This book was released on 2020-01-09 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: The authors have done a masterful job of charting the important story of DARPA, one of the key catalysts of technological innovation in US recent history. By plotting the development, achievements and structure of the leading world agency of this kind, this book stimulates new thinking in the field of technological innovation with bearing on how to respond to climate change, pandemics, cyber security and other global problems of our time. The DARPA Model provides a useful guide for governmental agency and policy leaders, and for anybody interested in the role of governments in technological innovation. —Dr. Kent Hughes, Woodrow Wilson International Center for Scholars This volume contains a remarkable collection of extremely insightful articles on the world’s most successful advanced technology agency. Drafted by the leading US experts on DARPA, it provides a variety of perspectives that in turn benefit from being presented together in a comprehensive volume. It reviews DARPA’s unique role in the U.S. innovation system, as well as the challenges DARPA and its clones face today. As the American model is being considered for adoption by a number of countries worldwide, this book makes a welcome and timely contribution to the policy dialogue on the role played by governments in stimulating technological innovation. — Prof. Charles Wessner, Georgetown University The U.S. Defense Advanced Research Projects Agency (DARPA) has played a remarkable role in the creation new transformative technologies, revolutionizing defense with drones and precision-guided munitions, and transforming civilian life with portable GPS receivers, voice-recognition software, self-driving cars, unmanned aerial vehicles, and, most famously, the ARPANET and its successor, the Internet. Other parts of the U.S. Government and some foreign governments have tried to apply the ‘DARPA model’ to help develop valuable new technologies. But how and why has DARPA succeeded? Which features of its operation and environment contribute to this success? And what lessons does its experience offer for other U.S. agencies and other governments that want to develop and demonstrate their own ‘transformative technologies’? This book is a remarkable collection of leading academic research on DARPA from a wide range of perspectives, combining to chart an important story from the Agency’s founding in the wake of Sputnik, to the current attempts to adapt it to use by other federal agencies. Informative and insightful, this guide is essential reading for political and policy leaders, as well as researchers and students interested in understanding the success of this agency and the lessons it offers to others.

Book Defense Advanced Research Projects Agency Technology Transition

Download or read book Defense Advanced Research Projects Agency Technology Transition written by and published by . This book was released on 1997 with total page 176 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Defense Advanced Research Projects Agency (DARPA) was created in 1958 to ensure technological superiority for U.S. military forces by fostering innovation and pursuing high-payoff, frequently high-risk projects. Each conflict since that time has demonstrated the wisdom of having an entrepreneurial technical organization unfettered by tradition or conventional thinking. For example, in Operation Desert Storm, the Persian Gulf War of 1990, some of the revolutionary capabilities, such as the F-117 stealth fighter, the Joint Surveillance and Target Attack Radar System (JSTARS), and the Precision Guided Munitions were the direct result of initiatives of this small agency in the preceding years. Successful though DARPA has been, the introduction of new capabilities into our forces has been relatively slow for a variety of reasons. It is important to examine past transitions of technology to military applications in order to improve the processes and to understand the right investment strategies. Introducing high-quality military capabilities is obviously important and, historically, has been the department's dominant goal. In today's less certain world, in which many potential adversaries have access to technology almost as rapidly as does the U. S. military, the time it takes to apply new technology takes on new significance. It is hoped that this study will go a long way to focus attention on improving the transition process and timeline.

Book excerpt: After the Soviet Union launched the first satellite into orbit in 1957, the U.S. government made a commitment to initiate, rather than react to, strategic technological surprises. DOD relies on DARPA's disruptive innovations to maintain this promise, backed by congressional appropriations of over $2.9 billion in fiscal year 2015 alone. In April 2015, DOD reported that U.S. technological superiority is again being challenged by potential adversaries and renewed efforts to improve its products. Meanwhile, GAO found deficiencies in DOD's technology transition processes that may hinder these efforts and DARPA's goals. Senate Report 113-176 included a provision for GAO to review DOD's technology transition processes, practices, and results. This report focuses on DARPA and assesses its (1) effectiveness at transitioning technologies since fiscal year 2010, including identifying factors that contribute to successful transitions, and (2) implementation of DOD policies and programs intended to facilitate technology transition. GAO reviewed DARPA programs completed since 2010; identified transition factors by analyzing program documentation for a random sample of 10 cases; reviewed DOD policies; and interviewed DOD officials.

Book excerpt: Accelerating the transition of new technologies into systems and products will be crucial to the Department of Defenses development of a lighter, more flexible fighting force. Current long transition times-ten years or more is now typical-are attributed to the complexity of the process. To help meet these challenges, the Department of Defense asked the National Research Council to examine lessons learned from rapid technology applications by integrated design and manufacturing groups. This report presents the results of that study, which was based on a workshop held to explore these successful cases. Three key areas emerged: creating a culture for innovation and rapid technology transition; methodologies and approaches; and enabling tools and databases.

Book excerpt: The definitive history of the Defense Advanced Research Projects Agency, the Pentagon agency that has quietly shaped war and technology for nearly sixty years. Founded in 1958 in response to the launch of Sputnik, the agency’s original mission was to create “the unimagined weapons of the future.” Over the decades, DARPA has been responsible for countless inventions and technologies that extend well beyond military technology. Sharon Weinberger gives us a riveting account of DARPA’s successes and failures, its remarkable innovations, and its wild-eyed schemes. We see how the threat of nuclear Armageddon sparked investment in computer networking, leading to the Internet, as well as to a proposal to power a missile-destroying particle beam by draining the Great Lakes. We learn how DARPA was responsible during the Vietnam War for both Agent Orange and the development of the world’s first armed drones, and how after 9/11 the agency sparked a national controversy over surveillance with its data-mining research. And we see how DARPA’s success with self-driving cars was followed by disappointing contributions to the Afghanistan and Iraq wars. Weinberger has interviewed more than one hundred former Pentagon officials and scientists involved in DARPA’s projects—many of whom have never spoken publicly about their work with the agency—and pored over countless declassified records from archives around the country, documents obtained under the Freedom of Information Act, and exclusive materials provided by sources. The Imagineers of War is a compelling and groundbreaking history in which science, technology, and politics collide.

Book The Defense Advanced Research Projects Agency s Technology Transfer Process A Study

Download or read book The Defense Advanced Research Projects Agency s Technology Transfer Process A Study written by and published by . This book was released on 1985 with total page 40 pages. Available in PDF, EPUB and Kindle. Book excerpt: The methodology for this study included: study of technology transfer barriers and catalysts; interviews with key people inside and outside DARPA; and research relative to previous studies, bearing on the subject of technology transfer as relates to DARPA. Differences between the role of DARPA contrasted with that of the Services and other Agencies make smooth technology transfer to the Services/Agencies a difficult process, particularly as regards the Large Technology Demonstrations. It is fundamental that the Services/Agencies are the ultimate procurers of material resulting from successful DARPA initiatives. Hence, an optimal system for technology transfer, one which is comfortable both to DARPA and the Services/Agencies is of great importance to the nation. DARPA's role and philosophy can be broadly characterized as: Opportunity driven, Creative new concepts, Bold new initiatives, Order of magnitude leaps forward, and Revolutionary breakthroughs. On the other hand, the Services' role and philosophy can be broadly characterized as: Need driven, Near term urgencies, Identified missions, Careful (smaller) steps and minimum risk, System life cycle cost effectives and Orderly phasing of evolutionary technology advancements. These fundamental differences make it understandable that barriers arise to inhibit timely smooth transfer of technology from DARPA to the Services.
