The classic orator Demosthenes warned of this possibility in 349 B.C. when he wrote that "Nothing is more easy than to deceive one's self; what a man wishes he generally believes to be true." 1 Even Jean Jacques Rousseau, who suggested the possibility of man as "noble savage," alerts us to this paradox, when he writes "Jamais fa nature ne nous trompe; c'est toujours nous qui nous trompons" ("Nature never deceives us; it is always we who deceive ourselves). 2 But it was Sigmund Freud who placed this idea firmly into the field of psychopathology and then, later, into a general psychological theory. According to Freud, understanding the function of a defense mechanism means not only fathoming the origin of pathological symptoms but also comprehending a model of the mind that includes both conscious and unconscious mental processes. From this initial focus on the general process of defense, Freud and his followers went on to identify various forms this process might take, with the result that today we have a list of 3 more than 37 defense mechanisms described in the literature.

Books and journals on MOR started appearing. The number of sessions on MOR at national and international conferences also registered an increase. The volume of teaching, training and research activities in the field of MOR at military schools and non-military schools enhanced considerably. Military executives and commanders started taking increasing interest in getting scientific answers to questions pertaining to weapon acquisition, threat perception and quantification, assessment of damage or casualties, evaluation of chance of winning a battle, force mix, deployment and targeting of weapons against enemy targets, war games and scenario evaluation. Most of these problems were being tackled on the basis of intuition, judgment and experience or analysis under very simple assumptions. In an increasingly sophisticated and complex defense scenario resulting in advances in equipment and communications, the need for supplementing these practices by scientific research in MOR became imperative.

The concerns include these: Funds are being spent for research that does not fall under DOD's definition of basic research; reporting requirements have become cumbersome and onerous; and basic research is handled differently by the three services. To explore these concerns, the Congress directed DOD to request a study from the National Research Council (NRC) about the nature of basic research now being funded by the Department. Specifically the NRC was to determine if the programs in the DOD basic research portfolio are consistent with the DOD definition of basic research and with the characteristics associated with fundamental research.
