Book Defense Finance and Accounting Service Indianapolis Compilation of Other Defense Organizations General Fund Financial Data

Download or read book Defense Finance and Accounting Service Indianapolis Compilation of Other Defense Organizations General Fund Financial Data written by and published by . This book was released on 2009 with total page 45 pages. Available in PDF, EPUB and Kindle. Book excerpt: Personnel at Defense Finance and Accounting Service (DFAS) and other DoD accounting offices supporting the Other Defense Organizations general fund, and preparers and users of the DoD Agency-Wide financial statements would benefit from the results of this audit. DFAS Indianapolis (DFAS-IN) provides accounting and financial reporting support for 42 Other Defense Organizations general funds. DFAS-IN receives trial balance information from field accounting sites, which is used to prepare financial statements and budget reports. These 42 Other Defense Organizations general funds were a reporting component of the FY 2007 DoD Agency-Wide Financial Statements and had $140.5 billion in budget authority for FY 2007. Results of the audit show that DFAS-IN's internal controls were not adequate. We identified a material internal control weakness in accounting adjustments made to Other Defense Organizations general fund accounting records. The accounting adjustments were not sufficiently supported and approved. Specifically, the controls did not ensure that accounting adjustments were properly supported, that journal entries recorded in the accounting system agreed with the control log, and that cost estimates used on journal vouchers were supported and properly classified and disclosed on the financial statements. These internal control weaknesses increased the risk that DoD materially misstated balances reported in the DoD Agency-Wide financial statements. In addition, the lack of footnote disclosures discussed in this report could mislead the users of the financial statements. The Under Secretary of Defense (Comptroller)/Chief Financial Officer should update the DoD Regulation 7000.14-R, "DoD Financial Management Regulation," to include requirements for financial statement footnote disclosures of the amounts of unresolved abnormal balances.

Book Challenges in Defense Working Capital Fund Pricing

Download or read book Challenges in Defense Working Capital Fund Pricing written by Edward Geoffrey Keating and published by Minnesota Historical Society. This book was released on 2003 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Finance and Accounting Service (DFAS) provides finance and accounting services to customers within the Department of Defense. The authors examine the DFAS pricing structure and its impact on customer demand, the agency's workload, and equity in pricing. The authors found that the DFAS's uniform pricing for finance outputs creates cross-customer subsidization, suggesting a need for nonlinear, customer-specific pricing. The authors also examine whether any negative effects arose from the October 1999 switch from unit billing to hourly billing for DFAS accounting work and found no significant evidence that they had.

Book Military Pay

Book excerpt: Our prior reviews of the DOD budget requests for military personnel appropriations identified possible inaccuracies in the processing of the active duty Army military personnel federal payroll taxes and potential weaknesses in control activities at DFAS-IN. Following that identification of possible inaccuracies, under the authority of the Comptroller General to conduct evaluations under his own initiative, we conducted this performance audit to determine whether DFAS-IN has effective controls in place for processing of the active duty Army military personnel federal payroll taxes. We also assessed whether DFAS-IN conducted periodic monitoring of its processing of federal payroll taxes. We focused our review on federal payroll taxes for the period January 2004 through June 2008.

Book Defense Finance and Accounting Service Administration of Unit Costs

Download or read book Defense Finance and Accounting Service Administration of Unit Costs written by and published by . This book was released on 1996 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the fourth in a series of reports resulting from our "Audit of the Defense Finance and Accounting Service Administration of Unit Cost Rates." As part of the Defense Business Operations Fund, the Defense Finance and Accounting Service (DFAS) must recover all operating costs by charging fees or cost recovery rates to its customers for providing goods and services. DFAS charges operating costs to its customers based on counts (that is, work load counts) of products or outputs produced. Audit Objectives. We conducted this part of our audit to find out whether unit costs for goods and services provided by DFAS were determined in accordance with DoD policies and based on actual costs incurred. In addition, we evaluated management controls over the accumulation of costs and work load data. To accomplish our objective, we reviewed selected aspects of unit cost administration at DFAS Headquarters and at each of the five major DFAS centers. We also judgmentally selected nine DFAS subordinate organizations (including Operating Locations and Defense Accounting Offices) for review. We selected 2 of the 16 DFAS outputs for the review, Commercial Invoices Paid (Output 9) and Monthly Trial Balances Maintained (Output 11). We examined those outputs because they made up $814 million, or 49 percent, of the $1.7 billion operating costs that were passed on to DFAS customers during FY 1995. in addition, because of concerns about billing for precertified travel vouchers at the DFAS Indianapolis Center, we performed a limited review of the precertified travel and precertified commercial invoice billing process at the DFAS Denver and Indianapolis Centers only. During FY 1995, the Travel Vouchers Paid output (Output 7) operating costs were $88 million, or another 5 percent of DFAS total costs.
