Book excerpt: Since the 70s and 80s, U.S. defense acquisition has focused on sophisticated technologies, such as precision-guided weapons and stealth. Meanwhile, Russia and China have sought to modernize their legacy equipment while concurrently developing new and increasingly sophisticated systems of their own. This report discusses recent research into the research, development, and acquisition (RDA) processes of Russia and China-both doctrinally and in practice-and identifies areas in which each country excels and where each country has challenges. Assessing the current state of and future prospects for Russian and Chinese acquisitions provides valuable insight to policymakers who are responsible for ensuring that the United States maintains an advantage over these pacing threats. On paper, the RDA processes of both countries are similar to those of the United States, but that is not the whole story. Russia maintains a large arms export market but struggles to produce its most sophisticated systems in strategically significant quantities. China's reliance on intellectual property theft means its weapons are years behind, but the Chinese recognize that shortcoming and are investing in and growing their organic capabilities through joint ventures and acquisition of foreign technology.

Uniformed and civilian leaders have studied recent conflicts, analyzed shortfalls, and identified improvements to be made in doctrine, force structure, and equipment. They are aware of the gap in capabilities between the People's Liberation Army (PLA) and other miiitaries, notably the U.S. Armed Forces. Most foreign analysis of the current and potential Chinese military threat emphasizes recent equipment purchases from Russia and what they portend. This article evaluates these acquisitions and compares them to a previous regional threat and arrives at conclusions about the modernization of the Chinese military which differ from those usually found in the media. Some characterize the Chinese as buyers at a fire sale in their purchase of Russian military equipment. Russian arms merchants have introduced PLA leaders to hardware that could greatly improve Chinese capabilities. Elements of the defense industries in both countries have established relationships with their counterparts. Over the last five years reports on negotiations for advanced technologies have been common if vague and sometimes exaggerated. Many reported deals are never consummated. Purchases and technology transfers have been limited because of Chinese financial constraints and Russian strategic suspicions.

This study focuses on one aspect of the relationship, namely Russia's contribution to the PLA Navy's surface and anti-surface warfare capabilities. Following a discussion of the role of the fleet in China's A2AD strategy, the author examines in depth the specific warships, anti-ship missile systems, and air defense systems that Russia has been providing. Next, he considers specifically how Russian technology has translated into new military capability for China's maritime forces. Finally, he offers a projection of the likely future direction of Russian assistance in this area. While China has made enormous progress in developing its indigenous defense production capability, this report makes the case that Russian defense assistance has been, is, and will likely continue to be important for the development of China's surface warfare capabilities and its A2AD project more broadly.

Book excerpt: Despite areas of tension and distrust in China-Russia relations since Beijing and Moscow normalized relations in 1989, the two countries' militaries and defense establishments have steadily worked to minimize and overcome these differences and are now experiencing arguably the highest period of cooperation. The three major components of military-to-military ties discussed in this report demonstrate such a trend. In terms of military exercises, the two militaries are staging increasingly complex exercises with an expanded geographic reach in strategically important areas, recently adding a new set of exercises on missile defense cooperation. Military-technical cooperation similarly shows significant progress in recent years, highlighted by a major uptick in the technical capability of Russian arms sales to China, wide-ranging strategic industrial partnerships in key defense sectors, and joint production deals and other cooperation on advanced military and dual-use systems. Finally, Chinese and Russian defense officials are holding more meetings at higher levels in the military bureaucracy than they did in the past, signaling closer coordination. As Beijing and Moscow increasingly share overlapping interests and maintain a shared resistance to U.S. leadership in the Asia Pacific, the two countries appear likely to further deepen defense relations in the coming years. In the years ahead, analysts and policymakers will need to closely watch this trend, especially as the Asia Pacific experiences rapid change and China continues to pursue its military modernization goals. In particular, Russian arms sales to China and military-technical cooperation could have significant consequences for the United States, challenging U.S. air superiority and posing problems for U.S., allied, and partner assets in the region.

These have been highlighted by a series of important arms transactions, including landmark contracts in 2015 for the sale of Su-35 combat aircraft and S-400 air defense systems worth $5 billion, followed by a series of important transactions involving the transfer of helicopters, submarine technology, and aircraft engines. Joint technology projects have been especially important due to their expansion into new areas such as missile defense, taking on greater strategic importance. Together with an increase in combined exercises, joint air patrols, and key leader engagements, the resumption of large-scale arms transfers has contributed to a growing military convergence between Russia and China while enhancing their strategic partnership. These transfers are also advancing China’s military expansion in the western Pacific, helping to tilt the regional balance more in China’s favor.

Book excerpt: This report seeks to establish a detailed understanding of the extent of military cooperation between Russia and China, focusing on military diplomacy and other political aspects of the relationship, military-technical cooperation, and exercises and joint operations. We find that China-Russia military cooperation has not always grown linearly over time. At various points, some aspects of cooperation have undergone periods of rapid expansion, while others stagnated. After undergoing a period of rapid expansion from 2014 to 2019, Russian-Chinese military cooperation has largely plateaued in recent years, with little evidence of continued expansion in either military-technical cooperation or joint military activities since 2020. While mutual symbolic benefits suggest that both countries’ leaders will continue to highlight military cooperation, in determining the trajectory of the relationship over the next three to five years, observers should focus on trends in these activities, rather than on political rhetoric.
