Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) implementation of its Total Asset Visibility (TAV) initiative, focusing on: (1) the difficulty in determining the status of the initiative's implementation; (2) planning weaknesses that affect the initiative's implementation; and (3) strategies for addressing those weaknesses. GAO noted that: (1) DOD lacks an adequate Departmentwide management framework for providing information to clearly determine the progress made in realizing TAV initiative goals; (2) while some component and theater-specific asset tracking capabilities are reported to be operating, Departmentwide information on progress in achieving TAV initiative goals is minimal; (3) although implementing improved asset visibility is a high-priority objective, DOD cannot clearly understand the extent to which it is achieving the objectives of having timely, accurate information on requisitions and assets and access to DOD assets; (4) along with the unclear picture of the initiative's status, planning is inadequate at the strategic and implementation levels; (5) DOD does not have a Departmentwide TAV strategic plan to show how the various TAV initiatives contribute to DOD's goals for the initiative; (6) additionally, while DOD has an implementation plan, the plan has a number of key weaknesses; (7) it does not describe how TAV will be integrated into Department work processes to realize the goals set for the TAV initiative; (8) as a result, there is confusion over who is to use TAV and how it is to be used; (9) at some locations the system is being installed but not used, according to a component manager; (10) the plan also does not identify needed resources and does not address Departmentwide problems with systems that are critical to the successful implementation of the TAV initiative; (11) the initiative's implementation problems have largely resulted from long-standing management issues that have hindered other major management initiatives; (12) these issues include cultural resistance to change, service parochialism, the lack of outcome-oriented goals and performance measures, and the lack of management accountability; (13) resistance to changing from reliance on just-in-case inventory approaches to reliance on just-in-time inventory is a significant challenge for DOD in its approach to inventory management; and (14) this new way of doing business requires timely and accurate information about quantities and location of items and a willingness by the item holders to transfer them to meet the priority needs of others.

Book Government Performance and Results Act Performance Measure for DOD Total Asset Visibility

Download or read book Government Performance and Results Act Performance Measure for DOD Total Asset Visibility written by and published by . This book was released on 2001 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the first of two reports addressing total asset visibility. This report discusses the effectiveness of the DoD Total Asset Visibility Program as it relates to the Government Performance and Results Act Performance Measure 2.3.5, "Visibility and Accessibility of DoD Materiel Assets." A second report will discuss the effectiveness of the Joint Total Asset Visibility Program. The DoD Total Asset Visibility Program, managed by the Office of the Deputy Under Secretary of Defense (Logistics and Materiel Readiness), was an initiative aimed at achieving visibility over 100 percent of DoD materiel assets. The goal of the DoD Total Asset Visibility Program was to provide DoD users with timely, accurate information on the location, movement, status, and identity of military assets 1 and the capability to perform transactions using that information. The DoD Total Asset Visibility capability was developed in large part by integrating existing and evolving business systems employed by the Services and the Defense Logistics Agency. Visibility of assets has been a concern for the Services for many years. Lessons learned from Operations Desert Shield and Desert Storm brought out the seriousness of the problem. During Operations Desert Shield and Desert Storm, the responsiveness of the logistics system was degraded by thousands of duplicate orders placed because operational units had inadequate visibility over the status of their requisitions, particularly for critical items. Moreover, an enormous amount of materiel was shipped to the theater but was not readily available to U.S. forces because of poor control and visibility of the assets.

The Comptroller General of the United States is the leader of the GAO, and is appointed to a 15-year term by the U.S. President. The GAO wants to support Congress, while at the same time doing right by the citizens of the United States. They audit, investigate, perform analyses, issue legal decisions and report anything that the government is doing. This is one of their reports.

Available in PDF, EPUB and Kindle. Book excerpt: "DOD estimated that overall spending on logistics, including supply chain management, was more than $210 billion in fiscal year 2010. Because of long-standing weaknesses in supply chain management, GAO has designated DOD supply chain management as a high-risk area and identified three focus areas for improvement-requirements forecasting, asset visibility, and materiel distribution. GAO reviewed the extent to which DOD has developed and implemented (1) corrective action plans that address challenges in the three focus areas, (2) an effective program for monitoring and validating the effectiveness and sustainability of supply chain management corrective actions, and (3) an ability to demonstrate supply chain management progress. GAO prepared this report to assist Congress in its oversight of DOD's supply chain management. GAO reviewed strategic and improvement plans, reviewed documents detailing the performance management framework, and assessed performance measures. GAO recommends that DOD develop and implement corrective action plans and performance measures for asset visibility and materiel distribution and take steps to fully institute its performance management framework. DOD concurred or partially concurred with two recommendations and did not concur with four, citing ongoing initiatives and existing policy. GAO"

Book excerpt: GAO designated DOD's supply chain management as a high-risk area in 1990 and in February 2011 reported that limitations in asset visibility make it difficult to obtain timely and accurate information on assets that are present in a theater of operations. DOD defines asset visibility as the ability to provide timely and accurate information on the location, quantity, condition, movement, and status of items in its inventory. In 2015, GAO found that DOD had demonstrated leadership commitment and made considerable progress in addressing weaknesses in its supply chain management. This report addresses the extent to which DOD has (1) identified performance measures that allow it to monitor the progress of selected asset visibility initiatives identified in its Strategies; and (2) addressed the five criteria-leadership commitment, capacity, corrective action plan, monitoring, and demonstrated progress-for removing asset visibility from the High Risk List. GAO reviewed documents associated with selected initiatives, surveyed DOD officials, and observed demonstrations.

Book excerpt: "DOD's 2014 Strategy states that to achieve a seamless and effective supply chain, DOD needs to have end-to-end visibility of its assets from acquisition to disposal and all points between. The Fiscal Year 2014 NDAA required DOD to submit to Congress a comprehensive strategy and plans for improving asset tracking and in-transit visibility, including 11 statutory elements that were specified in the mandate. The NDAA also included a provision that GAO assess the extent to which DOD's strategy and accompanying implementation plans include the 11 statutory elements; incorporate industry best practices related to automated information and data-capture technology; effectively execute DOD's IUID policies; and contain initiatives that align with DOD's overarching goals and objectives, and that have been implemented. This report discusses the extent to which DOD's Strategy , plans and other documentation address the items specified by the mandate. GAO assessed DOD's 2014 Strategy and accompanying implementation plans submitted to Congress in response to the mandate, interviewed cognizant officials, and reviewed DOD's October 2015 Strategy"--Preliminary page.

This book was released on 2017-08-03 with total page 98 pages. Available in PDF, EPUB and Kindle. Book excerpt: " GAO has identified supply chain management as a high-risk area due in part to ineffective and inefficient inventory management practices that have caused DOD to accumulate billions of dollars worth of unneeded inventory. DOD reported that as of September 2010 it had $8.4 billion worth of on-hand excess inventory, categorized for potential reuse or disposal, and $940 million worth of on-order excess inventory, already purchased but likely to be excess due to changes in requirements. Under the National Defense Authorization Act for Fiscal Year 2010, GAO is required to assess DOD's implementation of the Comprehensive Inventory Management Improvement Plan (Plan) DOD submitted to Congress. GAO's objectives were to determine the extent to which DOD has (1) established and achieved targets for reducing excess inventory in the Plan, (2) made progress in implementing the overall Plan, (3) metrics to track progress in improving inventory management, and (4) identified and realized any cost savings or avoidance. GAO reviewed relevant data, assessed DOD's actions through January 1, 2012, and interviewed officials implementing the Plan. "
