdrew the United States from the JCPOA on May 8, 2018, and reimposed all U.S. sanctions as of November 5, 2018. * Attempting to diplomatically, politically, and economically isolate Iran. * Training, arming, and providing counterterrorism assistance to partner governments and some allied substate actors in the region. * Deploying U.S. forces to deter Iran and interdict its arms shipments to its allies and proxies, and threatening military action against Iranian actions that pose an immediate threat to U.S. regional interests or allies.

These NASTIs, or NBC-Arming Sponsors of Terrorism and Intervention, include such states as North Korea, Iraq, Iran, Libya, and Syria. U.S. nonproliferation programs and policies have helped to keep this number small, but U.S. and allied counterproliferation programs are essential to reduce the danger. It is up to deterrence, active defenses, passive defenses, decontamination, and counterforce to turn enemy weapons of mass destruction into instruments of limited destructive effect. Warfighters will also have to adopt a different strategy and concept of operations in fighting an adversary that is so heavily armed. This strategy will feature a combination of deception, dispersion, mobility and maneuver, diffused logistics, remote engagement, missile defense bubbles, non-combatant evacuation operations, and large area decontamination. It will also involve upgrades to NBC passive defense measures and equipment, as well as a counterforce capability that can find and destroy a variety of adversary targets, including mobile launchers and deeply buried and hardened underground structures.

Book excerpt: Allen examines the maritime counterproliferation activities of nations participating in the Proliferation Security Initiative, as set out in their Statement of Interdiction Principles. He explains the framework for conducting maritime interception activities, examines the importance of intelligence to PSI operations, and assesses the legal issues raised by those operations. The threat of WMD use by terrorist groups and rogue regimes has added new urgency to global security discussions. Responses to the dangers posed by WMD include the nonproliferation regime, safeguards for WMD materials while in transit, export controls, treaties on terrorism, Security Council resolutions, and the new Protocol to the Convention for the Suppression of Unlawful Acts Against the Safety of Maritime Navigation. The existing nonproliferation regime will never, by itself, provide an adequate level of security. As a result, risk management strategies must include layered counterproliferation activities and consequence management. Counterproliferation measures may include maritime interdictions. The Proliferation Security Initiative, a cooperative undertaking launched in 2003, provides a framework for those interdictions. The framework was formalized in the Statement of Interdiction Principles. After providing an overview of the threats posed by WMD proliferation, this book surveys the nonproliferation regime and counterproliferation measures states have adopted to supplement it. It next provides an overview of maritime interception operations and the intelligence issues surrounding them, before turning to the laws governing such operations. It then examines each of the actions described in the PSI Statement of Interdiction Principles to assess their compliance with applicable laws. Finally, it looks at the laws that establish the responsibility of states for taking unwarranted counterproliferation actions against vessels.
