The answer to that question may involve not only tens of billions of dollars but also the nation's security and military capabilities. In the milestone process used by DOD to answer the basic acquisition question, one component near the end of the process is operational testing, to determine if a system meets the requirements for effectiveness and suitability in realistic battlefield settings. One method of control was the RDT & E Incremental Programming Policy. The impact and implementation of the Policy at Department of Defense in house RDT & E Activities is examined in this report. Questionnaires and interviews were used for research data. Conclusions are that the RDT & E Incremental Programming Policy has had an impact at these Activities. However, administrative implementation within the Air Force, Army and Navy has had no major effect. Responses between the services to particular issues are different. (Author).

Book excerpt: During the past decade and a half, the National Research Council, through its Committee on National Statistics, has carried out a number of studies on the application of statistical methods to improve the testing and development of defense systems. These studies were intended to provide advice to the Department of Defense (DOD), which sponsored these studies. The previous studies have been concerned with the role of statistical methods in testing and evaluation, reliability practices, software methods, combining information, and evolutionary acquisition. Industrial Methods for the Effective Testing and Development of Defense Systems is the latest in a series of studies, and unlike earlier studies, this report identifies current engineering practices that have proved successful in industrial applications for system development and testing. This report explores how developmental and operational testing, modeling and simulation, and related techniques can improve the development and performance of defense systems, particularly techniques that have been shown to be effective in industrial applications and are likely to be useful in defense system development. In addition to the broad issues, the report identifies three specific topics for its focus: finding failure modes earlier, technology maturity, and use of all relevant information for operational assessments.

Book excerpt: The Department of Defense (DOD) supports basic research to advance fundamental knowledge in fields important to national defense. Over the past six years, however, several groups have raised concern about whether the nature of DOD-funded basic research is changing. The concerns include these: Funds are being spent for research that does not fall under DOD's definition of basic research; reporting requirements have become cumbersome and onerous; and basic research is handled differently by the three services. To explore these concerns, the Congress directed DOD to request a study from the National Research Council (NRC) about the nature of basic research now being funded by the Department. Specifically the NRC was to determine if the programs in the DOD basic research portfolio are consistent with the DOD definition of basic research and with the characteristics associated with fundamental research.

Book excerpt: The Department of Defense (DOD) asked Congress for $73.2 billion in fiscal year 2007 for research, development, testing, and evaluation (RDT&E). DOD organized this request using program element (PE) codes, which are designed to convey key information about the budget request. DOD also provides documents called budget exhibits detailing the activities for which funds are being requested. The National Defense Authorization Act for Fiscal Year 2006 mandated that GAO examine the program elements and budget exhibits. GAO assessed (1) whether the RDT&E program element code structure and the associated budget exhibits provide accurate, consistent, complete, and clear information, and (2) what factors contribute to any problems found. In conducting this review GAO analyzed all of the fiscal year 2007 program element codes and 47 budget exhibits. GAO also interviewed key DOD officials.

In April of 1998, the Secretary of Defense (SECDEF) reported to Congress pursuant to section 912(c) of the National Defense Authorization Act (NDAA) for Fiscal Year 1998 (Appendix A, page A-2), which required a review of the DoD's acquisition workforce. That report highlighted a number of areas requiring further study, including initiatives to streamline the RDT & E infrastructure, the subject of this follow-on report. Subsequent to the April 1998 report, section 907 of the Strom Thurmond NDAA for Fiscal Year 1999 (Appendix A, page A-5) required a similar study of the RDT & E infrastructure. Consequently, the section 907 initiatives have been incorporated into this report.

Book excerpt: As requested, the General Accounting Office (GAO) reviewed the Department of Defense's (DOD) research, development, test, and evaluation (RDT & E) infrastructure. Specifically, GAO (1) reviewed previous studies on DOD's laboratory infrastructure to determine what actions DOD has taken to implement prior recommendations and (2) analyzed data on RDT & E infrastructure funding, workforce composition, and operating cost. This report summarizes and updates the information presented at the briefings. It also provides GAO's preliminary examination of lessons learned from successful consolidations that may be applicable to the federal laboratory infrastructure and will be the subject of a later report. Future spending increases for readiness and weapons modernization will have to come, in part, from infrastructure reduction savings, according to the Secretary of Defense. The combination of the operations and maintenance (O & M) and military personnel appropriations fund about 80 percent of DOD's total infrastructure activities. Thus, if DOD as a whole is to achieve significant infrastructure savings for future force modernization, then most of the savings must come from these two accounts. A segment of this infrastructure is comprised of a diverse network of laboratories and test and evaluation centers. The laboratories and centers are funded partly by the O & M account and, according to DOD officials, to a greater extent by the RDT & E and procurement accounts. In fiscal year 1994, DOD spent more than $22 billion - about 8 percent of its $266 billion budget.
