Book Defense acquisition improved program outcomes are possible

Download or read book Defense acquisition improved program outcomes are possible written by and published by DIANE Publishing. This book was released on 1998 with total page 34 pages. Available in PDF, EPUB and Kindle. Book excerpt: We are pleased to be here today to discuss issues facing the Department of Defense (DOD) in its acquisition of weapon systems, related spare parts, and other goods and services. In response to the many changes that have been witnessed in the defense acquisition environment over the last few years, DOD has begun broad-based changes to its acquisition and contracting processes. However, weapon programs continue to have questionable requirements; unrealistic cost, schedule, and performance estimates; and strategies that begin production before adequate testing has been completed. This discussion of acquisition issues is well-timed, as DOD implements plans to increase its procurement budget to $60 billion in fiscal year 2001-a 40-percent increase over last fiscal year's budget. My testimony focuses on a different approach to improving weapon acquisition outcomes based on best commercial practices and an understanding of the acquisition culture. My testimony also includes some observations on (1) DOD'S management of its acquisition workforce and organization, (2) DOD'S experience with commercial pricing of spare parts, (3) the effectiveness of DOD'S mentor-protege pilot program, and (4) federal agencies' use of multiple award task- and delivery-order contracts.

Book Defense Acquisition Organizations Reductions in Civilian and Military Workforce

Download or read book Defense Acquisition Organizations Reductions in Civilian and Military Workforce written by and published by . This book was released on 1997 with total page 12 pages. Available in PDF, EPUB and Kindle. Book excerpt: The legislative mandates of fiscal years 1996 and 1997 to reduce the acquisition workforce allow the Secretary of Defense wide latitude in implementing those cuts. According to Defense Manpower Data Center (DMDC) data, DOD has exceeded the requirements to reduce its acquisition workforce by 30,000. If current trends in workforce reductions continue, it appears that DOD will also achieve an overall acquisition workforce personnel reduction of 25 percent (94,400 of 377,600) by the end of fiscal year 2000, consistent with its congressionally required plan. Most of the downsizing was achieved through reductions in personnel, but a significant portion was also attained through DOD's streamlining efforts that resulted in disestablishing the Army Information Systems Command (AISC) and distributing the majority of its personnel into a nonacquisition organization (i.e., outside of the purview of DOD instruction 5000.58). These efforts also redirected some personnel to other DOD organizations. Of approximately 40,000 civilian personnel reductions, about 9,000 (roughly 22 percent) persons remain employed in other DOD organizations. A review of reductions by occupational series shows that the largest concentrations were in the following occupational fields: Electronics Engineering, Secretary, Computer Specialist, Contracting, Management Analyst, and Administrative. By contrast, DOD's contract awards for services rose steadily for fiscal years 1994 to 1996 for most of the functions normally done by personnel in these occupational fields. DOD is currently developing a methodology for redefining its acquisition workforce.

Available in PDF, EPUB and Kindle. Book excerpt: Pursuant to a congressional request, GAO reviewed the Department of Defense's (DOD) acquisition workforce reductions, focusing on: (1) DOD's progress in reducing its workforce in acquisition organizations by 25 percent; (2) the potential savings associated with these personnel reductions; (3) the status of DOD efforts to redefine its acquisition workforce; and (4) DOD's efforts to consolidate and restructure acquisition organizations. GAO noted that: (1) DOD has been reducing its acquisition workforce at a faster rate than its overall workforce and is on schedule to accomplish a 25-percent reduction by the end of fiscal year 2000; (2) however, potential savings from these reductions cannot be precisely tracked in DOD's budget; (3) in addition, some of the potential savings from acquisition workforce reductions may be offset by other anticipated costs; (4) such costs include those for contracting with private entities for some services previously performed by government personnel; (5) DOD developed a new definition for the acquisition workforce and is using it to identify individuals who perform acquisition functions throughout the Department; (6) DOD is also exploring a process by which it can, for the first time, link management of the acquisition workforce to DOD's overall manpower and budget processes; (7) although far from assured, success in this arena could allow better planning and budgeting for workforce training and tracking changes in the workforce; (8) GAO recently reported that DOD's efforts to streamline and consolidate the research, development, test, and evaluation segment of its acquisition organizations have not resulted in significant infrastructure reductions; and (9) GAO's further analysis of the results of one Air Force effort confirmed GAO's earlier conclusions that such initiatives have been unable to overcome numerous obstacles, which often impede them.

Available in PDF, EPUB and Kindle. Book excerpt: GAO's continuing reviews of the acquisition workforce, focusing on the Department of Defense (DOD); the Departments of the Army, Navy, and Air Force; the Departments of Veterans Affairs, Energy, and Health and Human Services; the General Services Administration; and the National Aeronautics and Space Administration, indicate that some of the government's largest procurement operations are not run efficiently. GAO found that requirements are not clearly defined, prices and alternatives are not fully considered, or contracts are not adequately overseen. The ongoing technological revolution requires a workforce with new knowledge, skills, and abilities, and the nature of acquisition is changing from routine simple buys toward more complex acquisitions and new business practices. DOD has adopted multidisciplinary and multifunctional definitions of their acquisition workforce, but the civilian agencies have not. DOD and the civilian agencies reviewed have developed specific training requirements for their acquisition workforce and mechanisms to track the training of acquisition personnel. All of the agencies reviewed said they had sufficient funding to provide current required core training for their acquisition workforce, but some expressed concerns about funding training for future requirements and career development, particularly because of budget cuts made recently at the Defense Acquisition University.

Book Report of the Defense Science Board Acquisition Workforce Sub Panel of the Defense Acquisition Reform Task Force on defense reform

Download or read book Report of the Defense Science Board Acquisition Workforce Sub Panel of the Defense Acquisition Reform Task Force on defense reform written by and published by DIANE Publishing. This book was released on 1998 with total page 168 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report provides three policy recommendations, based on the overarching theme of more closely integrating DoD with industry. The Sub-Panel believes that improved integration with industry is the critical element that will enable the acquisition system to perform better, faster, and cheaper in support of the warfighter. The recommended policy initiatives are that DoD should: 1. Restructure its Research, Development, Test, and Evaluation (RDT & E) organizations and associated workforce to enable the Department to make better use of the capabilities of industry and other government agencies, to concentrate in-house capabilities in areas where there is no external capability, and to eliminate duplicative capabilities. 2 Expand the use of price-based forms of contracting to reduce the cost of doing business with Department of Defense (DoD) for existing Defense contractors and to give DoD access the segments of industry that currently choose not to do business with the Department because of the costs and complexities associated with cost-based contracts. 3. Expand the oursourcing of sustainment activities to eliminate duplicative capabilities between DoD and industry, to enable the Department to capitalize on industry's advancements in applying technology to these functions, and to provide better support to the user.

Book Report of the Defense Science Board Task Force on management oversight in acquisition organizations

Download or read book Report of the Defense Science Board Task Force on management oversight in acquisition organizations written by and published by DIANE Publishing. This book was released on 2005 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Recent events in the Air Force surrounding the illegal actions of former Principal Deputy Assistant Secretary Darleen Druyun highlighted the need to review the management and oversight structure of acquisition activities in the Department of Defense (DoD). DoD, through the Undersecretary of Defense for Acquisition, Technology, and Logistics USD(AT AND L), established the Defense Science Board (DSB) Task Force on Management Oversight of Acquisition Organizations to examine its acquisition structures and processes; survey and assess best practices; and recommend changes to improve checks and balances to better ensure acquisition integrity. The Task Force was also asked to consider whether: (1) structural problems exist that place too much decision authority in one individual or at a level without adequate oversight; and (2) a simplified acquisition structure could improve both efficiency and oversight. The Task Force was co-chaired by two members of the Defense Science Board. Task Force members and key contributors included former Defense Department and other Federal Government officials, as well as members of industry and academia. During the course of its work, the Task Force reviewed a wide array of written materials and heard from experts in the fields of acquisition, procurement, ethics and integrity, human resources, leadership, organization, oversight, and best practices.

Book A Comparison of the Defense Acquisition Systems of France Great Britain Germany and the United States

Download or read book A Comparison of the Defense Acquisition Systems of France Great Britain Germany and the United States written by Defense System Management College and published by CreateSpace. This book was released on 2014-08-18 with total page 300 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the 1970s, cooperative armament projects have offered the hope of leveraging national resources. Atlantic Alliance members have sought cooperation with their friends and allies. “These (cooperative) programs help strengthen the connective tissue, the military and industrial relationships that bind our nations in a strong security relationship. The political dimension of armaments cooperation is becoming increasingly important in an uncertain international security environment.”This book is about the national armament systems of four nations. It provides an introduction to the political environment, the acquisition organizations, systems and processes of France, Germany, the United Kingdom and the United States. All four nations are NATO members. These countries for more than a quarter century have been partners in cooperative programs. Their concerted efforts have fielded such systems as the North Atlantic Treaty Organization (NATO) Airborne Warning and Control Aircraft (AWACs), the Navy's RIM-7M, Sea Sparrow, and the AV8B Harrier GR7. Their cooperation in armaments activities has enhanced the mutual security of the alliance and become even more important with the increased emphasis on coalition warfare.Armaments cooperation happens for a range of reasons. Nations anticipate cost saving or desire access to better technology and agree to the development of a new weapon system. However, having the will to cooperate does not mean managing an international armament cooperative program is an easy task. National culture and traditions complicate the job. Different time zones, different currencies, and different fiscal years add to the difficulty. Communicating complex issues through the fog of language, either verbally or in writing, offers a challenging problem for both the program manager and the multinational team members.Working effectively in the international environment requires knowledge of the people, organizations and cultures of each country. As its primary purpose, this book looks at the major political and military acquisition characteristics of the four countries, and provides an overview of their organizations and processes. A useful starting point for understanding an organization is to look at its organizational structure. An organizational structure indicates where activities take place, how the management system operates, and indicates where authority and responsibility rest. The managerial system, which includes the formalized policies and procedures, guides the activities of the acquisition organizations and provides an understanding of how the system operates. This book was written for several audiences. For the acquisition practitioners, this introduction should provide a basic understanding of the other countries' system and their approach to armaments development. This basic understanding will help him or her to more effectively and efficiently perform their assignment in the international environment. There are several secondary purposes. Every year the United States assigns large numbers of military personnel overseas to Security Assistance Organizations (SAO). These “SAOs” perform a key role in the interface between the military of our government and the host country. One of their many tasks is to work with the other country's acquisition system. This book will be a “good read” for them as they attempt to understand and work with these organizations. It will also provide them an introduction to the United States acquisition system. For students of comparative politics, governments, and public administration, this book provides a structured approach to understanding organizations and finding approaches to manage the acquisition and development of weapons systems.
