To increase oversight of power source investments, GAO recommends that DOD consider how to best aggregate department wide investment data. To improve interagency coordination of S & T projects, DOD should determine ways to strengthen agency participation in coordination mechanisms. To increase emphasis on standardization, DOD should develop a standardization plan and enforceable department wide policies and identify opportunities to retrofit existing systems with standard power sources when cost effective. DOD concurred with the first recommendation and partially concurred with the other four. It was unclear from DOD's response what actions it plans to take in response to GAO's recommendations.

To more effectively leverage its acquisition resources, DOD recognizes that it must achieve greater commonality among the military services' unmanned aircraft programs. Doing so, however, requires certain trade-offs and complex budget, cost, and schedule interactions. GAO was asked to assess the progress of selected unmanned aircraft acquisition programs, examine the extent to which the services are collaborating and identifying commonality among those programs, and identify key factors impacting the effectiveness their collaboration. GAO analyzed cost, schedule, and performance data for eight unmanned aircraft systems, accounting for over 80 percent of DOD's total planned investment in unmanned aircraft systems from 2008 through 2013, and two payload programs. GAO recommends that DOD (1) direct a comprehensive analysis and develop a strategy to gain commonality among current unmanned aircraft programs and (2) require new programs to demonstrate that opportunities for commonality were adequately assessed."--Highlights.

Book excerpt: Numerous persistent problems have resulted in reduced effectiveness and have exposed DOD to unnecessary risks when acquiring services. The growth in obligations on service contracts from $85.1 billion in fiscal year 1996 to more than $151 billion in fiscal year 2006 reflects a growing reliance on contractors to provide a range of mission-critical services. At the same time, DOD's civilian workforce was downsized without sufficient attention to requisite skills and competencies. Within this environment, our work, as well as that of some agency Inspectors General, have identified numerous instances of weak business practices poorly defined requirements, inadequate competition, insufficient guidance and leadership, inadequate monitoring of contractor performance, and inappropriate uses of other agencies contracts and contracting services. Collectively, these problems expose DOD to unnecessary risk, complicate efforts to hold DOD and contractors accountable for poor acquisition outcomes, and increase the potential for fraud, waste, or abuse of taxpayer dollars. DOD's structure and processes for managing services do not position the department to make service acquisitions a managed outcome. DOD has taken some actions to improve its management of services, including developing a competency model for its contracting workforce; issuing policies and guidance to improve DOD s management of contractors supporting deployed forces and its use of interagency contracts; and developing an integrated assessment of how best to acquire services. DOD leadership will be critical for translating this assessment and other actions into effective frontline practices. At this point, however, DOD does not know how well its services acquisition processes are working and whether it is obtaining the services it needs while protecting DOD's and the taxpayer's interests.

The pilot program was designed to streamline acquisition procedures and to serve as an incentive for nontraditional defense contractors to innovate in areas useful to DOD. Section 866 mandated that GAO assess DOD's use of the pilot program to acquire items that otherwise might not have been available to DOD, assisted in meeting urgent operational needs, and protected the interests of the U.S. in paying fair and reasonable prices. This report addresses the extent to which DOD awarded contracts that met these goals and issues potentially affecting use of the pilot program. To conduct this work, GAO reviewed applicable laws, the Federal Acquisition Regulation, the Defense Federal Acquisition Regulation Supplement, DOD's annual reports to Congress on the pilot program from fiscal years 2011 to 2013, and DOD's implementing guidance. Book excerpt: The Department of Defense (DoD) has budgeted over $134.5 billion for Fiscal Year 2004 for Acquisition, yet little is written about the personnel responsible for managing and evaluating Major Defense Acquisition Programs (MDAPs) -- those who perform Acquisition Oversight (AO). The AO process has not been studied in a disciplined manner during its 40-year history. Congress, past Administrations, and the DoD Inspector General have commissioned several studies on the AO Process. Recommendations were considered and implemented such that the process evolved to where it stands today. Over 40 years separate the first iteration with the latest version. Commission reports, countless studies, and historians agree on the need for oversight in military acquisitions; they agree that the system takes too much money, takes too long, and does not perform as well as most would wish; yet they disagree on who should perform oversight. This thesis has three objectives: define, document, and utilize available literature to identify the organizations involved with the process as it evolved to its form today; build models of the AO process with emphasis on the chain of command as it existed in the l950s, l960s, l970s, l980s, and today; and evaluate each model on its ability to accomplish seven goals derived from Clinton's 1994 Process Action Team on AO report. The thesis was limited to the DoD AO Process as it historically existed between the Air Force and the Secretary of Defense, or those serving similar positions. The author reviewed relevant literature to model historical oversight hierarchies. Then expert opinions were gathered from that literature on how well the oversight process models performed. As expected, the oversight process has improved over time, but further improvements are currently being sought. Those seeking improvement would do well to study past processes and learn from their mistakes. (13 tables, 11 figures, 41 refs.)
