Book excerpt: Cleaning up known hazards at the 4,700 formerly used defense sites (FUDS) -- sites transferred to other owners before 10/86 -- will require 50+ years and cost $18 billion. This estimate excludes any additional needed cleanup of emerging contaminants -- generally, those not yet governed by a health standard. FUDS cleanup is the responsibility of the U.S. Army Corps of Engineers (Corps). In addition to FUDS, DoD is responsible for cleaning up 21,500 sites on active bases and 5,400 sites on realigned or closed bases. This report examined: (1) the extent to which the Corps reevaluates sites to identify emerging contaminants; (2) how DoD allocates cleanup funds; (3) how the Corps prioritizes FUDS for cleanup; and (4) FUDS program overhead costs. Book excerpt: Under the Defense Environmental Restoration Program (DERP), the Department of Defense (DoD) has charged the Army Corps of Engineers (the Corps) with cleaning up 4,700 formerly used defense sites (FUDS) and active sites that were under its jurisdiction when they were initially contaminated. The 661-acre Spring Valley site in Washington, D.C. is one such site. Like many other FUDS, the U.S. Army used the Spring Valley site during World War I for research and testing of chemical agents, equipment, and munitions. Most of the site is now privately owned and includes private residences, a hospital, and several commercial properties. The primary threats at the site are buried munitions, elevated arsenic in site soils, and laboratory waste; perchlorate was also found on site. This testimony discusses GAO's past work relating to remediation efforts at FUDS and military munitions sites to provide context for issues at Spring Valley. Specifically, it addresses the following: (1) the impact that shortcomings in information and guidance can have on decision making, (2) the impact that incomplete data can have on cost estimates and schedules, (3) how funding for a particular site may be influenced by overall program goals, and (4) how better coordination can increase public confidence in cleanups and facilitate effective decision making. GAO has made several prior recommendations that address these issues, with which, in most cases, the agency concurred.

Funding for cleanup at operational installations and formerly used defense sites has come from the Defense Environmental Restoration on Account (DERA) since 1984. Cleanup associated with installations designated for closure or realignment has been funded through the Base Realignment and Closure (BRAC) process since 199 1. Under its statutory reporting requirements, DOD annually reports to Congress by providing information on installation cleanup sites, including, for example, background, status, progress made, and cost incurred and remaining to complete cleanup. Since fiscal year 1993, the report has listed when installation cleanup activity schedules are impeded by a lack of funding. The Deputy Under Secretary of Defense, Environmental Security, formulates policy and provides oversight for the Defense Environmental Restoration Program at operational and BRAC installations and formerly used defense sites. In fiscal year 1997, the centralized DERA was partitioned into five environmental restoration accounts: Army, Navy (including Marine Corps), Air Force, formerly used defense sites, and defense-wide. The components plan, program, and budget for the individual installation cleanup projects. The Army, as executive agent for DOD, implements the program at formerly used defense sites through the U.S. Army Corps of Engineers.
