Book excerpt: The attached report responds to the February 20, 2004 Terms of Reference tasking: "to identify the acquisition issues in improving our strategic mobility capabilities." The ability to project joint forces over great distances is a basic strength of the U.S. military. In the past, however, the speed of force projection has not been as critical to campaign success and the achievement of U.S. national security objectives as it is today. Both the 2001 and 2005 National Defense Strategy objectives place greater emphasis than in the past on the nation's worldwide commitments, increasing the demand for responsive forces capable of simultaneously conducting major combat operations and supporting lesser contingencies that may require rapid force application. These changes will place a greater emphasis on the capabilities required to project power rapidly from the continental United States and forward locations. Air and maritime forces have inherent force projection capabilities to meet this demand; land force projection depends upon strategic mobility forces and processes. The task force focused mainly upon land force projection since it is the most challenging. In this report the task force adopts a 'system of systems' approach to identify the future mobility capabilities needed for rapid force projection (deploying joint forces to an operational area) and sustainment (supporting deployed forces and other entities that will participate in a campaign). The task force makes three principal sets of recommendations: capability acquisitions; research and development (R & D) efforts; and process improvements to enable mobility forces to respond to the increasing demands placed upon them by the challenging strategic environment.

Download or read book Report of the Defense Science Board Task Force on Strategic Mobility written by and published by . This book was released on 1996 with total page 93 pages. Available in PDF, EPUB and Kindle. Book excerpt: The report responds to DoD's awareness that getting men and materials to the theater expeditiously and efficiently is critical to winning any type of armed conflict. In developing their recommendations, the Task Force: Engaged in a broad review of strategic mobility, including a range of coalition scenarios; Assessed how to minimize the 'footprint' of deployed forces; Assessed organizational responsibilities, especially on the 'seam' between two organizations; Assessed the process of flowing strategic mobility resources in Support of a deployment; Assessed the deployment planning and execution process, infrastructure, and information needs; Assessed the strategic mobility resource activation process, including reserve call-up; Assessed resources needed and planned to move forces, Support and sustainment; Assessed the Survivability and Protection of forces deploying to, and in-theater The Task Force concluded that efforts should be focused on five major areas: (1) Shaping the force for rapid response -- minimize the deployed footprint ashore; (2) Improving the deployment architecture, planning, infrastructure and flow; (3) Improving information system support for deployment planning and execution; (4) Improving the protection of the forces entering the theater; and (5) Improving lift and prepositioning capabilities.

Book Defense Science Board Task Force report on aerial refueling requirements

Download or read book Defense Science Board Task Force report on aerial refueling requirements written by and published by DIANE Publishing. This book was released on 2004 with total page 67 pages. Available in PDF, EPUB and Kindle. Book excerpt: Aerial refueling capabilities are an essential enabler of U.S. power projection and other critic at national missions. OPERATIONS ENDURING and IRAQI FREEDOM (OEF and OIF) could not have happened without these aerial refueling capabilities. Aerial refueling makes possible rapid deployment of forces to contingencies and the elective employment of those forces in the contingencies. In OIF there were over 8500 aerial refueling sorties flown and about 450 million pounds of fuel off loaded. In addition, aerial refueling remains a critical element in supporting the bomber leg of U.S. nuclear forces and other special national security missions. The task force was charged to evaluate current aerial refueling capability and to identify and evaluate alternative means of meeting future aerial refueling requirements.

Book Report of the Defense Science Board Task Force on Tactical Battlefield Communications

Download or read book Report of the Defense Science Board Task Force on Tactical Battlefield Communications written by and published by . This book was released on 2000 with total page 219 pages. Available in PDF, EPUB and Kindle. Book excerpt: At the outset of this study, the Task Force observed that there was no such thing as "just" tactical communications. Rather, it saw requirements for conducting military operations in two major theaters of war as well as for conducting a wide variety of other missions. It also saw emerging requirements for a telecommunication infrastructure to support rapid force projection, early entry, reachback/split-base, and high mobility operations. Furthermore, Joint Vision 2010 (JV2OlO) assumed information superiority to be necessary for dominant maneuver, precision engagement, full dimensional protection and focused logistics. All these factors have led our Military Services to express a need for a fully integrated, strategic/tactical, voice/data/information telecommunications infrastructure rather than merely "tactical" communications. This infrastructure must bring post-camp-station information services to deployed forces and, conversely, bring information from our deployed forces to the continental United States (CONUS) or to other locations geographically distant from areas of operations. Although the Task Force expanded its view to go beyond its Terms of Reference (TOR) "Tactical," it also needed to narrow its view somewhat to keep the study manageable. It did this by not considering people issues such as recruitment, training, retention, or skills. Further, it did not consider information services above communications (transport); nor did it consider applications or middleware, all elements of a fully integrated Global Information Grid (GIG). Also not considered were intelligence data transport systems, including emerging Petabit concepts. The Task Force did, however, consider intelligence product dissemination in its deliberations.

Book Report of the Defense Science Board Task Force on Integrated Fire Support in the Battlespace

Download or read book Report of the Defense Science Board Task Force on Integrated Fire Support in the Battlespace written by and published by DIANE Publishing. This book was released on 2004 with total page 109 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 200, the Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT & L)) directed the Defense Science Board (DSB) to study the precision targeting of air-delivered munitions. The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.
