The Defense Business Operations Fund pricing policy requires that cost recovery rates, or billing rates, promote cost visibility and motivate cost effective behavior.

The authors found that the DFAS's uniform pricing for finance outputs creates cross-customer subsidization, suggesting a need for nonlinear, customer-specific pricing. The authors also examine whether any negative effects arose from the October 1999 switch from unit billing to hourly billing for DFAS accounting work and found no significant evidence that they had.

As part of the Defense Business Operations Fund, the Defense Finance and Accounting Service (DFAS) must recover all operating costs by charging fees or cost recovery rates to its customers for providing goods and services. DFAS charges operating costs to its customers based on counts (that is, work load counts) of products or outputs produced. Audit Objectives. We conducted this part of our audit to find out whether unit costs for goods and services provided by DFAS were determined in accordance with DoD policies and based on actual costs incurred. In addition, we evaluated management controls over the accumulation of costs and work load data. To accomplish our objective, we reviewed selected aspects of unit cost administration at DFAS Headquarters and at each of the five major DFAS centers. We also judgmentally selected nine DFAS subordinate organizations (including Operating Locations and Defense Accounting Offices) for review. We selected 2 of the 16 DFAS outputs for the review, Commercial Invoices Paid (Output 9) and Monthly Trial Balances Maintained (Output 11). We examined those outputs because they made up $814 million, or 49 percent, of the $1.7 billion operating costs that were passed on to DFAS customers during FY 1995. in addition, because of concerns about billing for precertified travel vouchers at the DFAS Indianapolis Center, we performed a limited review of the precertified travel and precertified commercial invoice billing process at the DFAS Denver and Indianapolis Centers only. During FY 1995, the Travel Vouchers Paid output (Output 7) operating costs were $88 million, or another 5 percent of DFAS total costs.

Kucinich, we reviewed the Defense Finance and Accounting Service (DFAS) contract for military retired and annuitant pay functions. Specifically, we reviewed contractor performance, costs, and staffing, as well as the Government's management of the contract. We also performed a limited review of policies and procedures for voucher prepayment examination. The DFAS Continuing Government Activity (CGA) did not adequately monitor contractor performance for six of the seven critical performance standards on its $346 million (10-year) services contract with Lockheed Martin for the military retired and annuitant pay functions. DFAS also did not collect $547,236 in deductions for unsatisfactory performance. The call center for military retired and annuitant pay functions operated by Lockheed Martin was providing service to DFAS callers that is far below industry standards. For 2008, the call center monthly average call abandonment rates ranged from 11.0 to 40.6 percent compared to an industry standard of 4.0 percent. In addition, time to answer calls ranged from 108 to 280 seconds compared to an industry standard of 26 seconds.

Book excerpt: As part of its ongoing improvement efforts, the Department of Defense (DoD) is exploring new ways to enhance the performance of its Defense Finance and Accounting Service (DFAS). Created in 1991, DFAS provides a variety of finance and accounting services, including payroll, bill payment, and budget tabulation, for the military services and other DoD entities. The establishment of DFAS has streamlined DoD finance and accounting operations by consolidating a multitude of service-specific facilities. DFAS handles an enormous volume of transactions. Virtually all of the DoD's annual budget flows through this agency. Recently, DFAS asked RAND's National Defense Research Institute (NDRI) to identify opportunities for performance improvement. The results of this research are documented in two RAND reports, Defense Working Capital Fund Pricing Policies: Insights from the Defense Finance and Accounting Service and Improving the Defense Finance and Accounting Service's Interactions with Its Customers. These studies, led by RAND economist Edward Keating, found that DFAS's performance could be improved through changes in DFAS's pricing system and in the nature of many of its transactions with customers.
