Book Defense Nuclear Enterprise

Download or read book Defense Nuclear Enterprise written by United States. Government Accountability Office and published by . This book was released on 2018 with total page 37 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Department of Defense (DOD) has made progress in implementing the recommendations from the 2014 nuclear enterprise reviews and a 2015 nuclear command, control, and communications (NC3) review and has improved its tracking and evaluation of this progress. For example, since GAO last reported -- in October 2017 -- an additional 74 of the 247 sub-recommendations from the 2014 reviews have been closed; 96 remain open. In January 2018, in response to a GAO recommendation, the Office of Cost Assessment and Program Evaluation (CAPE) issued guidance to aid the military services in identifying, assessing, and documenting risks associated with the 2014 recommendations, such as unintended consequences from their implementation. The guidance calls on them to update their risk assessments periodically as new data become available. The Air Force and Navy have begun to provide risk information in CAPE's and their own tracking tools. In July 2018, in response to a GAO recommendation, DOD's Chief Information Officer issued guidance to improve tracking and evaluation of progress in implementing the 2015 recommendations. DOD and the military services have taken steps to improve oversight of the nuclear enterprise in response to the 2014 reviews but lack clear roles and responsibilities and methods for collaboration. The Secretary of Defense created the Nuclear Deterrent Enterprise Review Group (NDERG) in 2014 to ensure the long-term health of the nuclear enterprise by addressing resourcing, personnel, organizational, and enterprise policy issues. However, DOD guidance has not clearly defined roles and responsibilities for the NDERG or provided methods for the NDERG to communicate and collaborate with other nuclear oversight organizations, including those shown in the figure. Nor has NC3 oversight guidance been updated to reflect changes in roles and responsibilities and to include methods for communication and collaboration among NC3 oversight groups. In the absence of defined roles and responsibilities for the NDERG and NC3 oversight bodies and methods for how the NDERG and NC3 oversight groups are to communicate and collaborate, senior leaders may not be in a position to effectively manage resourcing and risk across the department" -- Preliminary page.

Available in PDF, EPUB and Kindle. Book excerpt: "DOD conducted several reviews of its nuclear forces. We looked at DOD's progress in implementing recommendations from those reviews. We found that DOD has implemented some recommendations but doesn't keep information on its progress current and complete, e.g., expected completion dates aren't updated for items that are behind schedule. We made recommendations to help DOD better track its progress on implementing recommendations. In addition, DOD and the military services are struggling to sustain and maintain aging nuclear weapon systems, e.g., some submarine parts that were never intended to be replaced have failed" -- Preliminary page.

Book Report 3 on Tracking and Assessing Governance and Management Reform in the Nuclear Security Enterprise

This book was released on 2019-03-08 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: The congressionally mandated report A New Foundation for the Nuclear Enterprise (the "Augustine-Mies" report), released in November 2014, concluded that "the existing governance structures and many of the practices of the [nuclear security] enterprise are inefficient and ineffective, thereby putting the entire enterprise at risk over the long term." Following the release of the Augustine-Mies report, the National Defense Authorization Act for Fiscal Year 2016 called for DOE to develop an implementation plan for responding to the recommendations in that and similar reports. The NDAA also called for a 4 1â"2-year study, joint between the National Academies of Sciences, Engineering, and Medicine and the National Academy of Public Administration, to evaluate the implementation plan, to track the actions proposed in that plan, and to assess progress. This report is the third in a series of reports to be issued over 2017â€"2020 as part of that study.

This book was released on 2017-12-16 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In 2014, the Secretary of Defense directed two reviews of DOD's nuclear enterprise. These reviews identified problems with leadership, organization, investment, morale, policy, and procedures, as well as other shortcomings that adversely affected the nuclear deterrence mission. The reviews also made recommendations to address these problems. In 2015, DOD conducted a review focused on NC3 systems, which resulted in additional recommendations. The National Defense Authorization Act for Fiscal Year 2017 includes a provision for GAO to review DOD's processes for addressing these recommendations, and House Report 114-537 includes a provision for GAO to review changes to DOD's nuclear personnel reliability assurance programs. This report addresses the extent to which DOD and the military services have (1) made progress in implementing recommendations to improve the nuclear enterprise and (2) made changes to their personnel reliability assurance programs. GAO reviewed relevant documents and interviewed agency officials from DOD and the military services"--Preliminary page.

Book Independent Assessment of the Air Force Nuclear Enterprise

Download or read book Independent Assessment of the Air Force Nuclear Enterprise written by United States. Defense Science Board. Permanent Task Force on Nuclear Weapons Surety and published by . This book was released on 2011 with total page 53 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Air Force leadership implemented extraordinary measures following two serious incidents in 2007 and 2008. These measures included policy, inspection, organization, and leadership changes. The report finds that these measures have been effective in their intended purpose of re-establishing the professionalism expected of personnel in the nuclear enterprise. While these measures were appropriate and effective, some are not sustainable or desirable for the long term. In addition to identifying the benefits of the extraordinary measures, the report provides a description of undesirable effects of continuing the extraordinary measures for the long term and makes recommendations on the path to continued assured professionalism in the Air Force nuclear enterprise. More specifically, the report discusses and provides recommendations in the areas of logistics, organization and guidance, the inspection regime, operations, personnel and morale, and the personnel reliability program.

Download or read book Nuclear Security written by George P. Shultz and published by Hoover Institution Press. This book was released on 2014-09-01 with total page 73 pages. Available in PDF, EPUB and Kindle. Book excerpt: Concern about the threat posed by nuclear weapons has preoccupied the United States and presidents of the United States since the beginning of the nuclear era. Nuclear Security draws from papers presented at the 2013 meeting of the American Nuclear Society examining worldwide efforts to control nuclear weapons and ensure the safety of the nuclear enterprise of weapons and reactors against catastrophic accidents. The distinguished contributors, all known for their long-standing interest in getting better control of the threats posed by nuclear weapons and reactors, discuss what we can learn from past successes and failures and attempt to identify the key ingredients for a road ahead that can lead us toward a world free of nuclear weapons. The authors review historical efforts to deal with the challenge of nuclear weapons, with a focus on the momentous arms control negotiations between U.S. president Ronald Reagan and Mikhail Gorbachev. They offer specific recommendations for reducing risks that should be adopted by the nuclear enterprise, both military and civilian, in the United States and abroad. Since the risks posed by the nuclear enterprise are so high, they conclude, no reasonable effort should be spared to ensure safety and security.

Book The Nuclear Enterprise

Download or read book The Nuclear Enterprise written by Sidney D. Drell and published by Hoover Institution Press. This book was released on 2012-09-24 with total page 388 pages. Available in PDF, EPUB and Kindle. Book excerpt: Facing the risks and potentially deadly consequences of nuclear weapons and nuclear power Nuclear energy can provide great benefits to society; in the form of nuclear weapons, however, it can cause death and destruction on an unparalleled scale. The challenge is how to deal with the catastrophic risk of the nuclear enterprise so as to preserve its positive elements and make economic sense. In this book, an expert group of contributors attempts to answer two key questions facing the nuclear enterprise: (1) What can and should be done to improve operations and public understanding of the risks and consequences of major incidents? (2) How can informed scientists, economists, and journalists interact more effectively in understanding and reporting to the public on the most important issues affecting risks, consequences, and costs? Drawn from a conference held at Stanford University's Hoover Institution on October 3–4, 2011, the papers presented in The Nuclear Enterprise were prepared by specialists on various aspects of this challenging topic, including technical safety, management operations, regulatory measures, and the importance of accurate communication by the media. It is their hope that the findings of the conference will contribute to discussion and then actions to better contain and eliminate growing global dangers.

Book The Nuclear Weapons Effects National Enterprise

Download or read book The Nuclear Weapons Effects National Enterprise written by Office of the Under Secretary of Defense and published by . This book was released on 2013-01-18 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: Actions-both by others and of our own doing-are combining to create potentially tragic consequences on military operations involving the effects of nuclear weapons on the survivability of critical systems for mission assurance. * Regional proliferation risks are growing, accompanied by nation state policy and doctrine that acknowledge limited nuclear use as a legitimate war fighting option. * U.S. counters, especially defensive measures to ensure continued operations in radiation environments, are being reduced-by our own choices. * Intelligence resources are focused elsewhere. * Leadership is poorly educated on military operations in nuclear environments. * The reliance on commercial off-the-shelf components in U.S. military systems has grown while nuclear survivability requirements, testing, and evaluation have declined-both dramatically. As a result, the nation lacks a clear understanding of the response to nuclear radiation exposure of general purpose forces, the Global Information Grid (GIG) and the GIG-edge, and critical infrastructure on which the Department of Defense (DOD) relies. Moreover, the technical expertise and infrastructure to help remedy the situation has decayed significantly. Investments in addressing nuclear survivability have declined precipitously. How did this atrophy of attention and capability come about? The root causes seem to lie deep in the corporate point of view among DOD leadership that has developed since the end of the Cold War about these matters. A number of factors have contributed. Nuclear weapons have not been used, other than in deterrence, for over sixty years. And for the past twenty years, even the deterrent uses have been less immediate and direct, and have seemed less important than before. Since the first Gulf War, conventional operations of great difficulty and importance have consumed DOD and national attention, and have displaced nuclear deterrence as the reigning paradigm. Furthermore, there seems to be widespread belief that the United States will be able to deter enemy use of nuclear weapons.
