Book excerpt: This report is one in a series of reports on the Department of Defense's (DOD) management of secondary inventory-spare and repair parts, clothing, medical supplies, and other items that support DOD's operating forces on land, at sea, and in the air. 1 We have identified the management of defense inventory as a high-risk are a.2 Past reports have identified management weaknesses that make some portion of DOD's inventory vulnerable to waste and inefficiency As requested, we reviewed DOD's management of identical repairable parts used by more than one DOD component (hereafter referred to as identical parts). Over 57,000 identical parts, with an estimated value of $4 billion, are used and typically managed by more than one service. They include such supply items as hydraulic pumps, computer circuit card assemblies, wing sections, and landing gear. This report discusses (1) DOD's progress in correcting problems in the management of identical parts and (2) opportunities to improve.

Book excerpt: An integrative approach to improving the responsiveness, reliability, and efficiency of the Army's inventory-management and component-repair processes. Three key issues are identified: (1) impact of uncertainty and variability in customer demands on long-term planning; (2) need for near-term replanning for execution; and (3) inability of repair responsiveness to meet changing requirements. Alternatives for improving both planning and repair activities are presented, and it is suggested that a pilot effort be undertaken to develop and test alternative approaches.

It is critical that the military services and the Defense Logistics Agency effectively and efficiently manage DOD's secondary inventory to ensure that the warfighter is supplied with the right items at the right time. It is also imperative that they maintain good stewardship over the billions of dollars invested in their inventory. GAO reviewed the Navy's management of secondary inventory and determined (1) the extent to which on-hand and on-order secondary inventory reflected the amount needed to support current requirements and (2) causes for the Navy's having secondary inventory in excess of current requirements or, conversely, for having inventory deficits. To address these objectives, GAO analyzed Navy secondary inventory data (spare parts such as aircraft and ship engines and their components and accessories) from fiscal years 2004 through 2007. GAO recommends that the Navy strengthen inventory management by incorporating cost-efficiency metrics and goals, evaluating and improving demand forecasting procedures, revising inventory management practices to better accommodate demand fluctuations, and enhancing oversight though the chief and deputy chief management officers.
