Book excerpt: The Under Secretary for Acquisition, Technology, and Logistics (USD [AT & L]), the Chairman of the Joint Chiefs of Staff, and the Director, Defense Research and Engineering requested the Defense Science Board (DSB) to form a task force to evaluate force protection in the context of post- major combat operations that have been conducted in Iraq and Afghanistan. The task force has assumed that such operations include stability, security, transition, and reconstruction (SSTR); counterinsurgency; and related operations that can occur in situations other than post-major combat.

Book excerpt: This Defense Science Board report recommends improvements for protecting military forces engaged in counterinsurgency, stability, and related operations. These protracted operations have no front lines and entail U.S. forces distributed and intermingled within the local populace; the same populace that adaptive enemies attempt to hide within. While its subject is force protection, the task force has little to say about armor, fences, portals, and other defensive measures. Such defensive measures are only one ingredient of force protection. At least as important are offensive mind set, information, and "winning trust, hearts and minds." It is these other elements of force protection that are the focus of this report. There are two major themes: empowering the "strategic corporal" and transforming the Department of Defense (DoD) into an adaptive learning organization. Stability and counterinsurgency operations place huge burdens on junior officers, non-commissioned officers (NCOs), and the units they command. Today they are making decisions traditionally considered far above their pay grades. For these missions, small unit performance represents the key to success since tactical actions inevitably have strategic implications. Success in these type of operations also requires that DoD adapt to rapidly changing circumstances and the action of dangerous adversaries who themselves are highly adaptable. U.S. military forces are making progress toward becoming such a learning organization, but much more needs to be done. Within the Pentagon there is often excessive focus on materiel as "the solution" and technology applied solely to materiel development. In contrast, this task force has centered its attention on training, leader development, professional military education, and how those factors contribute to enhancing small unit effectiveness, cultural awareness, tactical intelligence, information operations, and rapid learning and sharing of experiences.

This book was released on 2012 with total page 96 pages. Available in PDF, EPUB and Kindle. Book excerpt: 2This DSB study is one of several reviews that resulted from the killings that took place on November 5, 2009 at the Fort Hood, Texas Soldier Readiness Center. The study discusses the current state of military policy and readiness for dealing with violent behavior, and suggests improvements. It provides recommendations for the Department against perpetrators of "targeted violence", those individuals who conduct pre-meditated attacks against specific individuals, populations or facilities. While the Task Force charter focused on predicting violent behavior, they determined the most effective means of responding to the challenge of target violence is to undertake preventive measures. To that end, the Task Force recommends a near term focus on threat management units to provide an effective, low-footprint means of mitigating threats of targeted violence in the DoD community. Key to the successful functioning of TMUs, information sharing between concerned parties must be improved to include providing better clarity on such sensitive issues as religious freedom, medical and legal privacy issues.

Book Report of the Defense Science Board Task Force on Military Operations in Built Up Areas MOBA

Download or read book Report of the Defense Science Board Task Force on Military Operations in Built Up Areas MOBA written by and published by DIANE Publishing. This book was released on 1994 with total page 139 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1994 Defense Science Board (DSB) Summer Study on Military Operations in Built-up Areas (MOBA) was asked to assess DoD's current capabilities to conduct military operations (including peacemaking and peacekeeping) in urban terrain. The Board focused on operations other than war (OOTW) in an urban environment OOTW can include periods of intense, localized combat. Many of the requirements and proposed solutions for OOTW are relevant to war in cities. The solutions are also relevant in low intensity conflict and in operations that provide humanitarian aid, where minimization of casualties is especially important. The guidance in the Terms of Reference (TOR, see Appendix A) requested that the Board examine: * The potential for U.S. involvement in MOBA * The characteristics of urban operations * Shortcomings in current capability and operational needs (especially regarding survivability, sensors, platforms, navigation, and communication) * Innovative solutions leading to a recommended focus for future efforts. Addressed, were operations that might involve combat, not solely deterrence, psychological operations (PSYOPS), or other noncombat forms of conflict resolution. The study examined: improvements to sensors; weapons (lethal and nonlethal); command, control, communications, and intelligence (C3I) systems; and doctrine. It also focused on solutions to issues that could be accomplished in a relatively short time, and that do not require beginning major new programs.

Book Report of the Defense Science Board Task Force on Time Critical Conventional Strike from Strategic Standoff

Download or read book Report of the Defense Science Board Task Force on Time Critical Conventional Strike from Strategic Standoff written by United States. Defense Science Board and published by . This book was released on 2009 with total page 93 pages. Available in PDF, EPUB and Kindle. Book excerpt: Time critical conventional strike from long standoff ranges into restricted or denied territory has been an operational, policy, and acquisition challenge for a long time. In situations in which time is not a factor and/or in which sufficient U.S. forces are deployed nearby, the U.S. has demonstrated its ability to strike at identified threats effectively. However, in situations in which time is a factor and no nearby forces are present, only two options are currently available-- nuclear intercontinental ballistic missile systems(ICBMs)/submarine/sea-launched ballistic missile systems (SLBMs) or no military action. This report recommends a course of action to ensure that there is an appropriate, effective time critical conventional strike option in place.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. capability in conventional warfare is unmatched by any other state for now and the immediate future. However, various types of challenges have arisen that may not threaten the existence of the U.S. but may prove sufficiently challenging to justify serious consideration and planning to mitigate the effect on U.S. interests. In the future, the DoD must anticipate stressing wars. The purpose of this study is to: Review previous and ongoing studies regarding stressing wars; Identify parameters for challenges to military operations (e.g., physical size, population, technological prowess, and denial and deception); Assess capability gaps; and Identify possible solutions, including technological, operational, and policy oriented solutions. Download or read book Sustainable Cities and Military Installations written by Igor Linkov and published by Springer. This book was released on 2013-11-12 with total page 428 pages. Available in PDF, EPUB and Kindle. Book excerpt: Access to reliable and affordable energy, water, and services is an important determinant of the prosperity of cities along with effective mission sustainment at military installations. The idea for this book was conceived at the NATO Advanced Research Workshop (ARW) in June 2012 in Hella, Iceland. The workshop was attended by 50 scientists, engineers, and policymakers representing 15 different nations and multiple fields of expertise, reflecting the global and interdisciplinary nature of climate change and sustainability research. The focus of the workshop was on ways in which military installations and small cities can integrate energy, water, and infrastructure sustainability strategies into city and installation management plans that account for climate change uncertainties. The organization of the book reflects major topic sessions and discussions during the workshop.
