During the delegation's visit, Academy representatives and members of the U.S. Army War College faculty engaged in discussions ranging from professional military education to national security and military strategy. The highlight of the visit, however, was a speech delivered to the U.S. Army War College Corresponding Studies Class of 1997 by the Chinese delegation's leader, Lieutenant General Li Jijun. As relations between the United States and the People's Republic of China continue to improve, elements of the People's Liberation Army have demonstrated their sincere willingness to work toward better professional relationships with their U.S. military counterparts. In his address, General Li set the cornerstone for a future relationship between the Academy of Military Science and the U.S. Army War College that will further those goals. General Li graciously agreed to the publication of his address.

Book excerpt: The Department of Defense (DoD) employs more than three million people. Nearly half of its personnel, 1.44 million, are active duty military. About 870,000 Reservists, composed of 410,000 Selected Reservists and 460,000 National Guard personnel, add to the active duty force. Civilian personnel make up the remaining workforce, numbering about 730,000. These three million employees are supported by an array of defense contractors providing a wide variety of goods and services to the Department. Moreover, the Department spends more than half of its $270 billion budget on pay and allowances alone. With a workforce this large, varied, diverse, and important, it is not surprising that its management is a uniquely challenging undertaking. The human resource challenges facing DoD have changed rapidly over the last decade as a result of many factors. A robust economy, civilian sector competition for employees to fill high-technology positions, declining American public interest in public service, major changes in the Department's missions and operational tempo, and a significant downsizing of the Department's workforce are a few examples. Reducing the size of the overall workforce by more than a million personnel, from a high in 1987 of 4.1 million, has left in place a very different force distribution - in age, education, and skill.

Book excerpt: The Office of the Under Secretary of Defense (Personnel & Readiness), referred to throughout this report as P&R, is responsible for the total force management of all Department of Defense (DoD) components including the recruitment, readiness, and retention of personnel. Its work and policies are supported by a number of organizations both within DoD, including the Defense Manpower Data Center (DMDC), and externally, including the federally funded research and development centers (FFRDCs) that work for DoD. P&R must be able to answer questions for the Secretary of Defense such as how to recruit people with an aptitude for and interest in various specialties and along particular career tracks and how to assess on an ongoing basis service members' career satisfaction and their ability to meet new challenges. P&R must also address larger-scale questions, such as how the current realignment of forces to the Asia-Pacific area and other regions will affect recruitment, readiness, and retention. While DoD makes use of large-scale data and mathematical analysis in intelligence, surveillance, reconnaissance, and elsewhereâ€"exploiting techniques such as complex network analysis, machine learning, streaming social media analysis, and anomaly detectionâ€"these skills and capabilities have not been applied as well to the personnel and readiness enterprise. Strengthening Data Science Methods for Department of Defense Personnel and Readiness Missions offers and roadmap and implementation plan for the integration of data analysis in support of decisions within the purview of P&R.

Book excerpt: The Defense Science Board (DSB) Task Force on Tactics and Technology for 21st Century Military Superiority was formed by the Office of the Secretary of Defense to explore new concepts for making a relatively small and rapidly deployable force capable for accomplishing missions that would otherwise require a large, massed force. As part of the concept development phase of the study, the DSB identified two different means of achieving a capable small dispersed force. The first concept represents an evolutionary change from current small forces, such as the division ready brigade (DRB) of the 82nd Airborne. Here the force is envisioned to remain a small, mostly self-contained unit such as a DRB, but it is given the mission and capability of a larger unit such as a division. This may be accomplished by augmenting many of a DRB's current components with advanced RSTA, C2, and weapon systems, much as envisioned in the Rapid Force Projection Initiative (RFPI) and the U.S. Army's Force XXI concept. The DSB builds on these concepts by emphasizing joint nonorganic or 'external' RSTA and fire support system technologies. The second DSB concept is more revolutionary, removing the notion of an area control by ground forces almost entirely. Here, long-range fires are called by small, virtually independent dismounted teams moving around the region. This concept is close to that espoused in the USMC Sea Dragon proposal. The DSB concept builds on Sea Dragon by extending it to include a larger range of external RSTA and weapons and possibly giving it a more substantial level of team mobility. While our simulation effort focuses on the first concept, the two have many aspects in common, and some merging of ideas is expected. Book excerpt: "This paper presents an analytic framework that builds from previous work to yield the systematic and defendable readiness analysis that must underlie decisions ranging from budget allocation to force employment and even strategy development. To manage readiness, the Department of Defense must balance the supply and demand of deployable forces around the world. The readiness of an individual unit is the result of a series of time-intensive force generation processes that ultimately combine qualified people, working equipment, and unit training to produce military capabilities suitable for executing the defense strategy. While this discussion is a basic tenet of production theory, it had not been commonly applied to readiness management until recently. The important point here is that understanding how the readiness of military capabilities is generated provides the clearest picture of the current readiness status and whether that status is likely to change over time. Furthermore, it provides the best shot at identifying effective management policies to ensure that DOD can generate the capabilities that the Nation asks of it. This paper argues that traditional unit-level readiness metrics are useful as part of a larger readiness management construct, but by themselves they do not provide enough information to proactively manage strategically. This approach provides a clear explanation of the causes of readiness degradations and options for how to mitigate them that can be traced to precise resource investments"--Page 1.
