This book was released on 2017-08-10 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: "The Department of Defense (DOD) spends billions of dollars each year to sustain its weapon systems. These operating and support (O&S) costs can account for a significant portion of a system's total life-cycle costs and include costs for repair parts, maintenance, and personnel. The Weapon Systems Acquisition Reform Act of 2009 directs GAO to review the growth in O&S costs of major systems. GAO's report addresses (1) the extent to which life-cycle O&S cost estimates developed during acquisition and actual O&S costs are available for program management and decision making; (2) the extent to which DOD uses life-cycle O&S cost estimates after systems are fielded to quantify cost growth and identify its causes; and (3) the efforts taken by DOD to reduce O&S costs for major systems. GAO selected seven aviation systems that reflected varied characteristics and have been fielded at least several years. These systems were the F/A-18E/F, F-22A, B-1B, F-15E, AH-64D, CH-47D, and UH-60L. "

Book excerpt: In 2001, the DoD identified performance based logistics (PBL) as the preferred weapon system support strategy. Within DoD, PBL is the purchase of performance outcomes, such as system availability, rather than the purchase of individual elements of logistics support -- such as parts, repairs, and engineering support. Although PBL initially arose from efforts to reduce support costs, questions have arisen about whether PBL has reduced support costs as originally intended. This report evaluates the extent to which DoD has used business case analyses to guide decisions related to PBL arrangements and the impact PBL arrangements have had on weapon system support costs. Includes recommendations. Charts and tables.

Available in PDF, EPUB and Kindle. Book excerpt: With the nation facing fiscal challenges and the potential for tighter defense budgets, Congress and the Department of Defense (DOD) have placed more attention on controlling the billions of dollars spent annually on weapon system operating and support (O & S) costs. These costs include, costs for repair parts, maintenance, and personnel, and account for about 70 percent of the total costs of a weapon system over its life cycle. The selected acquisition report (SAR) is DOD's key recurring status report on the cost, schedule, and performance of major defense acquisition programs and is intended to provide authoritative information for congressional oversight of these programs. Oversight of O & S costs is important because many of the key decisions affecting these life-cycle costs are made during the acquisition process. GAO reviewed weapon system O & S cost estimates that DOD submits in the SAR. Specifically, GAO determined the extent to which the SARs provide consistent and reliable O & S cost estimate information that enables effective oversight of these weapon system costs. To conduct its review, GAO analyzed SAR data for 84 major systems that submitted O & S cost estimates in the 2010 SAR and selected a nonprobability sample of 15 systems for more in-depth review. To enhance visibility of weapon system O & S costs during acquisition, GAO recommends that DOD improve its guidance to program offices on cost reporting and also improve its process for reviewing these costs prior to final submission of the SAR to Congress. DOD concurred with GAO's recommendations.

Book Defense Management DoD Needs to Reexamine Its Extensive Reliance on Contractors and Continue to Improve Management and Oversight

Walker and published by DIANE Publishing. This book was released on 2008-07 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The fed. gov¿t., incl. the DoD, is relying on contractors to carry out many of its missions. Governmentwide spending on contractor services has more than doubled in the last 10 years. DoD has used contractors extensively to support troops deployed abroad; there are about 196,000 contractors in Iraq and Afghanistan. While contractors can play an important role in helping agencies accomplish their missions, there have been problems regarding the appropriate role and mgmt. of contractors, particularly at DoD. This testimony highlights the challenges DoD has had in managing its increased reliance on contractors who support deployed troops and who provide logistics support for weapons. Includes recommendations.

Book Defense Acquisition DoD Should Clarify Requirements for Assessing and Documenting Technical Data Needs

Download or read book Defense Acquisition DoD Should Clarify Requirements for Assessing and Documenting Technical Data Needs written by Jack E. Edwards and published by DIANE Publishing. This book was released on 2011-09 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: Some DoD weapon systems remain in the inventory for decades. Therefore, decisions that program officials make during the acquisition process to acquire or not acquire rights to technical data (TD) can have far-reaching implications for DoD's ability to sustain and competitively procure parts and services for those systems. DoD needs access to TD to control costs, maintain flexibility in acquisition and sustainment, and maintain and operate systems. This report reviews the extent to which: (1) DoD has updated its acquisition and procurement policies; (2) selected acquisition programs adhered to requirements to document TD needs; and (3) DoD took actions to improve TD decisions by program managers. Book DoD Needs to Provide More Credible Weapon Systems Cost Estimates to the Congress

Download or read book DoD Needs to Provide More Credible Weapon Systems Cost Estimates to the Congress written by GENERAL ACCOUNTING OFFICE WASHINGTON DC NATIONAL SECURITY AND INTERNATIONAL AFFAIRS DIV. and published by . This book was released on 1984 with total page 127 pages. Available in PDF, EPUB and Kindle. Book excerpt: DOD's cost estimates for weapon systems programs are of major concern when the Congress is deciding to allocate billions of dollars to defense programs. GAO found DOD cost estimating guidance needs improvement and stricter implementation to ensure that cost estimates are uniform, consistently developed, and well documented. GAO also found that using more reasonable assumptions and independent cost estimates would result in more accurate reporting to the Congress. This report contains numerous recommendations for improving DOD cost estimating and reporting. In addition, GAO believes that the Congress may want to consider requiring DOD to certify that estimates on major systems are based on sound cost estimating guidelines and represent the full cost of the weapon systems program.

Available in PDF, EPUB and Kindle. Book excerpt: 2019 Missile Defense Review - January 2019 According to a senior administration official, a number of new technologies are highlighted in the report. The review looks at "the comprehensive environment the United States faces, and our allies and partners face. It does posture forces to be prepared for capabilities that currently exist and that we anticipate in the future." The report calls for major investments from both new technologies and existing systems. This is a very important and insightful report because many of the cost assessments for these technologies in the past, which concluded they were too expensive, are no longer applicable. Book Global war on terrorism DOD needs to improve the reliability of cost data and provide additional guidance to control costs report to congressional committees

Download or read book Global war on terrorism DOD needs to improve the reliability of cost data and provide additional guidance to control costs report to congressional committees written by and published by DIANE Publishing. This book was released on 2005 with total page 75 pages. Available in PDF, EPUB and Kindle. Book excerpt: GAO found numerous problems in DOD's processes for recording and reporting costs for GWOT, raising significant concerns about the overall reliability of DOD's reported cost data. As a result, neither DOD nor Congress can reliably know how much the war is costing and details on how appropriated funds are being spent, or have historical data useful in considering future funding needs. On the basis of GAO's work, DOD is taking steps to improve its cost reporting. Factors affecting the reliability of DOD's reported costs include long-standing deficiencies in DOD's financial systems, the lack of a systematic process to ensure that data are correctly entered into those systems, inaccurately reported costs, and difficulties in properly categorizing costs. In at least one case, reported costs may be materially overstated. Specifically, DOD's reported obligations for mobilized Army reservists in fiscal year 2004 were based primarily on estimates rather than actual information and differed from related payroll information by as much as $2.1 billion, or 30 percent of the amount DOD reported in its cost report. In addition, GAO found inadvertent double counting in the Navy's and Marine Corps' portion of DOD's reported costs amounting to almost $1.8 billion from November 2004 through April 2005. Because it was not feasible to examine all reported costs and significant data reliability problems existed, GAO was not able to determine the extent that total costs were misstated.
