Book excerpt: Excerpt from Civil Defense Urban Analysis This manual presents methods and procedures for use by city civil defense organizations in preparing a civil defense urban analysis. An urban analysis is the process of collecting, present ing, analyzing, and utilizing pertinent information about urban areas. Since the primary purpose of a civil defense urban analysis is to provide the tools for undertaking realistic civil defense planning, all pertinent aspects of the city must be considered. Assembling data and presenting the information graphically on maps is only the first step in an urban analysis. The area in which an exploded A-bomb can cause maximum casualties and physical damage must be located. Then a hypothetical attack must be assumed and the damage assessed. From this is deter mined not only the potential casualties but also the potential damage to each urban feature. Next, the physical area of the city must be organized for operations and operational plans developed by the civil defense services. In this manner, the urban analysis can be of practical use rather than as mere reference material to be looked at occasionally before the attack or to be referred to after the attack. The methods and procedures presented here are suggested ones only. Alternate improved methods may be worked out in some instances. Maximum utilization should be made of avail able maps and data in municipal and other public offices and agencies as well as those in private institutions. Book excerpt: This report examines the possibilities of vul nerability reduction through long-term changes in urban form and structure, in the light of projected trends in economic and social forces affecting future urban development. Urban decen tralization is likely to continue in the future, and technological change may permit delibera72acceleration of this trend toward sprawling urban regions. Various conceptual and empirical urban forms are reducible to a few basic types. The vulnerability characteristics of the different forms are mixed, but the galaxy and dispersed sheet forms are generally best suited to civil defense purposes. These are similar to the forms that future urban regions are expected to take. A variant of the dispersed sheet form is con sidered the most advantageous; it would provide compact urban communities, separated by extensive open spaces devoted to nonurban land uses, within future metropolitan areas. In addition, efforts to increase the 'hardness' of urban structures are desirable. An increased proportion of high hardness structural types should be encouraged in the building mix. This increase should take the form mainly of high-hardness residential structures dispersed singly or in clusters throughout residential areas. Indirect methods are considered by which progress toward these objectives might be assisted through various on going Federal and state governmental activities. (Author).
