Book excerpt: From fiscal years 2001 through 2008, we issued 743 reports to DOD or its components that included 3,099 recommendations. We follow up on the implementation status of each recommendation at least annually after report issuance to determine whether DOD has instituted sufficient corrective actions. This report, which responds to this mandate, contains the results of our analysis on the implementation status of the 3,099 recommendations. The implementation status for each recommendation falls into one of three categories: recommendations that remain open, recommendations that are closed and implemented, and recommendations that are closed but not implemented. As of September 30, 2009, 841 or 27 percent of these recommendations are reported as open, 1,878 or 61 percent are closed-implemented, and 380 or 12 percent are closed-not implemented.

Section 911 of the NDAA for Fiscal Year 2017 directed the Secretary of Defense to, among other things, issue an organizational strategy that identifies critical objectives that span multiple functional boundaries, establish cross-functional teams to support this strategy, and provide related guidance and training. GAO has issued a series of reports since June 2017 and made a number of recommendations to DOD. This report assesses the extent to which DOD has made progress in (1) implementing the requirements of section 911 and (2) establishing cross-functional teams. In this report, GAO recommends that DOD identify and document specific implementation steps to advance a collaborative culture, consistent with GAO’s leading practices. GAO also reiterates the importance of addressing its prior recommendations.

This report describes (1) the extent to which DOD has established a plan with goals and metrics for readiness recovery and (2) how readiness has changed from fiscal year 2017 through fiscal year 2019 in each domain. This report is a public version of information reported in classified reports that GAO issued from August 2018 through January 2020, with information GAO has updated as appropriate and the most current data available for underlying reports on which this report is based. Information DOD deemed classified has been omitted. GAO has previously made five recommendations to improve DOD’s readiness recovery efforts that DOD has implemented. GAO was mandated to review personnel and resources of these commands in light of plans announced by DOD to reduce headquarters. This report (1) identifies the trends in resources devoted to the functional combatant commands and their service component commands and (2) evaluates the extent to which DOD's reductions to headquarters could result in cost savings. GAO analyzed data for fiscal years 2001 through 2013 on authorized positions and costs to support headquarters operations for the functional combatant commands and their service component commands. GAO also obtained documentation such as guidance and budget documents and interviewed officials regarding the commands' approach for implementing reductions to headquarters. GAO recommends that DOD (1) reevaluate the decision to focus reductions on management headquarters to ensure meaningful savings, (2) set a clearly defined and consistently applied starting point as a baseline for the reductions, and (3) track reductions against the baselines in order to provide reliable accounting of savings and reporting to Congress.
