Book excerpt: The Task Force concluded that the Department of Defense (DoD) should transition from emphasis on standard scale map and chart production to providing a readily accessible source of digital information which will satisfy military geospatial, mapping, charting and weapon systems requirements. This repository of digital geospatial information should be accessible electronically for a large variety of worldwide customers via a distributed architecture designed to make a major contribution to battlefield information dominance and support the needs for modeling and simulation, wargaming, training, exercising, rehearsal, operations and post strike analysis. The information contained in this architecture should serve as the foundation for all DoD information management systems. Its principle attributes should be geospatially referenced and temporally tagged using Global Positioning System (GPS) time and positional standard accuracies, whenever practicable. These distributed warehouses of digital information must be linked to the Global Command and Control System (GCCS) for the Theater CINCs, their components, Joint Task Force Commanders, Corps Commanders, etc., down to the company echelon. Users must be able to build on the warehouse data to locally and dynamically tailor, profile and construct their charts, maps, displays, etc., to suit their needs without degrading interoperability. In summary, maps and mapping are the issue of the past - the real issue is digital databases and distributed systems. This study, therefore, builds on the 1994 DSB Summer Study on Information Architecture for the Battlefield.

Book excerpt: In mid-1993, the United States Department of Defense directed the Defense Science Board (DSB) to establish a task force specifically devoted to the study of the susceptibility of the Global Positioning System (GPS) to jamming and methods of countering jamming. Its purposes were to solve problems having to do with the survivability of GPS when encountering enemy jamming and to fmd ways to improve its antijamming capabilities. GPS repeatedly performed outstanding service in the Persian Gulf War. American military vehicles, ships, and airplanes were all fitted with GPS equipment, and portable receivers played complementary roles. In addition, many GPS receivers were fitted to the guidance and control equipment in tactical missiles and precision-guided ammunition. This situation caused the Pentagon to worry that, in future wars, if the enemy takes effective electronic countermeasures, an overreliance on GPS will bring about results that are just the opposite of what was desired. In view of this consideration, the office of the Assistant Secretary of Defense demanded that the task force established by the DSB put forward an optimal technological plan to improve the antijamming capabilities of GPS and especially emphasized that this improvement should be applied to GPS in tactical weapon systems.

Areas focused on were advanced radar capabilities for ground targets and air targets. The airborne radar inventory can be divided into three broad categories: (1) Air target surveillance and cueing radars mounted in rotodomes (e.g., AWACS, E-2O). (2) Nose-mounted fighter radars for air and ground targets (e.g., F-i 5, F-i 6, F-22, JSF). (3) Side-looking radars for ground reconnaissance, surveillance, and cueing (e.g., U-2, JSTARS, Global Hawk). Categories (2) and (3) are dominated by X-band radars; the insertion of AESA technology into category (3) was the primary subject for this task force.

The results of the 2001 Task Force were well-received within Office of the Secretary of Defense (OSD), and in June 2003, USD(AT & L) directed the DSB to study the closely related topic of "integrated fire support in the battlespace." In this new study the 2003 Task Force applied an approach and methodology similar to the 2001 effort but focused instead on ground-based fires, sea-based fires, and close-air support. As directed in its terms of reference (TOR), the 2003 Task Force assessed the following: ̂ The adequacy of current and proposed munitions, ̂ The timeliness and accuracy of ISR systems, ̂ the adequacy of battlefield C(exp 3) systems, and ̂ Impediments to integrated fires. From October 2003 through April 2004, the Task Force met monthly to gather information.

The Sub-Panel believes that improved integration with industry is the critical element that will enable the acquisition system to perform better, faster, and cheaper in support of the warfighter. The recommended policy initiatives are that DoD should: 1. Restructure its Research, Development, Test, and Evaluation (RDT & E) organizations and associated workforce to enable the Department to make better use of the capabilities of industry and other government agencies, to concentrate in-house capabilities in areas where there is no external capability, and to eliminate duplicative capabilities. 2 Expand the use of price-based forms of contracting to reduce the cost of doing business with Department of Defense (DoD) for existing Defense contractors and to give DoD access the segments of industry that currently choose not to do business with the Department because of the costs and complexities associated with cost-based contracts. 3. Expand the oursourcing of sustainment activities to eliminate duplicative capabilities between DoD and industry, to enable the Department to capitalize on industry's advancements in applying technology to these functions, and to provide better support to the user.
